Investing in America Public Investments Data Download

This Investing in America (IIA) dataset includes information on Federally funded programs and projects under the Bipartisan Infrastructure Law (BIL), Inflation Reduction Act (IRA), and CHIPS and Science Act (CHIPS). This dataset covers a subset of what these laws will fund and is not intended to be definitive or comprehensive. Rather, it is intended to illustrate the scope of the Bipartisan Infrastructure Law, Inflation Reduction Act, and CHIPS and Science Act, and the impact they have in all American communities. The public map and state fact sheets available at invest.gov are derived from the information in this dataset along with other public data sources.

This dataset is a compilation of various public data, such as press releases, public funding opportunity announcements, public Treasury account information, etc. It may contain errors either originating from its data sources or arising from the compilation process. All announcement data is preliminary and non-binding. Awards may be contingent on meeting certain requirements. Project locations are approximate, and in many cases, represent the geographic center of the city or county where a project is taking place. Please review the documentation on this tab for more information.

Inclusions, Exclusions, and Data Sources:

The
Program Inventory tab covers BIL and IRA programs plus the CHIPS for America Manufacturing Incentives program. Most program information is derived from the enacted legislation and the public BIL/IRA guidebooks, with updates based on agency input including the addition of several programs not in the guidebooks. Program information has been updated over time to account for changes in agency implementation and certain funding rescinded by Congress. Not all fields of program information have been completely filled out for all programs and program information may contain errors; enacted legislation is the definitive source.

The
Funding Summary tab includes publicly announced BIL, IRA, and CHIPS funding as of January 10, 2024. It does not include funding announced later than this date. Funding data is reported by agencies on a monthly basis and largely reflects the public announcements linked, typically press releases or apportionment tables. Shaded fields derive from Program Inventory information (see cell formulas for details). Funding data may contain errors. Agency teams are the definitive source for funding announcements. Announced funding is preliminary and non-binding and may be contingent on grantees meeting certain requirements. When possible, announced projects that were cancelled and never resulted in obligations have been removed from this data, so projects appearing in the original public announcements may be missing from this dataset; however, publicly announced projects may also be missing from this dataset due to error. Refer to USAspending.gov for information on obligated and outlayed awards.

The
Announced Toplines and Select Totals by State tabs are derived from the Funding Summary tab (see cell formulas on those tabs for details). As such, they incorporate publicly announced BIL, IRA, and CHIPS funding as of January 10, 2024, subject to all the limitations of the Funding Summary tab data.

The
BIL Financial Tracker tab includes category/subcategory tags for BIL Treasury accounts. It does not cover IRA or CHIPS accounts. Other than the category/subcategory assignments, other information on this tab is publicly available at USAspending.gov.

The
Public Projects for Map tab includes a subset of publicly funded projects under BIL, IRA, and CHIPS, with one row for each Public Investments dot on the public invest.gov map. Public project data originates from two sources: agency data call collecting public project announcements (as tracked in this file's Funding Summary tab), and USAspending.gov data on awarded BIL funding representing actual obligations. Public project data is intended to be illustrative, not complete or definitive, and is subject to all of the limitations of the Funding Summary and USAspending data sources. Locations are approximate.

The
Private Sector Projects tab includes a selection of private-sector investments in 21st century industries, with one row for each Private Investments dot on the public invest.gov map. All data was sourced from public press releases, industry associations, and news articles. For private sector investments that were partially funded through grants from the federal government (for example, a new battery plant funded with the help of a grant from the Department of Energy), only the private sector contribution to the investment is shown, not the federal cost share. Locations are approximate. Data is illustrative and subject to change.

None of the information in this dataset includes American Rescue Plan Act (ARPA) funding.

Projects and Allocations:

The term "project" does not have a single definition (for example, the repair of multiple bridges along a single county highway could be considered one project or multiple projects). Rows in the Funding Summary tab reflect each agency's delineation of projects, which may differ between agencies or programs. Projects and Federal awards have a many-to-many relationship. A single project as announced may have multiple funding recipients and result in multiple awards; conversely, a single award may fund multiple projects carried out by one recipient in different places or for different purposes.

Each row of the Funding Summary tab does not necessarily correspond to a single awardee from a program's funding announcement. Multiple projects from the same announcement may all have the same recipient, but occur in different locations or for different purposes.

Some records in Funding Summary represent formula allocations directly to state, local, or tribal governments, which will in most cases make further subawards for one or more specific projects. While these records do not correspond directly to specific projects, for brevity this documentation sometimes uses the term "project" as a catchall term for projects, awards, and allocations. Latitude and longitude are typically not populated for allocations. In rare cases, such as for State Revolving Fund water programs, both projects and state allocations are tracked, with announced project funding totals subtracted from the corresponding allocations to avoid double-counting.

BIL Financial Tracker:

This tab's rows correspond to Federal accounts that OMB reports have BIL-appropriated funding. These accounts do not necessarily have a 1:1 relationship with programs (partial information on the relationship is captured in the Treasury Account Symbol column of the Program Inventory tab, though this column is not complete for all programs). The information on this tab allows for calculation of BIL obligations and outlays by agency, bureau, category, and subcategory, based on public Treasury account spending information. Category and subcategory are illustrative labels, not official designations.

