1. Identify all project stakeholders (individuals or groups)

2. For each stakeholder, assess their level of POWER/INFLUENCE over the project (high or low)

3. Assess their level of INTEREST/ENGAGEMENT in the project (high or low)

4. Place each stakeholder in the appropriate quadrant above

5. Apply the engagement strategy indicated for each quadrant

6. Document detailed stakeholder information in the 'Stakeholder Register' tab

7. Review and update regularly as stakeholder positions may shift over time
