How the COI now works

1. Gate 0 is jurisdiction: before any GOP screen, confirm the market lies within District 5870’s confirmed 23-county footprint or the Horseshoe Bay special inclusion in Llano County.

2. COI remains the external community opportunity index; the MIS still uses Three Questions and Three Indexes.

3. Existing-market COI combines underpenetration, numerical membership opportunity, population scale, and the strength of the current Rotary platform.

4. Greenfield Opportunity Profile (GOP) is a COI submethod for eligible communities without a meaningful fixed-seat Rotary presence; it is not a fourth peer index.

5. GOP is intentionally structured rather than numerically ranked until District 5870 approves weights, thresholds, source standards, and calibration rules.

6. Use COI with GCI and DSPI: COI finds opportunity; GCI tests club or sponsor-platform readiness; DSPI guides district support and resource allocation.

7. A promising GOP does not prescribe a club model. Community/member evidence must validate the access problem, leadership pool, sponsor capacity, and participation fit.

Interpretive guardrail: an out-of-district community is excluded before opportunity screening. No local fixed-seat Rotary does not equal launch readiness. Existing-market low penetration does not mean a current club caused the reach gap.
