About the Open GLAM Survey

This is an ongoing informal survey of open access policies in the galleries, libraries, archives and museums (GLAM) sector. It examines how GLAMs make data – whether digital objects, metadata or text – available for re-use. The Survey is intended to be a starting point for people who want to find and use open collections or data. It also serves as a resource for GLAMs and other organisations exploring open access data and policy development. The Survey covers instances of open data (e.g., digital collections and other data) that GLAMs make available on their websites and/or external platforms such as Github, Europeana and Wikimedia Commons.

Only GLAMs that have released open access data are eligible for inclusion. The Survey's working definition of 'open' follows Open Knowledge International's Open Definition and its spectrum of conformant legal tools permitting commercial reuse. It also considers data published under the No Known Copyright statement, developed by https://rightsstatements.org, and the Flickr Commons 'no known copyright restrictions' statement to be eligible (though the Survey's authors acknowledge the opacity of this statement type). Many GLAMs publish some – but not all – of their eligible data open access (e.g. for specific projects or outputs) whilst maintaining non-open access policies for most of their data.

The Open GLAM Survey was created in March 2018 by Douglas McCarthy and Dr Andrea Wallace and its data are licensed under the Attribution 4.0 International (CC BY 4.0) licence. It is an ongoing piece of research. Feedback, corrections and suggestions are very welcome. ICitation of 1st Open Access InstanceCitation to online information regarding the Institution's first open access instance, if available. Citations of GLAMs' own communications (e.g. a press release) are preferred, but citations of third party websites and announcements are also included. All citations are saved to the Internet Archive's Wayback Machine and the relevant URLs are listed here.

JOpen Access ScopeA defined list that includes: Some eligible data; All eligible data. Assignments in this column represent a holistic assessment of the policy approach and are made based on the entry’s own policies or statements.

‘Some eligible data’ indicates some, but not all, of eligible data is published open access (e.g., for specific projects, platforms or outputs) while maintaining non-open access policies for most eligible data. ‘All eligible data’ indicates data is published using open licences and/or public domain tools as a matter of policy.

KRights Policy or Terms Of UseLink to the policy or website terms of use where open access and any rights statements are explained. GLAM policy statements are often conflicting, subject to change and do not expressly disclaim copyright. To provide some clarity for survey users, the ‘Online Policy’ field links to the most relevant rights policy and terms of use information provided on GLAMs’ websites (when available). These pages are often generic and lacking in detail so 'caveat emptor'.

MRights Statement For MetadataThe open licence or rights statement that the Institution applies to the collections metadata (when stated) on its own platforms, or the open licence for the Institution's collections metadata on other platforms (for example, Europeana, which stipulates that Institutions' metadata must be provided under CC0).

POpen Data SourceThe URL of the Institution's open access collection, linking as directly as possible to the open data. When Institutions have published open access collections on multiple platforms, the relevant information is captured in the adjacent Open Data Platform, Open Data Source and Open Data Volume columns.

QOpen Data VolumeThe volume of digital objects that the Institution has published on the Open Data Platform. When the Open Data Platform does not state the exact Open Data Volume, an estimation may be given by the survey authors or contributors.

The category assigned indicates whether the statement used complies the premise that public domain materials should remain in the public domain after digitization.

1: Public domain compliant - No new rights are claimed in the data released. Users are ensured that any public domain materials remain in the public domain in digital form (e.g. CCO and Public Domain Mark).
2: Copyright disclaimer - No new rights are claimed in the data released and no assertion is made that the data is conclusively in the public domain (e.g. No Known Copyright). The onus is on the user to ensure reuse is legally compliant.
3: Open compliant - New rights are claimed in the data released and the licence applied aligns with international definitions for 'open' that permit commercial reuse (e.g. CC BY, CC BY-SA).
