Skill/Spellspeed speed only updates in-game every 20ms

Comparing the Values from the tooltip and the parsed data extracted from Fflogs in Milliseconds, it appears nothing is consistent
Skill/Spellspeed in-game, factoring latency, is largely different than tooltip GCD by at least 100ms

The game appears to enforce the SS value every 20ms, which is a massive deal
The intervals every 10ms on Cast/Recast times, on tooltips, have random fluctuations

Every 132 SS, from 361, Cast/Recast drops by -0.01 SS

Approximately every 66 SS, there's a 1% decrease in SS

1/6000 = 0.000151515, which would indicate a common scalar or coefficient. Works perfectly with 2.5 SS using the formula: 2.50256 * (1 - ((SS-354)/6600))

There's a correlation between the Cast Time of the Skill and the amount of "jumps" it needs to reach the next "132 value" (361, 493, 625 etc...) ~ 2% Decrease

This leads me to believe there's a common coefficient that's scared between all values, as pointed out above, OR that the calculated Cast Time is somehow proportionately related to the base cast time of the spell/skill

Each increase in the Base Case Time by 0.5s, there's a -7 calculated function from one of the previous "jump" values

Looking at the Data Mined action sheet, the game calculates the values in ms, rather than seconds

Empyreal Arrow, every 2 "jumps", will observe a -0.02 decrease in the tooltip value. Despite this, the 66 = 1% rule still applies. Starting from the 361 SS value, 14.98 * 0.98 = 14.6802, rounded down to 14.68 is the correct tooltipped value at 493.

Comparing 8s and 15s, whenever there's a 13 point jump in the 8s cast, there's an observable "6.5" average cut in the 15s column, indicating that there could be a shared relationship between these two

There's no expression with a base coefficient or values which fits all Cast-Time ranges due to inconsistancies
