ADP/Program Review - Innovation Center/Maker Space
Innovation Center Expansion as a result of Phase 2.1 Secondary Effects

The proposal was presented to the Budget and Facilities Planning Committee on October 14th, 2024. Answers to the Committee's Request for Information were submitted on November 14th, 2024.

The Innovation Center has forwarded a proposal (first presented to the Budget and Facilities Committee at their meeting on December 8, 2022) to expand into the Biology and Chemistry labs and associated storage, office, and preparation areas in FL2 that will be vacated as a secondary effect of the construction of the new science building. The proposed expansion will place the Innovation Center in direct proximity to the new science building, and will provide a classroom to house the MAKR and MITECH programs (which have specialized software and hardware requirements); a space to offer workshops, and to host visits from students from our feeder institutions (we can currently only accommodate a limited number of, for example, high school students from Cordova High School for hands-on recruitment activities, and have to shut down the Innovation Center to FLC's students for such visits); a wet lab, which will allow us to continue development of biomaking/biohacking efforts while providing additional partnership opportunities (including proposed collaborations with Psychology); dedicated space for fiber arts, which as a historically-gendered making activity gives us the opportunity to provide additional STEAM-rich experiences for our female students; space to support the many clubs and organizations who call the Innovation Center home; dedicated space for VR/AR/XR, an area of increasingly important instructional innovation; and dust-controlled work space, enabling us to expand the kinds of resources and fabrication technologies we can provide for students.

The Innovation Center hosts a vibrant and innovative student community, a reason for students to return to the college. The Innovation Center's programs are a model for similar programs throughout the region, the state, and the nation. The Innovation Center has attracted hundreds of thousands of grant and philanthropy dollars as a result of our innovative work with students. The Innovation Center is the locus of the emerging Manufacturing and Industrial Technology (MITECH) program, and the proposed expansion would provide a home for that program, and for the Center's MAKR programs and courses. We are well-regarded and looked to as a leader in maker-centered learning by local employers, economic development organizations, and K-12 partners. KHA is in need of an Sports Information Director to administer the athletics website, coordinate and upload team information including rosters and schedules (required by the CCCAA), monitor and input stats for sports teams (CCCAA requirement), announce for home events, coordinate photography, administer the numerous athletics social media accounts, and act as liaison to the PISO office and external local media.

Currently, our athletic coordinator is performing all of the duties of an SID. Doing this, in addition to the numerous other duties we ask our coordinator to perform is creating a critical workload issue for the coordinator. Many schools throughout the state employ an SID in either part or full time capacity. One of the primary ways we engage current and prospective students, and the community is through our athletics website and notification to local media of game outcomes.

The CTC has been in need of a supervisor position for several years. As the CTC has increased the number of programs and services the responsibilities of the Career Center SPA continues to increase. In lieu of a supervisor, the SPA has been tasked with filling the supervisor gap--the Career SPA performs SPA duties, as well as department lead responsibilities (E.g. department supplies, equipment and work area planning, organizing and directing the daily operations of the CTC, development and coordination of schedules and resources for transfer and career counselors and support staff, on campus and virtual services oversight, visiting university representatives, and campus and community stake holders scheduling, movement of all CTC services into virtual availability, and overseeing the day to day happenings and issues with the virtual platforms and department functioning--remote services have also substantially increased the number of district shared events and activities that require oversight by the SPA.) The CTC is moving into a larger space S2022, and has been merging the Internship and Work Experience department, Jobs Development and SETA services with existing CTC career and transfer services. This growth is expanding the number of staff, programs and services offered in the CTC, as well as student traffic, which will require the oversite of a department supervisor to plan, organize and direct the operations of the CTC, including: direction of activities and services, supervision of staff, development and coordination of schedules and resources for transfer and career counselors and support staff, virtual services oversight, visiting university representatives, and campus and community stake holders, along with all of the typical supervisor duties necessary to effectively oversee the successful functioning and growth of a college campus department.

Embedded Tutors serve as in-class peer mentors with a myriad of benefits. These include: increasing safety of the lab with an additional person to observe and correct behavior; closing equity gaps by providing additional resources for students; increasing student comfort and engagement in class as they have a peer to relate to; increasing a sense of community and therefore student success; and offering additional practice problems, office hours (chosen by student availability survey), and exam review sessions.

Embedded tutors have been available for many years, but being utilized heavily in Chemistry classes in the F22. Since then, with the exception of S24, Chemistry classes as a whole have seen a steady increase in overall Success Rates (55.4% in F21, 57.2 % in S22, 58.4% in F22, 63.4% in S23, 62.2% in F23, 56.4% in S24, 68.3% in F24, and 70.6% in S25).

