The person a young adult should contact for a FYI/FUP voucher is the blue highlighted individual below. They are the point-of-contact for accessing vouchers in their county.
If it says "no youth vouchers to date" for a county, that means there is not yet a partnership between the child welfare agency and Public Housing Authority to adminster FUP/FYI for youth. The child welfare agency is responsible for verifying youth eligibility, referring eligible youth to the Public Housing Authority, and for providing or securing supportive services. The Public Housing Authority is responsible for requesting vouchers from the U.S. Department of Housing & Urban Development (HUD) and subsequently providing the voucher directly to the youth.

HUD provides the funding for the rental subsidy (voucher) to the Public Housing Authority.
In some cases, counties contract out services to youth with vouchers to a third-party provider.Competitive vouchers are available each year through a competitive NOFO released by HUD. On-demand vouchers are available on a rolling basis. In both cases, the Public Housing Authority must request the vouchers directly from HUD. The Family Self-Sufficiency (FSS) Program extends an FUP/FYI voucher for an additional 2 years. If the public housing authority does not offer FSS, or there is a waiting list, youth can fulfill certain participation requirements to access the additional 2 years.
