17
Officer CommunicationRespectful tone, explained what they were going to do and talked him through the search. They answered his questions about whether he would be arrested and explained what a community resolution is
18
Panel Feedback on Officer BehaviorOfficer closed the interaction excellently. Officer remained polite and friendly throughout, he answered the person's questions. One of the better searches we have seen
19
Overall Panel Scrutiny Assessment (RAG)
Neutral
20
Panel Assessment The officer's communication was absolutely a green. The officer was polite, friendly and respectful. He ensured the person understood what was going on and answered all of his questions. He also asked him for his ethnicity, which is rarely done. The only reason it's a neutral is because he forgot to tell him he was detained for the purposes of the search. But I would really like to see more officers interacting with the public like this

Percieved Ethnicity Black/Mixed
31
Incident DescriptionGroup of males believed to have stolen from Sainsbury's
32
Was Body-Worn Video Viewed?Yes
33
GOWISELY ComplianceThe officers took too long to go into GOWISELY. They handcuffed him but didn't say GOWISELY/explain reasons for the detention/handcuffing. It took 3 minutes for them to say why they had stopped him and then to start GOWISELY. This wasn't ideal given he is a child
34
Use of HandcuffsYes/compliant
35
Was a Taser Used?No
36
Was the Individual Strip-Searched?Panel not able to answer. Search took place at a station.
37
Object Found? The panel did find items but I'm not clear what they were/if they were stolen
38
Did Object Match Suspicion?No
39
Vulnerabilities Observed?Yes - He said he was asthmatic and that he was 15. Panel assessed officers did not respond appropiately to vulnerabilites observed. They checked if he had his inhaler but I think they could have checked he was able to breathe properly given he had been running
40
Officer Communication
41
Panel Feedback on Officer BehaviorOfficer checked the person was okay, checked his handcuffs. The officer's tone was polite and friendly.
42
Overall Panel Scrutiny Assessment (RAG)
Amber
43
Panel Assessment I was concerned that it took 3 minutes for him to explain to the child why he had been handcuffed. I also felt that the handcuffs were left on for too long - he was an asthmatic 15yo who said he ran from the police because his friends did. I did not think it likely he would run off again. Lastly, it wasn't clear at all if the officers actually found anything on him besides some chocolate bars. I thought the boy's grandma asked a good question when she asked why they were holding him when he hadn't stolen anything