Historically, Embedded Tutors have been funded by a grant that is running out of funds and is unlikely to get renewed given the current political climate. As such, the Embedded Tutor hours were severely cut for F25, with faculty only being notified the week before classes started. It will be interesting to examine the F25 data once available to see how the removal of Embedded Tutors from our labs affected the overall Success Rate of Chemistry.

A permanently funded Chemistry Embedded Tutor program would qualify as a Perkins Career Education Program as it offers mentoring and support services for students. Aside from the current students getting the benefit of having a previously successful peer in their labs and offering office hours, the tutors themselves could get credit in a peer-teaching course (like that offered to graduate students at UC Davis when they teach). This would add to their resume/CV and make them more competitive for university admission and industry positions. Additionally, the Embedded Tutors themselves gain exposure to the inner workings of academia, potentially inspiring the next generation of educators!

To address the increasing demands of our department, we are formally requesting the reclassification of the current Clerk II position to Clerk III, full-time. The responsibilities and workload associated with this position have grown significantly, requiring a higher level of expertise, independent judgment, and accountability than is expected of a Clerk II.

Elevating this position to Clerk III will ensure our department can continue to operate efficiently and meet critical deadlines. A Clerk III is better equipped to handle the complex administrative tasks, manage confidential information, and provide advanced support to both staff and management. This change will not only improve workflow and productivity but also ensure we maintain the high standards expected of our department.

FLC transfer services have not been fully developed due to a lack of staff resources, therefore FLC is unable to participate in all LRCCD collaborative events and activities, and has not had the resources to develop the online and on-campus transfer presence and student support services that our sister schools have had the staff resources to develop and offer. This position would allow FLC to participate in the development and facilitation of Los Rios shared services, as well as the development of much needed FLC specific virtual and in-person services. A full-time support person will allow the CTC to grow FLC transfer support services and participate more fully in shared district events and activities.

Proposal for Reclassification of DSPS SSA Positions to Specialist Positions

To address the increased demands from campus growth and the evolving needs of students in our DSPS program, I propose the reclassification of two Student Support Assistant (SSA) positions to specialist positions. This adjustment will align with the duties currently being performed, as both staff members are effectively working out of class in supporting student case management, coordinating program activities, and handling budget-related responsibilities.

Justification for Reclassification

The current SSA roles are fulfilling essential functions that go beyond their scope, including:

Conducting DSPS student case management.
Coordinating DSPS events, workshops, and transition activities for incoming high school DSPS students.
Communicating with faculty and handling budgetary tasks (e.g., creating BPOs, managing supply purchases, and coordinating with vendors, particularly for DHH services).
With recent budget cuts in DSPS funding, this reclassification will require SEAP funds to support these positions, as the DSPS allocation is insufficient to meet the increasing personnel and service demands.

* Develop and maintain a case management of FLC students with foster care system experience to support students in not just the success of their education goals but also reducing the equity gap by providing a bridge to improving education wealth, social mobility and self-advocacy.

* Complete SB 150 for SAP appeals to ensure students have access to Financial Aid to support their education efforts.

Vision 2030 Strategic Direction 1: Equitable Baccalaureate Attainment - The NextUp/Foster Youth Student Support Specialist would be an advocate and guide through the community college systems, supporting students on their education to ensure equitable access, persistence, retention and completion of their education goal(s).
NextUp Program Title 5 updates - With the implementation of new NextUp Title 5 Regulations, the removal of NextUp under the umbrella of EOPS in CA Education Code, NextUp is no longer under the purview of EOPS. As NextUp has its own budget, rules and regulations, a NextUp/Foster Youth Student Support Specialist is needed to be able to address the needs of students with foster care system experience who are not also participating in EOPS.
NextUp has expanded from 10 NextUp student under the umbrella of EOPS to almost 20 as its own program. This position would be FLC's Foster Youth Liaison to our partner high schools, SCOE, EDCOE, and community ILPs. This position would be able to regularly check for Chafee grant recipients, verify foster youth experience in MIS for Priority Registration, complete SB 150 for SAP appeal, provide and/or facilitate support to students with foster care system experience.
This position would need to be able to travel to Foster-focused trainings, partner schools and community organizations as well as between EDC, FLC and RCC.

- Ensure and support equitable access: The Falcon Cares program provides services that meet the needs of our most vulnerable students experiencing housing and food insecurity. Additionally, we provide technology access through hotspots and laptops, all of which ties directly to ensuring equitable access to education.

