| Do you support the goal of having Complete Streets in every ward of Toronto and ensuring all road reconstruction projects are built within the Complete Street Guidelines? | No | Yes | Yes | Yes | Yes
| Comments | NO | I believe in promoting alternatives to personal vehicles, we need serious investment in public transportation, bike paths and lanes are also crucial to connecting communities across the city, the most effective way to do this in the immediate future is to prioritize these modes, but we can't ignore the car and should really analyze on how to move cars and trucks through the ward in concert with efficient public transit and bike networks. | My background is in Cities Engineering with a focus on transportation. Every 21st century city designs its transportation network to accommodate different road users, not just drivers. As a driver, I understand that designing streets that are safer for everyone is better for our community. In SSW, I helped cofound Danforth Kingston 4 All, a grassroots group of local residents who want to see Danforth Ave and Kingston Rd transform from dangerous highways that cut through our community into complete streets that are safer for everyone, better for business, beautiful, and sustainable. I want to see Scarborough’s roads redesigned for the next 50-70 years, not rebuilt exactly the way they were designed 50-70 years ago. As Councillor, I will be a champion for complete streets as an essential component of any major road reconstructions in our Ward. Let’s build for our future.
| Will you support adopting a Vision Zero safety checklist of street standards which will be applied consistently city-wide? | Yes | Yes | Yes | Yes | Yes
| Comments | NO | 100% | I have worked for many years to make streets safer in Scarborough Southwest and across Toronto. I have worked with families who have lost loved ones and worked with most of City Council to push forward safe streets initiatives. See my long history of successful safe streets advocacy: www.kevrup.ca/safestreets. Last year I wrote an op-ed in the Toronto Star calling for serious political leadership on safer streets: “Until Vision Zero becomes a priority, it’s hard not to think ‘Am I next?’”: www.kevrup.ca/starvisionzero
| Do you commit to supporting the streamlining of the traffic calming process in the next term of Council? | Yes | Yes | Yes | Yes | Yes
| Comments | NO | I think that introducing elements to naturaly reduce aggressive driving is a great idea, I thin arterial roads still need to flow, hopefully through analysis and a proactive approach to traffic management we can keep everyone in the city getting to where they need to go safely and efficiently, and maybe even with some enjoyment if we're lucky. | I support streamlining traffic calming to ensure equitable access to safe residential streets across Toronto. Every time I talk to residents in the ward, I hear complaints about cars speeding down residential streets, putting pedestrians and children playing in danger. People in Scarborough have busy lives -- we have bills to pay, kids to take care of, and errands to run -- we don’t have time to launch a street-by-street campaign to implement traffic calming measures on their specific stretch of street. Calm and safe residential streets should not be a privilege restricted to those with the time and resources to launch an intensive advocacy campaign, they should be the baseline expectation for all our neighbourhoods. | We have identified that Transposition Services does not always meet the needs of the community, councillors and community consults are very important to the successful implementation of effective Traffic calming measures.
| Do you commit to ensuring the roll-out of speed limit reduction to 30 km/h on all residential streets and to supporting the implementation of a city-wide default speed limit of 40 km/h on all arterial roads? | Yes | No | Yes | Yes | No
| Comments | NO | I support the residential roads to 30kms, but not the arterial, unfortunately there is a great deal of comuter, travel, shipping and buissness traffic through toronto and even public transit has sections of 50km stretchs. I would be willing to run more pilots to see if it can work, accidents slow down traffic for everyone. I'm not willing to commit at this time to a city wide reduction, I need to do more research. | Over time, we will need to make sure that vehicles are travelling at nonlethal speeds. If struck at 50 km/h, pedestrians have an 85% chance of death; struck at 40 km/h it’s only a 30% chance of death. Currently, Scarborough drivers move at 50 km/h or 60 km/h (often even faster) only to race from one red light to the next. We’re not able to get where we are going quickly when spending half our time at a red light, and simultaneously wearing out our cars by braking and accelerating, and using more fuel. Meanwhile, we are subjecting our neighbours on foot to very high likelihood of death in the event of a collision. I would rather have a safer Scarborough where drivers can smoothly travel at 40 km/h with better synchronised lights and fewer cars on the road than the current approach. We can save lives and get where we need to quicker. It will take hard work but I am confident our community can come together to make these improvements. | Not without proper community consultation, as well laws such as this without meaningful enforcement methods serve to undermine other initiatives and by laws.
| Will you support these measures and vote for the implementation of the Danforth-Kingston Complete Street Extension, which will improve safety and accessibility for vulnerable road users in Scarborough Southwest? | No | Yes | Yes | Yes | Yes
| Comments | NO | I think if the signaled crossing are set up well it could really work well with road traffic as well, this may take time to implement however across the entire ward and potentially every ward. | As a cofounder of the Danforth Kingston 4 All grassroots advocacy group, I am by far the strongest proponent of the Danforth Kingston Complete Street Extension in this race. In fact, earlier this year I wrote an op-ed in the Bluffs Monitor (www.kevrup.ca/bluffsmonitordk4all) about why I am so excited about this project: “This is an opportunity for our community to lay out a shared vision for the short- and long-term future of Kingston Rd. It’s a chance for us to make this road work better for everyone—local residents and business owners, schoolchildren and seniors, shoppers and commuters.” | The Danforth-Kingston Complete Street Extension is important to make our streets safer, but must have a robust round of community consultations to ensure that it meets the needs of the community.
