How partner reasons were classified

• EU & Switzerland: written justification for each person in Switzerland's SECO list (Switzerland adopts EU listings word for word).

• UK: 'Statement of Reasons' per person. Many UK statements are boilerplate ('destabilising Ukraine') — where the UK lists a child-related role (e.g., Commissioner for Children's Rights) the listing counts as same crimes; otherwise it is marked * (not stated).

• Canada: the Gazette explains each sanctions package as a whole; a listing counts as same crimes only if the package explicitly targets deportation / forced transfer / militarization / indoctrination of children; otherwise it is marked * (package text is not person-specific).

• USA: the Treasury press release paragraph naming the person; most OFAC listings carry no narrative → marked *.

• Australia & New Zealand: no individual reasons published; a child-related listed position or NZ rationale counts as same crimes, otherwise *.

• Japan: reasons not checked (government sites block automated reading) → marked *.

• 11 partner listings are not yet shown on GUR's site but appear in the partners' official lists (e.g., UK May 2026 'Movement of the First' leaders, EU listings of children's commissioners Domogatskii, Andreeva, Ageeva). They are included and flagged in the cell note.

Inclusion rule: everyone listed in a reliable official source (Ukraine's GUR list) is kept, whether or not a Ukrainian presidential decree has been issued yet. The 'Ukraine decree' column shows the decree date where one exists.
