In practice, some tax subsidies are not fully utilized due to delays in the implementation of the project or program [e.g., problems in sourcing the items to be imported, problems in complying with the documentation requirements for the release of the Special Allotment Release Order (SARO) by the Department of Budget and Management (DBM), among others].
