In 2021, the International Energy Agency published its "Net Zero by 2050" roadmap to determine a carbon trajectory that would limit global warming to 1.5°C, concluding that "other than fields already approved for development, no new oil and gas fields are necessary".

At present, oil consumption is not falling fast enough. As an example, in the European Union, where fossil fuel consumption has decreased most rapidly, oil demand will only have fallen by 16% by 2030 and reductions in greenhouse gas emissions will be largely insufficient. At the same time, bEuropean banks alone have provided over $1,300 billion to fossil fuels since the Paris Agreement, and $30 billion to the top 100 fossil fuel developers in 2022.

When the ocean overheats, the ocean currents that dictate climate regulation are altered. This major disruption to the water cycle leads to chronic droughts or torrential rainfall, with climatic events multiplying in frequency and intensity; marine heatwaves increase exponentially, marine biodiversity suffers immensely, the body of water expands, and coupled with melting ice, sea levels rise by almost half a centimeter a year.

The largest ocean current, the Atlantic Meridional Overturning Circulation (AMOC), which includes the Gulf Stream, has been declining steadily by 15% since 1950. Recent publications estimate that this marine current could reach a tipping point within a few years that would radically alter global weather patterns, and potentially at a sharp rate, making it very difficult for human societies and ecosystems to adapt.

OUR DEMANDS

Prohibit companies from participating in any way, directly or indirectly, in the development of fossil fuel projects approved after 2021.

Ban all forms of public funding for fossil fuel projects and for companies involved in the development of new fossil fuel projects.

Prohibit the financial sector from providing services to fossil fuel companies that do not renounce the development of new fossil fuel exploration and exploitation projects.

In addressing the theme of leveraging ocean, climate, and biodiversity interlinkages to support the accelerated implementation of SDG 14, the China Biodiversity Conservation and Green Development Foundation (CBCGDF) has demonstrated several innovative approaches:

1. New Ways of Working: CBCGDF enhances biodiversity conservation awareness among energy companies through case studies. These studies not only provide valuable insights but also advocate for the integration of biodiversity considerations into energy projects. Additionally, CBCGDF annually submits a series of policy recommendations related to ecological and environmental issues to China's National People's Congress and Chinese People's Political Consultative Conference. These recommendations aim to promote synergistic benefits between biodiversity conservation and climate change mitigation, influencing policy development at the national level.

2. New Methods: In response to biodiversity impacts caused by energy projects, CBCGDF publishes case studies that highlight and address the adverse effects. These case studies serve as warnings and offer guidance to prevent similar issues in future projects, fostering a more responsible approach to energy development. Moreover, CBCGDF initiated the "Bat Conservation Action Network" (BCAN) on June 20, 2023. This species conservation initiative aims to mainstream biodiversity, enhance media and public awareness about bat protection, support scientific decision-making by the government, and promote the development of a national bat conservation action plan. This initiative exemplifies CBCGDF's proactive approach in addressing specific biodiversity challenges and advocating for comprehensive conservation strategies.

3. New Partnerships: CBCGDF has established a significant partnership with China’s State Grid Corporation to protect migratory birds. This is why the analysis reveals that the full implementation of ocean-based climate solutions ready for immediate use could reduce the “emissions gap” by 35% on a trajectory of 1.5°C in 2050.

The High Level Climate Champions, United Nations Foundation, Sustainable Shipping Initiative, and Equal RoutesIndiaThe maritime sector exists at the intersection of climate, ocean, and biodiversity and addressing the triple nexus through elevating the context of shipping solutions and impacts can show how meeting biodiversity goals can and should support positive climate outcomes and vice versa. Working with a diverse set of stakeholders and rightsholders, the maritime industry can assess, mitigate, and avoid its negative impacts on marine biodiversity and climate. The promotion at the 2025 UN Ocean Conference of this intersection and the actions that industry must take to achieve interconnected goals can further the work of an interdisciplinary approach to achieving SDG14.