GOAL 2: Create a welcoming campus culture that reflects and serves our community.
- We prioritize creating an environment that makes seeking help as destigmatized as possible. For example, our pop-up pantries are open to all students and community members to remove the connotation that only the most vulnerable students are using the services but that everyone has access.
- Additionally, we have built community partnerships with Twin Lakes and the Sacramento Food Bank to help meet our students’ needs. We also partner with Bimbo Bakery for free baked good items. Pacific Dining is another major partner for Falcon Cares through our Lunch Token program.
In 2021-2022, AB 132 requires California community colleges to have 1) a one-stop basic needs center and 2) a dedicated basic needs coordinator who “shall be a dedicated position solely focused on addressing the basic needs of students and meet qualifications such as experience providing services to high-need and diverse populations.” This is not the case at FLC, because our current basic needs coordinator is also responsible for our Welcome Center and Falcon Cares.

Hiring a Student Support Supervisor for Falcon Cares would make FLC in compliance with State’s requirements to support our students’ basic needs and align us with our sister colleges, who have assigned the responsibilities of the basic needs coordinator to supervisors or directors (not specialists). This will also allow our current basic needs specialist to take on the responsibilities of providing dedicated case management support for students experiencing housing insecurities - providing high touch support to our most vulnerable students and aligning our practices with AB 132 and all of our sister colleges.
In the first 4 years of the Falcon Cares Program, we have seen tremendous growth, development, and achievements.
- First college in Los Rios to have weekly pop-up pantries - open to both students and the community. CRC and SCC now also offer weekly pop-up pantries.
- First college in Los Rios to have a lunch voucher program in partnership with Pacific Dining. SCC is now exploring the option.
- First college in Los Rios to offer a Turkey Dinner program (for the holidays) for families. CRC and SCC followed our example last year.
- Only college in Los Rios to offer transportation support (gas cards)
- Only college in Los Rios that provides Walmart cards of other necessities not found in our pantry.

From 2022-23 to 2023-2024, we saw our unduplicated served students increase from 262 to 684. This includes all programs from emergency housing stays, pantry visits, Walmart cards, gas cards, and technology support (hotspots/computers). This does not account for multiple visits or uses of services (example, how often students visit the pantry or receive gas cards).

The Lunch Token program is not reflected in these numbers because it was launched in Fall 2024. Since then, we have served 569 students during the 2024-25 academic year for the Lunch Token program alone.

In addition, the turkey dinner program is also not reflected in the service numbers above. Last year, we served 125 families and are aiming for 175 families this year.
The State requires the California community colleges to have a one-stop basic needs space for all services aimed at supporting students with housing, food, and basic resource insecurities. Our current space resides in a breakroom and previous office spaces located behind the Welcome Center. Our aim is to have dedicated space for the Falcon Cares program separate from our Welcome Center. We need space that is more accessible for food handling, storage, and delivery as well as space that can display/store other resources such as our clothing closet in a way that is more friendly and dignified than shelves in a storage room. The other three sister colleges have all either received a brand new space (SCC) or received dedicated space (ARC, CRC) within the last three years. FLC is the only college that combines our Falcon Cares/basic needs program with other program space.

The new science building has more innovative classroom technology than we have ever seen and it alone deserves a SR IT Technician dedicated soley to it.

I can tell you that our one Sr IT Technician supports over 5 times the average of our 3 sister colleges. There are Sr IT Techs at ARC that support a single 30 station lab. Ours supports over 500 student classroom, podium and open lab computers. I am both proud and embarrassed to admit that.
There are new expanding programs all over the college. Mostly in instruction. Music, Science, Engineering, Geology (GIS), Physics, BusTech, Psychology, Astronomy, PE all have special software that needs to be tested and vetted with faculty before finally being deployed. As new versions of software come out an instructors are hired that process is continuously repeated.

With 2 Permanent Outreach Specialists, we have increased the number of presentations offered by 38.9%, the number of workshops offered by 87.5%, and the number of tabling by 11.11%. Additionally, we have grown our Outreach impact to our Dual Enrollment Students by offering twice as many information sessions and three times as many workshops. If the LTT Outreach Specialist is not backfilled by a permanent Outreach Specialist, we infer that our overall outreach activities will face a significant decrease, ultimately impacting our enrollment and visibility within the community.

- Success coaches conduct campaigns to reach out to students who are disenrolled from the college, will be disenrolled for nonpayment, graduation petition support, holds on Eservices, and students who did not attend class the first week. With these ongoing efforts, a counseling clerk can support these campaigns to increase retention and success.

