If you are logged under your Google account you can use File → Make a copy... to make your own version of this file and use it for localization.

This translation sheet contains just one translated text with key "translation.key" and with English and Czech translation. German translation contains an example of using Google Translate.

To add more translated text you have to add rows in both Translation and Output Properties tabs. You find the tabs in the bottomm of the screen.

Because Google Sheets does not copy the formulas from the existing row you have to select the existing row in Output Properties tab and drag the small blue square to the newly created rows.

If you will use Output Properties to paste properties into your localization files be careful not to insert rows into middle of the Translation tab. Only add new translations at the end of the sheet. Rows inserted in the middle are ignored in Output Properties. This is simply the way Google Sheets work.