| Will you support these initiatives to ensure there is a safe, connected network of protected bike lanes across every ward of Toronto by 2023? | No | Yes | Yes | Yes | Did not answer
| Comments | NO | Biking is the best form transport if you ask me, as long as you don't have to haul too much. | Scarborough has an opportunity to include physically separated, protected space for people on bikes / using wheelchairs / scooters / roller blades / etc. that are off-road and even higher quality than anything existing downtown by bundling these improvements with other safety improvements on our most dangerous streets. It’s important to provide dedicated space for active transportation that is not on the sidewalk conflicting with pedestrians nor on the road with cars. My background in Cities Engineering and my advocacy on making streets safer will help me guide our community through building the right infrastructure for Scarborough. | By the end of 2023 is impossible, in principal it is a good idea however there needs to be meaningful and equitable community consultation to ensure that all our neighbours voices are heard.
| Do you commit to supporting policies and Active & Safe Routes to School program funding to ensure young people can safely walk and bike to school? | Yes | Yes | Yes | Yes | Yes
| Comments | NO | Absolutely. All students deserve, and must, be able to travel to school safely. In 2021, a student was killed in a collision outside of Birchmount Collegiate. We need a proactive approach to ensure that this never happens again in Scarborough, or anywhere in the city. I’m committed to working with all school councils and administrations to develop individualised Safe School Travel Plans for every school in Scarborough Southwest, and additionally I will expand the speed camera program to ensure there’s a camera at each school. I look forward to working with community members to adopt other solutions to ensure every student is able to travel to school safely. | I agree, however we need carful about initiatives like the 3km community safety zone which would likely have so many overlapping zones that it would be a administrative mess and so pervasive that Drivers would begin to habitually ignore the signs.
| Do you commit to reallocating resources away from on-the-ground police enforcement for traffic safety and investing in alternatives such as the City’s Traffic Agent Program and transparent, equitable traffic reporting tools? | No | Yes | Yes | Yes | No
| Comments | NO | Yes Defunding the police is essential to a just and equitable city, putting that money into workers to manage traffic is great and a sliding scale fine is essential to justice along with evidence based enforcement without the use of Police, and generates revenue to cover the cost of operation which should help the city move around reliably and safely. | We do not need to waste police resources on traffic enforcement that can be automated or handled by civilians. I have successfully pushed City Council to expand the highly-effective, life-saving automated speed camera program: “We should be following the evidence and thinking a lot more boldly.” — Kevin Rupasinghe, Toronto Star: www.kevrup.ca/starphotoradar “Speed is a huge factor in whether or not somebody survives a collision… by not placing these cameras on the most dangerous streets to begin with, there are very likely actual lives that will be lost or changed forever.” — Kevin Rupasinghe, Globe and Mail: www.kevrup.ca/globephotoradar | I am in support of increasing the use of ASE but not reallocating resources from the on-the-ground police enforcement. Paid Duty Police Officers are paid by the developers, construction companies, or Events, we cannot subsidize these third parties with our tax dollars.
| Will you support reallocating road space for temporary and permanent car-free interventions on a regular, recurring basis across the city? | No | Yes | Yes | Yes | Yes
| Comments | NO | Coordination with public transit and having ways for cars to still navigate the city is important for safety and so we don't end up with the whole city in a grid lock, these things are definitely achievable. | A vibrant city means that we use public roads, our biggest public space, for all sorts of activities, including both driving and other activities. I look forward to consulting with my community to find creative ways to regularly use some key streets for car-free interventions, such as for street festivals in Scarborough. This is good for our health, allowing for outdoor activity, and it’s good for our cultural scene as a city.
| Will you support initiatives that promote alternatives to driving to fight congestion, support healthy and active lifestyles, and reduce car dependency in our city? | No | Yes | Yes | Yes | Yes
| Comments | NO | Yes 15 minute city should mean the people who live and work here can get from home to work or school in 15minutes, that may be unattainable in the immediate future, but it should definitely be the goal of a long term transit and community plan. | People in Scarborough may still need to depend on driving, but promoting alternatives to driving is not just a response to the challenges posed by congestion but also a proactive step towards creating a healthier, more livable city. As we transition back to in-person and hybrid workplaces and schools, we must invest in safe and convenient infrastructure for walking, cycling, and transit. These options not only reduce traffic congestion but also contribute to improved public health, reduced greenhouse gas emissions, and a more vibrant urban environment. But people will not shift their travel mode if they do not feel safe while walking, biking, or rolling. I look forward to working with our community to build high-quality infrastructure for Scarborough. Scarborough should have a robust set of travel options for people moving around our communities and our city so more people making more trips without needing to depend on their car.