- For Fall 2022 - Spring 2023, success coaches received 871 starfish referrals. Within the referrals they reached out to students in numerous occasions (3 attempts), scheduled 1:1 meetings, and referred to resources/services. For Fall 2023, there has been 397 Starfish referrals. The program continues to grow as well as the student population. In Fall 2022, we had 2,209 new students to FLC. In Fall 2023, we have 2,951 new students. There is an increase of 742 new students from last year to this year, not including new transfer or returning students. The student body has already grown to 10,148 an increase of 1,534 students to success coaches caseload within their meta-majors.

Of the four Los Rios colleges, FLC has the highest ratio of Veteran student population to total campus enrollment. Feedback from the Veteran student population indicates that veteran students are happy with our services to the extent that they are provided. Given the increase in campus student enrollment and the corresponding demand for services to address the needs of diverse student populations, including Veterans, it is critical to have a full-time permanent classified staff member to oversee the Veterans Success Center. This position would support community outreach to increase the veteran student population, take on the School Certifying Official (SCO) responsibilities, and oversee programming services for students, such as peer tutoring, mentorships, event coordination, etc. Funding for Veteran Services from the State is dependent on the number of Veterans students certified and served through the college. Without a dedicated permanent full-time staff member to lead this work, we will not have the sustainable resources to continue supporting Veterans students.

AUP - Veterans CenterStudent Support Specialist
A review of staffing across the Los Rios colleges reveals that FLC is the only campus without a permanent classified staff member dedicated to supporting veteran students in the Veterans Success Center (VSC). This lack of dedicated personnel places FLC out of compliance and limits our ability to effectively serve this unique population. The current structure, which relies heavily on the Director of Special Populations (and previously on the A&R personnel), is not sustainable and strains resources. After the A&R Supervisor retired and the temp staff that did the day to day operations graduated in May, the center no longer had any staffing. The Director of Special Populations jumped in and hired 4 new student employees and a part-time Temp staff to keep the center running and supporting our students. The Director also got trained in less than a week to certify veterans to ensure they receive their educational benefits.

The necessity of this position cannot be overstated. Veteran students are already a disproportionately impacted group, and it is crucial that we provide them with the tailored support they deserve. Failing to have a dedicated VSC staff member undermines our commitment to equitable student services, leaving FLC’s veterans without the resources available at other Los Rios campuses. It is essential that FLC’s Veterans Success Center receives a permanent, dedicated staff member to ensure consistent, specialized support for our veteran students, addressing their needs and promoting their success.

The Veteran Success Center plays a critical role in advancing Folsom Lake College goals by serving student veterans, dependents, and Chapter 31/33 recipients who rely on timely certification, tailored counseling, and consistent campus support. Currently, the center operates without any full-time staff and lacks a full-time VA certifying official. This hinders our ability to maintain federal compliance, keep the day to day operations in the center, collaborate with community partners, and meet the complex needs of student veterans. To ensure, veteran students and dependents can attend Folsom Lake College and use their education VA benefits, there needs to be an assigned certifying officer at each college campus. All Los Rios Colleges have a dedicated full-time staff and certifying officer for the Veteran Center, except Folsom Lake College. Currently, the Director of Special Populations and another classified staff are certifying students to get their benefits which is a tedious process that requires a full-time staff. These are additional duties they have observed aside from their other assigned tasks. If Folsom Lake College wants to continue to support our veteran and dependents, we need a robust support system/staffing. This will allow for us to close achievement gabs within our veteran population, do more outreach to organizations that support veterans, and build community partnerships to support students that are facing housing insecurity, food insecurity, academic challenges, etc. To recap, Hiring a full-time staff member for the Veteran Success Center directly supports Folsom Lake College’s mission and organizational effectiveness goals by:

- Ensuring compliance with VA certification requirements and federal regulations

- Providing consistent, year-round service to a federally protected student population

- Strengthening retention, completion, and transition outcomes for veteran students

- Advancing institutional capacity, stability, and accountability

This position is not an expansion of service, but a foundational requirement to meet existing responsibilities and fulfill the college’s strategic commitments.
The Veteran Affairs office conducts periodic compliance surveys at educational institutions. The two main purposes of these surveys are to (1) ensure that VA payments going to the school and students enrolled at the school are based upon proper and correct enrollment information as furnished by the school to VA; and, (2) assist school and training officials and students in understanding the requirements of the law in order to prevent deficiencies or violations which could develop because of misunderstandings or misinterpretations of the law. The Veterans Auto and Education Improvement Act of 2022 (Pub. L. 117-333), enacted on January 5, 2023, requires notification of not more than ten business days for a compliance survey. In addition, there are 3 mini audits that are conducted within two years to ensure policies and procedures are being implemented at the institution correctly.

