Note Re: Low barrier criterion

A high-barrier application process may include aspects such as:
1. A particularly lengthy application form (i.e. more than 10-15 questions or greater than 10-20 pages of submitted material);
2. High level of detail within the proposals (i.e. requirements for extended research, prepared workplans and evaluation plans, or more than three supporting documents);
3. Supporting documentation (i.e. more than five supporting documents such as letters of incorporation, past audits, and letters of support).
