Additionally, the funding source (ie., CDA, HUD, etc.) may also be direct driver to the minority participation requirements to the project too, which would meet, exceed, or comply differently to HOC's MFD program.Davis Bacon. The driving factor in Davis Bacon applicability for this project is currently FHA Risk Share insurance. If the construction loan is insured with FHA Risk Share, it will trigger Davis Bacon labor laws.

21Owner/Construction Oversight Services & Self-PerformingOur bidders have let us know that this project was previously bid out in Spring 2024 by another GC group. Additionally, "Consolidated Commercial Services", "Ventaq I LLC", and Duffie Companies are all referenced in these RFP plans as Owner entities all with the same contact (Tim Kamas). On previous projects where Consolidated Commercial Services has been involved during a GC Bidout, our bidders have said that at least one of them recently ultimately was self-performed. The question here: what was the previous GC's role in precon, and what will their role be moving forward during and after this RFP competitive-GC bidout? Once all GC bids are reviewed by HOC, Duffie, and/or RJD Real Estate Advisors, what is the likelihood that Consolidated Commercial Services (or prior GC) will ultimately self-perform any scope (ie., earthwork/horizontal construction, or vertical construction trades) or all of the scope for Garnkirk Farms Apartments?Consolidated Commercial Services, LLC is the Owner's selected Construction Manager for the project. The entities listed in this RFI will not be serving as the General Contractor for the project.

On G-000, it days the project is following NGBS-2020 Silver, but then right underneath it days it is also targeting LEED Platinum. Which is it? Please advise, and provide the applicable sustainability checklist by which this project is designed to. There are many significant cost impacts if a design has LEED Platinum requirements versus NGBS Silver.The project is pursuing several certifications including Energy Star ZERH, LEED Multifamily Midrise Platinum , NGBS Silver Certification, and PHIUS Certification.

72Condensing Units on BalconiesThe plans indicate the split system condensers to be on the unit balconies. This is extremely atypical here in the US. Is this design due to avoiding the new A2L refrigerant shaft design issue? What precautions have been discussed with having this unit completely accessible by the resident, the noise that will inevitably impact the resident, and are these condensers placed an acceptable distance away from the units, per code?The units have been placed on the balconies similar to past projects to maximize roof area for solar panels. Alternative mounting options may be proposed. An alternate has been requested to install a cover (Airdeko or similar) over the unit to make it inaccessible.
The provided condensing unit operates with low noise levels as per the manufacturer's submittal, so BASE4 believes this noise issue will not occur in the residence.

73New RefrigerantThe specs still call for the old R-410 refrigerant, and none of that equipment is available or will be available due to the new EPA requirements and subsequent A2L. Will this project require the rated shafts that have been designed into all new multi-family apartment buildings since the ruling? Is there a redesign of this project underway which is incorporating these shafts? This will have a significant cost impact if clear direction is not provided during these RFI responses.HVAC systems should be priced with available equipment / refridgerants. If shafts are required in the future they will be added by addendum.