- Application support - the Welcome Center is the main location on campus for CCCApply application support.
- Campus Tours - The Welcome Center supports campus tours and connects with many of our community k-12 partners to provide guided visits to students from all over the Sacramento area and surrounding counties. As part of future VAR reporting, we are looking to explore this trend at FLC specifically; however, we anticipate this holding true.

- 60% of our student leaders mention the benefit of improving their chance of transferring to their dream universities as one of the reasons for joining Associated Students.
Degree and Certificate Completion
- Welcome Center has virtual and in person drop in enrollment support. We partner with the counseling department so that once a student is complete with their counseling appointment, our counselors often walk students over to us or direct them on how to connect with us virtually.
While this position will be assigned to the Welcome Center and Student Life, it is tied to the mandates outlined in the AB-132 2021-2022, basic needs services requirements. In AB 132 California community colleges are required to have 1) a one-stop basic needs center and 2) a dedicated basic needs coordinator who shall be a dedicated position solely focused on addressing the basic needs of students and meet qualifications such as experience providing services to high-need and diverse populations. This is not the case at FLC, because our current basic needs coordinator is also responsible for our Welcome Center and Falcon Cares.


Additionally, our current Falcon Cares center is integrated within our Welcome Center, which makes our capacity to develop a one-stop basic needs center limited to a breakroom and former offices. In corresponding efforts of seeking new fulltime staff, we are continuing to seek more sustainable and compliant physical spaces to meet state mandated basic needs requirements. Therefore, a full-time specialist for the Welcome Center and Student Life will be critical when Falcon Cares (basic needs) and the Welcome Center are two separate entities.

Now, a reasonable follow-up question would be do we need a full time specialist for the Welcome Center/Student Life if we are also seeking a fulltime supervisor for basic needs? The answer is yes, because our current student support specialist is fully funded through our ongoing basic needs state funding. If we were to have two separate physical spaces for Falcon Cares and the Welcome Center, our basic needs specialist must go with our basic needs services; Otherwise, we will be using basic needs funding to support personnel not permitted under basic needs expenditure guidelines.
Despite being the smallest college in Los Rios and having the smallest staffing in Student Life (1 full time staff and 3 part time staff), we rank 1st in the largest number of students in Associated Students and 3rd in most clubs. Every other college in Los Rios has at least two full time staff dedicated to Student Life and part-time staff. Sharing this because it demonstrates the advancements we have made despite limitations, and we are very proud of our students in the engagement and our incredible team. Below is the number of active Associated Student members and clubs in Los Rios for reference.

In spring of 2023, 2025, and 2026, Folsom Lake College has hosted our annual Los Rios lobby day training for all associated students leadership in our district.
Second only to ARC in our district, we have consistently supported the second most students in attending the annual CCCSAA Student Leadership Conference.
As mentioned in a previous section, the State requires the California community colleges to have a one-stop basic needs space for all services aimed at supporting students with housing, food, and basic resource insecurities. Our current space resides in a breakroom and previous office spaces located behind the Welcome Center.

To have a dedicated space for Falcon Cares outside of the Welcome Center, we will have to identify staffing to maintain our level of services within the Welcome Center. Having a dedicated student support specialist to the Welcome Center and Student Life (whose office can be in the Welcome Center) will allow us to develop a separate Falcon Cares center outside of the Welcome Center and allow us to meet State basic needs requirements.

There are mountains of clerical work, contract maintenance, and student health & background checks, and now unfunded mandates, that require proper record keeping. As the Allied Health department grows, so too does this clerical work. Other robust Allied Health departments at sister colleges have a Clerk III for this very reason, and if Folsom Lake College hopes to continue growing Allied Health, this is the cost of that effort.

For all allied health programs there are increasingly heavy regulatory mandates such as: SB 1348, clinical agency clearances of background check, drug screen, and immunization compliance, regulatory agency accreditation/approval visits, contract maintenance, etc. These items take an extraordinary amount of time necessitating the permanent hiring of a full-time Allied Health Clerk III.

