13	* User column is a manual-entry column which will assign User to Manager.
14	* Exceptions column is a manual entry column. Format : <Account\|User>,<Account\|User>,<Account\|User> etc
15	* Exceptions column is where for any Acct exception mentioned, the combination of Manager-User should be looked up and replaced with new User for that Acct.
16	* This table may increase or decrease depending on which Manager, Team or User is no longer within the organization, thereby affecting the sort order in Exceptions column.
17	so the Exceptions column values should refer correctly to that Manager-User combination whenever any rows get deleted or added.