A key component to achieving the implementation of SDG14 involves collaborating with a wide range of actors to limit impacts from shipping on the ocean, nature, and climate. The International Maritime Organization (IMO), as the global shipping regulator, must be involved in setting new and enhanced ambition of existing and emerging targets. Additional UN bodies that do not directly deal with shipping must be prioritized, as well, including the Convention on Biological Diversity (CBD), United Nations Convention on the Law of the Sea, the United Nations Framework Convention on Climate Change, among others. Beyond these bodies, meaningful change must include multiple governance mechanisms such as ports, banks, marine services, shipyards, classification societies, insurers, and others. Ensuring the involvement of industry when addressing the issues of shipping, biodiversity, and climate is essential to supporting the implementation of SDG14.
The High Level Climate Champions, United Nations Foundation, the Sustainable Shipping Initiative, and Equal Routes convened to deliver on a new initiative, Navigating the Future: Bridging Shipping, Biodiversity, and Decarbonization. Through their collaboration, the group identified key ocean health and biodiversity issues that relate to shipping activities – the first time the climate and biodiversity nexus had been explored together for the maritime sector.

This project highlighted existing regulations, good practices, and ongoing work on these issues, with a particular emphasis on existing and new measures being put in place to address decarbonisation. Additionally, the project proposed a preliminary set of milestones for shipping to achieve by 2030, 2040, and 2050 with respect to ocean health and biodiversity building on the Sustainable Shipping Initiative's Roadmap to a sustainable shipping industry.

The Navigating the Future: Bridging Shipping, Biodiversity, and Decarbonization report launched at COP28 emphasized the need to address the triple planetary threats of pollution, climate change, and biodiversity loss in the context of shipping solutions and impacts. The report’s goal was not only to elevate the dialogue on biodiversity and pollution to the level of climate but also to show how meeting biodiversity goals can and should support positive climate outcomes and vice versa. The report recommended the framing of a new 2030 Shipping Pact for People and Nature (2030 SPPaN), which outlines proposed concrete measures to guide the maritime sector in assessing, reducing, and avoiding its negative impacts on marine biodiversity and climate.

The launch event at COP28 focused on discussing the impact of shipping on ocean health, productivity, and biodiversity in both the short and long term. It aimed to raise awareness of the co-benefits of shipping decarbonization for people and nature and demonstrate concrete solutions that can be taken today, whilst providing guidance on how the maritime sector can assess, mitigate, and avoid its negative impacts on marine biodiversity and climate.

The group is now focused on creating a shared understanding of the challenges and opportunities of approaching ocean health (including biodiversity) and climate change together taking into account any regional sensitivities and ensuring an inclusive approach to catalyze near-term action around a framework which creates change in the real-world, and implement a means of monitoring and tracking progress towards a set of milestones that engages the shipping community and aligns ambitions across climate, biodiversity, and ocean goals that are all central to achieving SDG14.

BY WHOM: Design practitioners (architects, urban designers, and landscape architects) must reevaluate their business models to transition from a state-of-the-art strategy that promotes the individual figure of the designer-hero to a collective and sustainable conception of urban development. Professionals with design expertise are poised to reimagine sustainable urban scenarios, countering the deficit in "climate adaptation" projects that further social and environmental resilience to complement dominating "mitigation" initiatives whose technical goal is to reduce greenhouse gas (GHG) emissions.

Climate change impacts every aspect of urban life. But cities exacerbate climate problems by being the main emitters of GHG. It is estimated that “urban areas are responsible for 70 percent of global CO2 emissions, with transport and buildings being among the largest contributors.” (IPCC, 2022) Thus, architectural and urban design play a key role in climate action. On the other hand, oceans are our allies but collateral victims regarding the latter. The ocean “generates 50 percent of the oxygen we need, absorbs 25 percent of all carbon dioxide emissions and captures 90 percent of the excess heat generated by these emissions.” (United Nations) Paradoxically, our urban future must focus on oceans.
PROJECT: A Sustainable Future for Exuma: Environmental Management, Design, and Planning. It was a collaboration between the Government of The Bahamas, the Bahamas National Trust, and Harvard University Graduate School of Design.

We learned that over 70% of the Bahamian population were overweight. The geography of the archipelago and a weak economy prevented the community from embracing healthy practices. Food security was unachievable due to deficient logistical infrastructure to connect the islands and lack of resources to grow food autonomously. In 2001, the costs of obesity-related conditions, such as hypertension and diabetes, represented 86% of GDP ($46.4 million) and 50% ($27.3 million), respectively. We introduced design initiatives such as Raise Chickens and Grow Fruit, reengaging the community in raising animals to make them less dependent on imported products, boost the economy, and provide technical information on how to grow fruit trees from the scale of a backyard to eventually transform an urban landscape. According to United Nations Women, sustainable agricultural practices help women to secure income and resources for their families because it is "the most important employment sector for women in low- income countries.”