In addition to the typical duties described in the LRCCD Clerk III position description, this would also assist with work uniquely associated with allied health programs including, but not limited to:

CHEM began offering 2 new-to-district FERM SCI courses (CHEM 80 and CHEM 339) in Fa25. Additionally, will be offering 2 additional new-to-district FERM SCI courses (CHEM 337 - Introduction to Brewing & Beer and CHEM 81 - General Chemistry Support II - A Food Science Perspective) beginning in Fa26. The prep for these courses has no overlap with traditional CHEM prep work. Said prep requires a technician to have a different skill set, including: microbe handling, proper cleaning/sanitizing practices, monitoring & maintaining fermentation health, qPCR, and GMP practices in a food manufacturing setting. Additionally, a lab tech will be required to attend to long-term student experiments to keep them "healthy" and to prevent contamination. Finally, many microbiological & chemical analyses need to be set-up in advance of class, such as: bacterial purification & propagation, yeast purification & propagation, sample prep for qPCR, and Kjeldahl digestions (which require operation by a trained chemistry due to the hazards of working with 420 degrees Celsius concentrated sulfuric acid).

Our newly acquired analytical instrumentation (GCs, GCMS-Olfactometer, LC, LCMS, microwave plasma atomic emission spectrometer (MP-AES), texture analyzer, qPCR, and other advanced instrumentation) will require routine maintenance and occasional repair. These include weekly, monthly, and yearly tasks that are time consuming, yet necessary, to avoid premature failure and expensive repair. It is beyond the scope of the work possible to attend to by faculty. Faculty job descriptions describe the operation of instrumentation but not their maintenance & repair. Additionally, with increase demands on instructors to expand course offerings, a lab technician responsible for checking and setting-up instrumentation prior to its use in a class would serve our students to avoid potential missed experiences if an instrument goes down suddenly.

Finally, the American Chemical Society (ACS) recommends one full-time lab technician for every four full-time (or full-time equivalent) chemistry faculty members. Main campus currently has 9.931 total FTE in Fa25 and will have 9.161 total FTE in Sp26. With plans to grow course offerings in the Fa26-Sp27 academic year, we will be approaching the 12 total FTE threshold. Please see the ACS Guideline recommendation below:

"A sustainable and robust program requires an adequate number of secretarial, administrative, and support personnel, along with technical staff to maintain chemical inventories and instrumentation, support laboratory functions, and assure regulatory and safety compliance. The number of support staff members should be sufficient to allow faculty to devote their time and effort to academic responsibilities and scholarly activities. One full-time laboratory technician for every four full-time or full-time-equivalent chemistry faculty members is recommended. Part-time and student help are not adequate substitutes for full-time laboratory technicians."

To accommodate the projected main campus class growth, some lab sections will need to move into the early morning (starting at 7:30am) and late evening (ending at 10:30pm). Thus, coupled with the justifications listed above, a third main campus lab tech is requested due to the increase in experiment preparation, laboratory set-up, and student support needed.

With the opening of Oak Hall and the expansion of Biology and Chemistry classes, the need for STEM student support is rapidly growing. The demand from Biology and Chemistry students for the Science Center's equity programs is quickly growing to a volume that a part time Instructional Assistant is incapable of managing.
The Science Center's is a large space at the entry to one of FLC's busiest buildings. It is a magnet for students, with 200-300 student visits each week. Safely and effectively managing this volume of students requires a full-time employee. The Instructional Assistant would be responsible for ensuring that Science Center visitors behave accordingly and for addressing any emergency situations that might arise. Given the sheer number of students in this space, emergency situations are sure to eventually arise. Without a full time Instructional Assistant, we are likely to be unable to correctly address such a situation.

With the addition of men's and women's basketball, and now women’s beach volleyball we have reached ten total sports in our athletics program. This is the same size as CRC and they employ two full time trainers. We currently employ one full time trainer creating significant challenges when staffing all of our events. We are in need of either another .5 FTE athletic trainer or the addition of .5 FTE to the current .5 FTE position therefore making it a full time position. The LRCCD pool of temporary trainers is insufficient to meet demand and we have had to contract out with an external temp agency to try and meet the needs of the department. This costs us more than double what we normally pay temp athletic trainers. The lack of athletic training coverage poses a serious safety issue for our student athletes.

In our successful Title III grant application, we stated "one critical component of this plan will be hiring a full time Tutorial Services Assistant to manage administrative aspects of our new programs. College President, Whitney Yamamura, recognizes the critical need for this position and has agreed that the college will use set-aside funding to continue paying this salary after the grant term."

