26-635During the 1122 King Road homicide investigation, Kaylee Goncalves' phone was sent to several different organizations in an attempt to unlock the device/be forensically downloaded for investigation purposes. While we are being told by her family that the phone has yet to be unlocked by law enforcement, and while we are aware that any contents INSIDE the phone would be prohibited under privacy stipulations, I am requesting the entire chain of custody for Kaylee Goncalves' phone from 11.13.22-current. This would include photos from the scene of the phone being found, labeled, bagged, etc. that have not been released to the public, and any inner and outer dept/agency transfers and any photos taken of the phone within that time frame. This would also include any reports and/or any correspondence between agencies and/or agents. Report 59 from Mowery written on 12.5.22, for an event that started on 12.4.22, states family members were contacted and the pin codes given did not work. My request includes any correspondence between the family of Kaylee Goncalves' and law enforcement regarding the phone. Not just from this report, but from the entire timeframe being requested.Open

26-539Proof of Destruction from Rosendahl and Kaylee Gonsolves contact on August 16, 2022: If these records have been destroyed, please provide: The City Council Resolution or official authorization document that mandated the destruction of this specific record, as required by Idaho Code § 50-907. The specific date and justification for the destruction of a record that, by policy, has a 5-year retention requirement. I am aware that passive, non-evidentiary footage may be subject to a 60-day retention period; however, this incident was an active field contact with evidentiary value and does not qualify for that classification. If you deny this request, please provide the specific legal exemption or administrative policy that contradicts the City of Moscow's 5-year retention mandate for police incident records.Closed