It encourages the integration of nature-based solutions (NBS) for the management and restoration of coastal ecosystems, such as the protection of mangroves and coral reefs, while supporting the reduction of greenhouse gas emissions and the sustainable management of waste and other commitments in favors of the oceans, the climate and Biodiversity.
Environmental protection and regeneration: the label also encourages responsible environmental practices, such as the restoration of coastal and marine ecosystems. The preservation of coral reefs, mangroves and seagrass beds is becoming a priority, contributing to the resilience of coastal areas, which are essential supports for the Biodiversity and Caribbean local populations.
Leverage effects and lasting positive impacts: by starting with the certification of a limited number of ports, the CariPorts label is creating a multiplier effect. This approach facilitates the dissemination of certification methods and tools, strengthening interactions between port stakeholders and maximizing the long-term benefits of adapting to climate change in their management on a regional scale, thereby promoting a sustainable and resilient development model. It also contributes to the preservation of the natural heritage, guaranteeing solutions with positive and lasting impacts.
At the United Nations Conference on the Oceans in 2025, it is essential to promote the CariPorts label as an adaptable, extensible and reproducible certification model. By highlighting the successes of ports that have already been or are in the process of being certified, particularly in terms of climate resilience, economic dynamism and environmental protection, this initiative will be able to attract international funding and support, thereby encouraging its adoption on a wider scale.
To support the acceleration of the implementation of Sustainable Development Goal 14 (SDG 14), the CariPorts initiative is a flagship example of promoting a regenerative blue economy and sustainable maritime resilience.
The label requires participating ports to adopt practices and actions aimed at optimising their performance around 8 key indicators, including reducing greenhouse gas (GHG) emissions by, for example, electrifying docking stations; managing waste more efficiently by setting up sorting centres within ports; controlling underwater noise by monitoring; and preserving the natural capital of their districts, through Nature-Based Solutions (NBS).
The restoration of mangroves and coral reefs, as well as the preservation of seagrass beds, have already been successfully implemented in replicable projects piloted by Guadeloupe Port Caraïbes, such as MangCo (2020-2022: regeneration of environments by reducing land-based pollution); Life Adapt'Island (2019-2024: restoration of coastal forests, rehabilitation of coral reefs and preservation of seagrass beds) or in the vast Cáyoli programme with, for example, the introduction of eco-moorings.
In phase I of CariPorts, other Caribbean ports have already demonstrated their dynamism, particularly in terms of energy transition (electric gantries, control of energy consumption, etc.). The promotion of Renewable Energies in CariPorts aims to integrate renewable technologies such as solar panels and wind turbines into Caribbean ports, thereby reducing their dependence on fossil fuels.
These efforts not only help to reduce the carbon footprint of ports but should also accelerate the sharing of regional best practice.
These are encouraged by the CariPorts II Thematic Platforms (automated environmental assessment tools, related training programmes, a website publishing the results of labelling, linked to the port territory integrating the label.
By aligning itself with the dynamics of existing European programmes such as EcoPorts, the initiative facilitates the dissemination of best practices across Caribbean ports. This catalyst for the large-scale deployment of sustainable solutions makes a significant contribution to sustainable maritime resilience and the regenerative blue economy.
These initiatives illustrate how encouraging results from active achievements already made by ports, innovative approaches and platforms, and strategic collaborations on a regional scale, can strengthen both the sustainability of marine ecosystems and the accelerated implementation of SDG 14.

OceanCareSwitzerlandGovernments have repeatedly pledged to protect the planet from degradation by promoting sustainable consumption and production patterns, managing natural resources responsibly, and taking urgent action on climate change to meet the needs of both present and future generations. While many of the Sustainable Development Goals (SDGs) are indirectly relevant to ocean conservation, SDG 14: ‘Life Below Water’ is central, as it directly addresses the oceans. Currently, the international community is spectacularly failing to meet the goals set under the various SDGs related to the oceans, as well as the specific targets within them. The window of opportunity for transformative action to reverse this alarming trend is likely to close within the next 5 to 10 years.

