Where and What is Aslan's Lottery?

Aslan is the Mercenary bartender, located on the second floor of the Mercenary Base (the Sports Center) in Dead City:

By giving him 20 patches at a time (all of which have to be from the same faction) you are given a random reward from the lottery pool. The pool that is drawn from depends on which

faction the patches you gave him were from, i.e if you give him 20x Loner patches, he will give you a random reward from the Loner pool (see the Summary by Faction sheet in the tabs on the bottom of the screen).