The Federal Account column serves as the primary key and can be used to calculate obligations and outlays per account via reference with File B data across fiscal years of interest. Users can download updated File B data, including for FY25 once released, directly from https://www.usaspending.gov/download_center/custom_account_data (select File B, Infrastructure Spending, and the latest period in the appropriate fiscal year). The Account Title column lists the name of each account, along with the period of availability in parentheses. For example, "22/26" means that funds are only available between FY22 and FY26. "No-Year" means the money is 'available until expended' and does not have an expiration date.

Account-level BIL obligations and outlays exceed award-level BIL obligations and outlays because the former include Federal administrative and internal spending, as well as due to certain technical data linkage issues. See the USAspending data documentation for more information.

Public Projects for Map:

The public project map on invest.gov is intended to illustrate a subset of BIL-, IRA-, and CHIPS-funded projects. Project data originates from two sources: agency data call collecting public project announcements (as tracked in this file's Funding Summary tab), and USAspending.gov data on awarded BIL funding representing actual obligations.

Each row of the Public Projects for Map tab corresponds to one Public Investments dot on the invest.gov map. The Public Projects for Map tab consists of all of the rows from LIBRA’s Funding Summary that have Latitude and Longitude populated (labeled with Data Source = Agency Data Call), plus USAspending BIL award data (labeled with Data Source = USAspending) filtered to awards with infrastructure Disaster Emergency Fund Code, obligations over at least $100,000, for which county information is available, and for the following set of several programs that generally do not make public project announcements:
- Department of Agriculture: Reforestation Trust Fund (Replant Act)
- Department of Transportation Federal Highway Administration: Highway Safety Improvement Program; National Highway Freight Program; Congestion Mitigation and Air Quality Improvement Program; Surface Transportation Block Grant Program; National Highway Performance Program; Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) – Formula; Carbon Reduction Program; Territorial Highway Program

Most of the columns in the Public Projects for Map tab correspond to the same columns in Funding Summary - see Data Dictionary below for more information. The order of rows in Public Projects for Map is randomized and carries no significance. Programs with "Both" Program Type in the Program Inventory are represented as either Discretionary or Formula, depending on what best fits, on the Public Projects for Map tab in order to display on the map. The small number of projects (<100) funded by both BIL and IRA programs were combined into single "BIL/IRA" rows using the Jointly Funded column (see below). For display on the map, when multiple projects shared identical location information, Latitude and Longitude were randomly "jittered".

A subset of all USAspending BIL awards are included to avoid doubly representing projects that also were publicly announced. Users can download all USAspending award data with infrastructure Disaster Emergency Fund Code applied to gain a comprehensive view of obligated BIL awards. Note that for some programs, USAspending prime award data may represent allocations while subaward data may provide additional project-level information.

The total number of obligated USAspending BIL awards exceeds the number of announced BIL projects in Funding Summary for two reasons: one, there is a many-to-many relationship between projects and awards as discussed above; two, many programs only have state- or metropolitan-area-level allocations recorded in Funding Summary, each of which may fund multiple projects.

Important note: Because they represent different statuses, data types, funding amount definitions, and subsets of programs, USAspending and Agency Data Call funding rows within the Public Projects for Map tab should not be summed or compared. Rather, all announced Funding Summary data and all USAspending obligation/outlay data should be analyzed separately.

Note to Past Data Users:

This data download file is updated on a monthly basis. While previous months' public datasets are not available, the Submission Date field indicates when a project was added to the dataset (see Data Dictionary below). Additionally, it is often possible to track month-to-month changes via unique IDs. Please note that the month that a project or allocation is added to these datasets is typically several months after the project was announced or awarded, though the length of the lag varies.

Prior to January 2025, this publically available data download only included a ProjectsforMap tab and a FundingSummary tab. The Public Projects for Map tab of this file is equivalent to the historic ProjectsforMap tab. The Funding Summary tab of this file is equivalent to the historic FundingSummary tab, though with additional columns and one minor change: in the historic FundingSummary table, the small number of projects (<100) funded by both BIL and IRA programs were combined into single "BIL/IRA" rows. In this dataset's Funding Summary, such projects appear as one row per funding program and can be linked using the Jointly Funded column (see Data Dictionary below).

The invest.gov map and this data file began including CHIPS funding in April 2024.

Prior to January 2024, this data file included two tabs: IIA_ProjectsForMap and BIL_StateLevelSummary_Data. The latter did not include multi-state BIL funding or any IRA funding.

Prior to December 2023, this publicly available data download included a StateLevelSummary_Data tab, which included all announced Bipartisan Infrastructure Law (BIL) projects and allocations for which at least state-level geolocation is available. The Historic ID field enables reconstruction of the equivalent of the StateLevelSummary_Data tab (see Data Dictionary below). Historic BIL categories can be reconstructed using current Subcategory information and the Category Crosswalk at the bottom of this documentation tab.

Prior to September 2023, BIL data was mapped on build.gov and IRA data was separately mapped on invest.gov, and data was available for download only on build.gov.

Due to this limitation, the approximate nature of project location information, and the lack of Congressional District information for many County-wide projects, Congressional District information should not be treated as comprehensive or representative across all projects.