At the core of this collective institutional failure is the stark evidence that countries are largely falling short in complying with existing decisions and rules that have already been agreed upon at national, regional, and international levels. This includes a fundamental lack of implementation and enforcement of conservation and management measures. The Kunming-Montreal Global Biodiversity Framework (GBF), also known as the Kunming Protocol, adopted in December 2022, calls for the effective restoration of degraded terrestrial, inland water, and coastal and marine ecosystems to enhance biodiversity, ecosystem functions, and services, as well as ecological integrity and connectivity. At least 30 percent of coastal and marine areas, particularly those of high importance for biodiversity and ecosystem functions and services, must be effectively conserved and managed by the end of the current decade. This necessitates, among other things, the establishment of ecologically representative, well-connected, and equitably managed systems of protected areas and other effective area-based conservation measures.

The United Nations Agreement on Biodiversity Beyond National Jurisdiction (BBNJ Agreement), formally adopted by consensus in 2023, will be critical in achieving the required transformative action. The BBNJ Agreement provides the necessary institutional structure and mechanism to establish area-based management tools (ABMTs), including Marine Protected Areas (MPAs), that can be adopted by a vote in sea areas beyond national jurisdiction. The Agreement also includes other essential tools, such as environmental impact assessments, which can play a vital role in managing planned human activities that may harm marine biodiversity.

We urge the transformative action of committing to existing international commitments to protect the planet from degradation, specifically:
1. Proceeding with the implementation of the BBNJ Agreement as swiftly as possible, including conducting environmental impact assessments before approving planned human activities that may affect marine biodiversity in the high seas; and
2. Urgently and diligently working towards meeting the agreed targets set out in the GBF, including conserving and effectively restoring at least 30 percent of coastal and marine waters by 2030, and establishing an effective management framework with monitoring, compliance, and enforcement measures, consistent with the relevant provisions in the GBF.

This fragmentation may even increase once the BBNJ science and technical bodies are put in place. This siloed approach also has resource implications as only countries/organisations with the capacity to engage with multiple bodies and processes can ensure their science across the climate/biodiversity nexus is utilised. A key action therefore would be to review the separate science-policy pathways and either combine some of these or at least create interlinkages so information and data can be provided on the principal of ‘collect once, use many times’. Currently action towards this goal has been carried out by bringing together representatives from the various communities together at specific events at COP meetings (CBD and UNFCCC) and meetings of the subsidiary bodies for scientific and technical advice. At a higher level the Joint Liaison Group of the Rio Conventions bring together the Frameworks of the CBD, UNCCD and UNFCCC is progressing this action and it is good to see this issue higher on the agenda. It is important though to get scientists ‘on the ground’ involved in this discussion. Plymouth Marine Laboratory (PML) for example works on ocean climate and biodiversity issues and monitors the environment in relation to both and has extensive experience in informing policy in these areas. PML has contributed to and led on a number of the aforementioned meetings bringing together scientists, industry and policymakers together from across conventions. This also includes coast and land-based expertise as represented for example in the Water Convention. This is an ongoing dialogue with future events planned. Coordination; holistic

Ocean Born FoundationSpainOne transformative action would be to encourage systems change in the financial, political, and social systems which are currently structured in a way which artificially segregate complex global challenges into simpler components addressed individually and therefore create a system that does not allow for holisitic, solution driven mechanisms that are greater than the sum of their parts. Achieving this will require collaboration between national governments and corporations as envisaged by SDG17. Presently, companies advance ESG targets to enhance their reporting, non-profits select certain SDGs pertinent to their missions, multilateral development banks invest in funds to finance solutions for climate *or* ocean *or* biodiversity without considering the synergies or lack thereof between them. Our global systems have prioritised the boxes we can tick and the reports we can produce while regarding the actual impact on planetary health as secondary. This trend is highlighted by a recent report that found that spending on sustainability reporting *exceeds* spending on sustainability innovation by 43% (IBM 2024). More agility needs to be brought into the system to avoid the global system running counter to the way in which natural systems interact. In order to safeguard biodiversity in the Great Barrier Reef, for example, actions must be taken to protect the physical habitat and the biodiversity within. Yet, undoubtedly the most effective protection would come from the reduction of greenhouse gas emissions on land, which would address the underlying causes of the corals dying, namely increased ocean temperatures and acidification. Understanding this nexus between climate and ocean health in the investment space is critical to funding going where it is most needed. The intersection of ocean, climate, and biodiversity cannot be ascribed to a singular point but is best defined as an all-encompassing field of planetary health.

