Sint Maarten will attend the UN SIDS Conference. However, this may be too short notice for signing the MoU. Sint Maarten has recently had elections and the incoming government will need to be briefed on the MoU.
Sint Maarten (government) has not been extensively involved (or extensively participated) in this process throughout the CLME and CLME+ projects. It is not clear what will be required of the National Focal Point. It should be noted that Sint Maarten lacks capacity to support the role of a National Focal Point. We would appreciate some additional information on what would be expected of the National Focal Point.

The United States’ preferred approach is for the OCM MOU to commence and for the OCM to meaningfully engage, as appropriate and originally envisioned, in certain activities under the PROCARIBE+ Project. In the interim period before the OCM MOU commences, we think it would be most appropriate for the Interim Coordination Mechanism (ICM), in coordination with the Project Steering Committee, to begin this work. We see this option as most consistent with the institutional arrangements contemplated in the OCM MOU, while relying on existing institutional structures. We would not favor an “Ad Hoc” Steering Group because negotiating the OCM MOU was a complex process, and we are wary of engaging in a manner that resembles commencement of the MOU before there are enough signatures for the MOU to commence. Additionally, we are concerned that setting up an “Ad Hoc” Steering Group would take a considerable amount of time, and potentially resources, that could be otherwise dedicated to encouraging States, territories, and IGOs to sign the OCM MOU.

Please note that the form only allows us to rank one item per column, but our second preference is for the PROCARIBE+ PSC to work together with the ICM (Plan B and Plan C combined).
