4 | The American Legion High School Oratorical Scholarship Program | The purpose of this program is to develop a deeper knowledge and appreciation of the Constitution of the US. High school students in grades 9 - 12 are eligible. The procedure is for contestants to compete in a local Legion Post Constitutional Speech contest, progress to a District contest, and that winner of each District advances to the State Finals. State contests highest award is $1,500. Students who compete in the National Contest will receive at least a $1,500 scholarship with the final competition awarding $18,000.