In order to accelerate progress towards innovation and solutions that address meaningfully the intersection of ocean, climate and biodiversity, UNOC-3 must bring together parties from the financial and public sectors to develop a framework for planet-responsive investment. One that puts planet health above artificially created structures and criteria. Such a framework must not only recognise the profound interconnectivity of the ocean, climate, and biodiversity, but also the need for diverse financial tools to address diverse and complex global challenges. Some of the biggest global challenges related to greenhouse gas emissions, pollution, and resource extraction require an influx of innovation driven by high-impact, high-return market investments from the private sector. Existing funds as well as institutional investors, LPs and GPs need a more cohesive, more agile and less prescriptive criteria in their investment strategies that allows money to flow quicker and easier to areas that require urgent solution and scaling up of proven technologies. Such private capital must be simultaneously complemented by philanthropic and concessional capital which can bolster efforts to protect and restore the ocean and its vast and largely undiscovered biodiversity. In order to accelerate progress towards planetary health, the private and public sectors must take advantage of the opportunity presented by the 2025 UN Ocean Conference to develop a framework for investment that adequately responds to the needs of *all* those components which comprise planetary health, simultaneously.
Given the need to address planetary health as a composite challenge of ocean, climate, and biodiversity, the Ocean Born Foundation has responded by creating an investment arm, Ocean Born Impact (OBI). OBI brings together a team of senior professionals with a proven solid investment track record, broad scientific and impact knowledge, extensive business experience, transformative technology know-how, advocacy and a passion for accelerating great ideas and positively impacting planetary health. The team focuses on four investment themes: energy transition, clean transport & logistics, sustainable production & consumption and enabling technologies. These themes were carefully selected to ensure that they adequately address the nexus of ocean, climate, and biodiversity in contributing to planetary health while also guaranteeing that investments falling under each theme will be able to generate competitive market returns. Such an investment framework unlocks private capital to address core impact goals, namely: greenhouse gases, biodiversity & habitats, fresh water, and waste & pollution. Yet, the impact drive, high-return investment strategy of OBI is not the only way that Ocean Born is able to accelerate progress towards SDG 14. In developing a financial strategy that will best tackle the biggest challenges in funding SDG 14, the team identified the different areas that, in the current market, are best targeted by private finance AND philanthropic and concessional capital. Ocean Born Impact is 100% owned by the Ocean Born Foundation and assures that all investments genuinely contribute positively to ocean health. The Foundation also receives 40% of carried interest from the fund to disburse in the form of grants and investments. The foundation refines its impact through a scientific lens, guided by the work of Duarte et. al. 2020, distributing grants according to the “ocean recovery wedges”. With the guidance of our Science and Impact Advisory Board, the Ocean Born team we allocate from the most appropriate funding stream, grants or investment, depending on where the greatest impact can be achieved. By applying this method it ensures the funding goes to where it is most needed in the most efficient way at any given time. Such a blended financial approach to planetary and ocean health will be the key that unlocks the funding needed to close the finance gap that is stalling progress towards SDG 14.

While the case study of the Ocean Born Foundation and Ocean Born Impact is already demonstrating a new, more sustainable way of leveraging ocean, climate, and biodiversity interlinkages through new investment strategies, widespread adoption of framework for ocean and planetary finance is urgently needed. Furthermore, such a framework must address a key dilemma presented by the financial status quo—funds and investments must move past metrics of “sustainability” and look towards metrics that are “planet positive.” There is much movement into the sustainable blue economy which is, of course, a welcome advancement; yet, this alone is insufficient for achieving true planetary health. Financial mechanisms seeking to for example make aquaculture and coastal tourism *less* environmentally damaging will take us only so far, while investment in solutions to decarbonise the economy, re-imagine ocean extraction, and stem the flow of pollution will deliver lasting, positive planetary outcomes. The opportunity presented by the 2025 UN Ocean Conference is vast, but the ambitious goals and targets set out by member states and civil society to accelerate action on ocean, climate, and biodiversity will only be possible if they are funded adequately. The public and private sectors must come together to develop a framework and plan of action for unlocking planet-positive funding for SDG 14, and the blended financial approach of Ocean Born Foundation and Ocean Born Impact can serve as a model for how this can be achieved.

