We are increasingly facing ‘wicked problems’. They are stubborn, challenging and often have to be managed rather than solved. They frequently involve interlinked issues, multiple agencies with different perspectives on both the problem and potential solutions, conflict over desired outcomes or the means to achieve them, power relations making change difficult, and uncertainty about the possible effects of proposed changes. While traditional scientific, policy and management approaches can make a useful contribution, we need something more than these if we want to gain a bigger picture understanding of how to act in the face of wicked problems. Systems thinking can help. In this talk, Gerald Midgley will introduce a framework of systems thinking skills, plus a variety of systems ideas and methods that can help people put these skills into practice. He will illustrate the use of the methods with a number of examples from his own social policy, natural resource management and community development projects in the UK and New Zealand. In this way, he will show how we can begin to get a better handle on wicked problems.

The 2020-2021 pandemic is accelerating the digital (information technologies) transformation of society, including online working, learning, playing and belonging. The future of AI will bring even greater acceleration and transformations. Service science predicts that in this transformation of business and society that competing for collaborators will increasingly shape outcomes. A decade-based (2020-2080) view of IT, AI, society, and service science is provided.

Bio: Jim Spohrer was most recently director of IBM’s open source Artificial Intelligence developer ecosystem effort. He led IBM Global University Programs, co-founded Almaden Service Research, and was CTO Venture Capital Group. After his MIT BS in Physics, he developed speech recognition systems at Verbex (Exxon) before receiving his Yale PhD in Computer Science/AI. In the 1990’s, he attained Apple Computers’ Distinguished Engineer Scientist and Technologist role for next generation learning platforms. With over ninety publications and nine patents, he received the Gummesson Service Research award, Vargo and Lusch Service-Dominant Logic award, Daniel Berg Service Systems award, and a PICMET Fellow for advancing service science.

ABSTRACT
Using a core idea of critical social theory, alienation, we interrogate the failure in the design and adoption of a Stop-COVID app in France. We analyse the political and scientific discourse, to develop an understanding of the conditions giving rise to this failure in this unprecedented moment. We argue that the digital-first solutionist approach taken by the government failed because, as in all Western countries, most stakeholders were alienated from the reality of the COVID-19 pandemic and lacked concrete knowledge of it. Furthermore, the French government and its COVID-19 council excluded relevant scientific experts in favour of quantitative modelling based on abstract partial knowledge. This along with coercion and lack of transparency about the app, reinforced alienation, undermined effectiveness in managing the crisis and resulted in the digital design failure. We suggest that such alienation will prevail in the COVID-19 era characterised by regimes of control, rampant abusive location tracking, and data collection, and where public officials are more concerned with managing effects than seeking causal explanations. The digitalfirst solutionist approach was adopted, not because digital solutions (to contact tracing) are superior to traditional ones, but by default due to alienation and lack of interdisciplinary cooperation.
