This Table will calculate the best changes to make to your Gnome to reach an ideal balance of PvP Skills. Entering your card's current stats and EXP/hour earned from pet staking (in the blue fields above) will allow you to see which skills are too high and which are too low. Because EXP can't be removed from a skill, the only way to re-align your skill EXP is to add it to the skills that are below the ideal ratio. Doing this, of course, changes the ratios further. This table attempts to guide you to the hours of pet staking EXP (the most prevalent passive EXP source) that should be applied to each skill.

Furthermore, because you might have a situation where one skill is too high (relative to the ideal) to reasonably align the rest of your skills to, you can select different skills to use as your baseline. You can use the "Ideal as Percent of Current EXP" and "Level Attained at Ideal Ratio" calculations to help decide which skill to select as your baseline. Ideally, start with the skill that has the lowest "Ideal as Percent of Current EXP" value. If the reccommended EXP to apply when choosing that skill is too high then try the next lowest and continue until you find a configuration that is reasonable to reach.

NOTE: If your gnome's current level is higher than the calculated level that means that you likely have EXP applied to a non-PVP skill. That EXP is basically wasted when it comes to the Gnome's PVP success as it will cause it to battle higher level opponents which will likely have higher skills. If you have too much EXP assigned to non-PVP skills, consider focusing the tuning of your gnomes on cards with skills dedicated to PVP.

Original Instructions from @GNOliver: Your goal is to bring all "changes" closer to zero (light green). You can only add Exp, so you start by applying hours to the highest "change", then to the second highest, and so on, usually adding fewer each time, but not always. The total variance is the sum of all absolute values of "changes" so the lesser the better and it is a general indicator of how close you are from the perfect ratio. After you reach all light greens (<10%) you can try to minimize the total time by removing hours from attributes that are negative, but sometimes at the cost of total variance.
