An LEA must develop written procedures for complying with the comparability requirements.

An LEA establishes and implements other measures for determining compliance with comparability such as student/instructional staff ratios.

An LEA must maintain source documentation to support the calculations and documentation to demonstrate comparability.

LEAs with fewer than 100 students are not required to complete a comparability report.

LEAs with 1 school per grade span are not required to complete a comparability report.

Who should count in the "Instructional Staff" Count?

Instructional staff may include teachers and other personnel assigned to schools who provide direct instructional services, such as music, art, and physical education teachers, guidance counselors, speech therapists, and, librarians as well as other personnel who provide services that support instruction such as school social workers and psychologists. Paraprofessionals NOT involved in providing instructional support should NOT BE included in the comparability count. Only include paraprofessionals that provide direct instructional support.

Demonstrating comparability is a prerequisite for receiving Title I, part A funds.
Because Title I, Part A allocations are made annually, Comparability is an ANNUAL requirement.

Each LEA can choose to complete the "School District as a Whole" Comparability Report
or the Grade Span Reports.