The creation of the Tutorial Services Assistant (TSA) Position was the central component of our Title III SIP grant. The TSA position is incredibly important because it handles administrative duties for all academic peer education programs at FLC. This unification allows the programs to operate far more efficiently and bring students a more robust service. Overall, the TSA position brings amazing value to the college.

As the grant winds down, we ask that the college assume the TSA salary as originally agreed upon.

The TSA position makes it possible for all academic peer education at FLC to run in an efficient and robust manner. The Science Center enrolls about 150 students in study skills courses each semester; Tutoring provides nearly 3,000 attended appointments each semester; the Math Center enrolls about 60 students in study skills courses each semester and is piloting the Math Boot Camp bridge program; Embedded Tutors are placed in over 200 course sections each semester with a focus on entry/transfer-level Math and English. Analyses of these programs show that students who utilize these programs experience elevated success, persistence, and retention and that benefits accrue especially strongly to Black and other URM students.

Providing these programs requires that Learning Skills employs 102 peer educators (October 2024). The paperwork burden of hiring, scheduling, and paying this large staff is enormous. Without a dedicated TSA, we would not be able to continue to provide this level of programming.

Tutorial Services Assistant

The Tutorial Services Assistant (TSA) Position is tightly linked to college goals of addressing and eliminating equity gaps among disproportionately impacted student populations, especially as they pertain entry/transfer-level success in Math and English. The TSA conducts the technically difficult work associated with hiring, scheduling, and paying nearly 100 tutors in the Math Center, Science Center, Tutoring Center, Reading and Writing Center and in the Embedded Tutoring Program. The TSA is strategically positioned to support the work of all of these programs, so the individual programs can operate efficiently. The TSA's work allows the faculty and tutors in these programs to provide equity-forward tutoring to FLC students. The outcomes for these students are significant. For example, success and persistence rates of underrepresented minority students who attend appointment tutoring are 7 and 9% higher respectively than their peers who do not. More statistical data is available upon request.

The TSA is currently paid through the Title III Strengthening Institutions Program (SIP) grant. The grant has expired and we are currently using carryover funding. The carryover funding will soon expire. If the TSA position is not prioritized, then the system developed through the SIP grant will cease to exist and most of the gains that the college made as a result of the SIP grant will be lost.
The Tutorial Services Assistant (TSA) position is directly linked to the college's mandate for first year students to complete transfer level Math and English and to the college's mandate for overall completion. The TSA makes Math and English Tutoring possible by conducting the difficult and laborious task of hiring, payroll, and scheduling for tutors in the Math Center, Tutoring Center, Reading and Writing Center, and Embedded Tutoring Program. The tutors in these programs then proceed to help students succeed at entry/transfer-level Math and English. Moreover, these students achieve college completion at high rates: Students from the 2020 cohort who attended tutoring where 63% more likely to earn an award than their peers who didn't attend tutoring. This would not be possible without the TSA serving as the backbone of these programs.
The Tutorial Services Position has allowed the Math Center, Tutoring Center, Reading and Writing Center, Science Center, and Embedded Tutoring Program to grow to their current robust sizes, in which they collectively serve over 5,000 student visits each year. The TSA services as a centralized administration for hiring, paying, and scheduling the tutors in all of these programs. This process allows each program to focus on pedagogy and student success. Without this centralized position, some of these programs would completely cease to exist and others would operate on a significantly reduced level because they would be not have the local skills, knowledge, and time to efficiently hire, pay, and schedule tutors.
The Tutorial Services Position is closely related to physical space and health and safety concerns. The TSA manages a number of rooms in FL2 including 240, 246, 237, and 238. The TSA is the only permanent employee regularly working on-ground in these spaces. Without the TSA, the rooms would either frequently be closed or would be full of students but unsupervised: a situation that could easily lead to problems.

With the opening of Oak Hall and the expansion of Biology and Chemistry classes, the need for STEM student support is rapidly growing. The demand from Biology and Chemistry students for the Science Center's equity programs is quickly growing to a volume that a part time Instructional Assistant is incapable of managing.
The Science Center's is a large space at the entry to one of FLC's busiest busiest buildings. It is a magnet for students, with 200-300 student visits each week. Safely and effectively managing this volume of students requires a full-time employee. The Instructional Assistant would be responsible for ensuring that Science Center visitors behave accordingly and for addressing any emergency situations that might arise. Given the sheer number of students in this space, emergency situations are sure to eventually arise. Without a full time Instructional Assistant, we are likely to be unable to correctly address such a situation.

