Please note that skills determined by the most you can get with a 1 skill charm. If you have insanely good 2 skill charms and can make better sets with those, do so.

I used a Raw Hitzone of 50 so Weakness Exploit always triggered.

I picked Charge Blades I thought were comparable.

This spreadsheet was mainly a comparison between impact and element phials.

Diablos comes out on top if Challenger isn't active for other Charge Blades. For Shorter Hunts, Sharpness +2 can replace Razor Sharp on the Diablos CB for better damage at the loss of not being to maintain sharpness with absolute readiness as well.

Both Mantis and Shredclaw are slightly better when Challenger is active (Shredclaw allowing for use of different hunter arts when using adept or valor.)

Akantor is an interesting pick as well especially for aerial.

Impact vs Element Phials:

Interesting thing to note is that Element Phial is better at using burst 2 than Impact Phial is but Impact Phial AED is tough to compete with.

This is probably because of the total phial damage for impact phial on burst 2 is basically 1/3 the total phial damage for impact phial AED.

Meanwhile, element phial explosions do the same damage between the two moves.

Generally you don't want to bring element phial unless the ratio is at least 50% and even then, element phial only becomes a great option once the ratio is really high (80%+).

Speaking of which, there is no reason to make Ice Element Phial as monsters weak to ice don't have high element to raw hitzone ratios.

This logic means that for the element phial CBs, I looked at high element to raw hitzone ratios.

Luna Eostre though Dear Lutemis is a very close 2nd

Fatalis Mein, no contest

Valfalk edged out due to having more dragon.

Serrated Glace though I don't like the options for ice element phial to begin with

Here is a list of monsters I would consider bringing element phial too:

Fire: Chameleos, Ukanlos, Zamtrios (Maybe)

Dragon: Lao, Basarios, Kush (Maybe)

Thunder: Akantor, Silverwind, Plesioth, Savage Jho (Maybe), Seregios (Maybe)

Water: Gravios, Uragaan, Crystal Beard, Agnaktor

Lastly, Crit Element is bad for CB.

I did the math for it just to show that it doesn't do much since it doesn't affect element phial damage at all which is where pretty much all the element is.