SMILO (Small Islands Organisation)FranceSMILO (Small Islands Organisation) is an international NGO that aims to support small islands of less than 150 km² in their sustainable development and management of their resources.

To this respect, the organisation created a « Sustainable Island » label, which is at the centre of its strategy and rewards positive local dynamics and sustainable practices. This approach, conducted on islands which are part of its network, is based on a participatory governance aimed at identifying the strengths and weaknesses of the territories with the local communities, then providing support in terms of planning and financing concrete projects on the ground to address them. Before being considered a champion, SMILO rewards the progress made in the approach with the award of the "In-Progress" label and individually in each theme through the distribution of "Sectoral Awards" (water & sanitation, waste, energy, biodiversity, landscapes and heritage). Obtaining the label aims to recognise the efforts of islands committed to sustainable development, with the aim of reducing the impacts of human activities on the environment and preserving biodiversity in these territories.

Pangatalan Island (Philippines), was the first island to obtain the « Sustainable Island » label in 2018, with a sustainable development project focused on eco-tourism and the restoration of ecosystems.

With this approach, SMILO addresses the needs of exchanges and support of island communities to initiate, encourage and promote approaches to preserving their environment, with a bigger objective of strengthening regional and international cooperation and solidarity between the islands. Plus, a key component of this approach is the involvement of multiple stakeholders, including local communities, NGOs, government bodies and the private sector which will further ensure the long-term impact and scalability. The final idea is that islands can be seen as small-scale laboratories that help shaping global efficient solutions in terms of sustainable development, mitigation and adaptation.

In the end, this label appears as a necessary transformative action that needs to be promoted to achieve this theme, in the way that it shows the interdependence between ocean, climate and biodiversity concerns through cross-cutting actions implemented across multiple sectors. As a matter of fact, island territories, which intrinsically reunite terrestrial and marine ecosystems, are perfect examples of the “ecosystem” approach needed to address the complexity and multi-dimensions of the environmental and climate crisis.
SMILO, with the collaboration of the Conservatoire du Littoral, the Global Island Partnership, the French development Agency and the French Facility for Global Environment as close partners, initiated a global dialogue space between island networks and organisations around the globe that help protect the environment or cultural heritage of islands.

One of the initiatives carried by this network has been the promotion of a meaningful and sustainable approach highlighting the key role that play small islands in the creation and management of Marine Protected Areas (MPAs) on the international scene, in the global effort towards SDGs, ocean preservation and coastal resilience.

This approach holds two related objectives. On a governance aspect, it aims to affirm the territorial excellence of small islands for the creation of effectively managed and controlled MPAs, advocating thus for more partnerships and dialogue between island governments, international organisations, NGOs, private companies and local communities to support local efforts towards marine conservation and sustainable development in small islands. On a sustainability aspect, the goal is to emphasize the crucial role of island communities in the achievement of the SDGs and the commitment of their territories to protect 30% of the oceans by 2030 and to contribute to achieving the objective of 10% of strong protection.

Indeed, there is an urgency today regarding MPAs and the effective preservation of marine ecosystems, in small islands. As a matter of fact, 7 of the world’s 10 coral reef hotspots and 10 of the 34 richest areas of biodiversity in the world, as well as 64% of recorded extinctions are on islands.

Therefore, to achieve SDG 14 (Conserve and sustainably use the oceans, seas and marine resources for sustainable development) and this theme in particular, it is necessary to support the creation and local management of MPAs in islands. MPAs intrinsically address ocean, climate and biodiversity concerns at the same time. Besides constituting a protection for marine ecosystems and species by privileging sustainable uses and practices, they play a key role in climate adaptation, coral reefs representing for example a nature-based solution to sea-level rise, as well as climate mitigation, the ocean being an important carbon sink.