Library Technicians (LTs) are the operational backbone of the library. LTs are the primary stewards of the main campus and EDC libraries, are responsible for accurate and efficient circulation of library materials in the Los Rios Libraries, and have primary responsibility for the ordering, record keeping, and physical processing of library materials. LTs hire, train and supervise federal work-study students who support the library with physical inventory, processing new books, scanning requests, and circulation.

Our department has historically employed 4 LTs--3 at the main campus and 1 at the EDC library. Being fully staffed allows the libraries to be open for a combined 86 hours per week, providing instructional space and support for students and the community. On Fridays and throughout the summer session, EDC is staffed only by a single LT. Without these positions, the library would not be able to remain open late nor to keep the EDC library open at all, which would seriously impact the students who need us most: those who don't have a quiet, safe place to study, personal computers, or reliable internet at home.

LTs at the main campus specialize in different functional areas (acquisitions, circulation, etc.), and being fully staffed supports the entire team's ability to do their work. The LT who staffs the EDC library covers all functional areas, and is supported by their peers at the main campus library. LTs serve on district-wide committees with their peers in these functional areas. Being fully staffed enables full participation from the FLC library with our peers at the larger colleges, who have many more staff members with whom they share functional responsibility.

Below is a summary of the types of work that LTs perform at the library:

The library has a critical role in meeting FLC's strategic goal of eliminating barriers and equity gaps. We provide free access to crucial items such as textbooks, books for research projects, laptops, hotspots, and calculators - all of which are ordered and processed by our Library Technicians, and checked out to students by our Library Technicians. The library space is also key for students who don't have a quiet place to work at home, or those who need a place to work that has desktop computers and secure and reliable internet access. Our LTs, as stewards of the library space, are crucial for maintaining our extensive open hours.
Title V 54221. Burden-Free Access to Instructional Materials formally recommends the establishment of lending programs and maintenance of college library resources to support immediate access to course materials. Library Technicians are responsible for ordering and processing textbooks so that they are available at the start of each term, scanning requested materials and/or supervising student workers who scan textbooks, managing course Reading Lists and Digital titles in Alma, and checking books out to students.
We are seeing more and more students on campus every semester. The library supports all college departments and programs, so more students means that work is increasing for library staff. This position request is not a true growth position because we are simply seeking to replace a position that the library relied upon for years. During this period of increasing enrollment and a steady rebound of on-ground classes, reducing library hours and decreasing library services to students is inappropriate and does not align with college goals or student needs.

In the past, use of embedded tutors is hit or miss as far as attendance, so our plan is to use the embedded tutors in multiple sections of a single class. The ask is for a few hours of a tutor, in order to provide between 2-8 sections of students with access to additional tutoring.

The Counseling Department urgently requests approval and immediate backfill of two Clerk II Temporary positions. This request is of high priority due to the current maternity leave of a key full time Clerk II team member, which will create a significant gap in our administrative operations and will affect students.

The absence of this position will increase the workload for the remaining team, resulting in delays and putting additional strain on our ability to meet essential deadlines. Without immediate backfill, the risk of operational bottlenecks will continue to grow, negatively impacting both internal processes, service delivery, and students.

Since Spring 2021, Biology courses have showed a higher success rate as compared to the entire campus each semester until Spring 2025Student athletes receive additional support in tutoring. As a department we are seeking a nearly similar support system for all of our students in lab courses. Our success rate in labs has dropped since spring 2025 compared to the success rate in Biology lectures. We started to see a reduction in available embedded tutor hours beginning in spring 2025. When students do not have access to embedded tutors in the lab, whether they are student help, temp classified or instructional assistant, the success rate difference is significant. Without an embeded tutor in the lab, not all students can get help as needed.

2 TCL position -- Work Based Learning and Job Readiness Specialist and the Employer Engagement Specialist
The new Employer Engagement position is essential to the operations of the internship program. Since FLC doesn't have a FT Internship Developer like its sister colleges, this higher paid TCL position is key to help us keep up with employer engagement, partnership building, event coordination and some student engagement.

The Work Based Learning & Job Readiness Specialist: FLC WEXP has hired this TCL position for 10 years now. They specialize in developing student oriented jobs, meeting with students, helping students apply to internships and jobs. They also meet with employers when needed. This position can act as a Handshake Lead for FLC, as a dedicated clerk to the platform, assist employers, and train other support staff on the platform, especially the Student Support Specialist position.

The current WBLJR Specialist has focused on helping students, but has also done classroom presentations, tabling and events with the WEXP Coordinator. This helps with marketing and promoting our program, getting the word out to employers about hiring FLC students, and building enrollment in our 198/498 courses.
