The application identifies a long-term community goal and demonstrates the proposed project is relevant to the achievement of the long-term community goal.Proficiency at any level.The Rocky Boy, Montana communities’ long-term mission is to enhance the capacity to increase Cree Language instruction, immersion, and fluency on the Rocky Boy’s Reservation, by ensuring sustainable, long-term program implementation. This is our long term goal: Ahtna language fluency incresed in the Chitina community."Building Lives by Building Structure" is an official 501c3 nonprofit. CreatedTo build Workforce Development by Training Local adult commmunity members in the Carpentry Trade. Working OJT repairing, remodeling, and or replacing low income families homes. We will build the lives by building the structure of making homeownership available for anyone with an income, and wants to have a home, can and will through our program, if they are willing to work, contribute and participate in a mutual community development corps.Building Unity of Commuity.To speak and hear Soulatluk in the Wiyot community; spoken by children to Elders; all elements of daily, ceremonial, traditional, etc. life.

2. The application clearly provides one current community condition that is addressed by the scope of the proposed project.Less than 20 fluent speakers of Sandia TiwaThe Chippewa and Cree languages of the rocky boy Indian reservation are in decline and have reached dangerously low numbers of fluent speakers and require a state of emergency to begin revitalization and restoration efforts reservation-wide.There are ZERO fluent speaker(s) in Chitina, AK and approximately five within the entire Ahtna region.There are 3013 residents of the Hoopa Community with 66.2% living below the federal poverty level. The rate of poverty is compounded by low educational attaintment and proficiency of educational skills. This project will allow participants to gain the skills to earn a living wage while increase their self-determination and self-sufficiency.

3. The application effectively provides baseline information about the project's current community condition.Based on recent survey, the population of speakers are all over 70 years old.With the alarming rate of loss of the unique Chippewa and Cree languages, recent data suggests "TIME" listed as one of the main barriers in Cree language acquisition. Less than 1% have been identified as Nehiyahwewin (Cree) fluent speakers and 0.2% as Anishinabewin (Chippewa) fluent speakers The Rocky Boy – Chippewa Cree community has lost 31 FLUENT LANGUAGE SPEAKER – since May 2020 while only 1 Fluent speaker produced since 1975. Chitina has 0% fluent Ahtna language speakers out of 35 total members living within the Chitina Territory. Population of 3013 residents wihtin the community of which 66.2% is living below the poverty level and low educational attainments.

4. The application clearly demonstrates that the project goal specifically relates to the purpose of the NOFO as described in Section I. Program Description, SEDS Program Purpose.The Mahchiwminahnahtik Chippewa and Cree Language Revitalization Organization will perpetuate the community's long-term implementation goals by creating daycare Wanistwan “Nest”. The daycare Wanistwan “Nest” would create a foundation of at least 8 child first-language speakers simultaneously enhancing the new Cree teacher's language skills, and increasing the number of Certified Cree Language teachers by at least 9.Create curricula alongside a cultural and language learning center, stocked with necessary technology to teach the next generation. (1) fostering the development of stable diversified local economies to encourage
community partnerships and reduce dependency on public funds and social services;

5. The application sufficiently identifies one to three objectives that effectively describes a measurable achievement with all components of TTIP (Target, Timeline, Indicator, and Population). No more than three objectives are included in the application.1) By 12 months the Rocky Boy community and newly taught adult emerging fluent Cree teachers will have a new Cree immersion daycare - Wanistwan “Nest”. Guiding and immersing at least 8 children 0-5 years in the language for 6 hours a day, 5 days a week.

2) By the end of the 36 months, The Rocky Boy Chippewa Cree Community would have gained over 2,000 hours per individual for emerging fluency. increasing the number of Cree fluent speakers/certified teachers by at least 6.
1) Increased library archive for community use and language growth. 2) Create a living database. 3) Design an Ahtna Athabascan Language App/Website. By the end of 36 months (timeline), out of 35 tribal citizens (population), 7 tribal citizens (indicator) will increase their language fluency by 20% (target).

1)To provide basic carpentry skills through 12 paid internships for community member students between the ages of 18-26. older on a case-by-case basis, achieving intermediate carpentry skills by end of month 14 2)To begin training the first 10-12 intermediate carpenters for on-the-job construction training, making small repairs to existing community homes as identified by the Hoopa Housing Authority and job readiness with increased competency acheived by end of 12 months (total 26 program months) 3)Initiate 5 small home design and construction training of first 10-12 intermediate carpenters and graduation at end of month 12 (total of 36 program months)

7. The application describes one primary outcome per objective in a way that aligns and demonstrates what will be changed as a result of achieving the objective.1) By 12 months the children and new emerging Cree teachers would have effectively gained 1,680 hours towards the 2,000 hours needed to become fluent. The Rocky Boy community would also have at least 2 more fluent Cree speakers and certified Cree teachers produced. 2 more than ever produced in over 40 years. 2)By the end of 36 months, The Rocky Boy Chippewa Cree Community would have gained over 5,000 hours per individual towards second language fluency. Producing at least 6 Cree fluent second language learners/Certified Cree Teachers. What has not been done in over 50 years MCCLR-ANA would produce at least 6 children first, first language speakers. By the end of 36 months (timeline), out of 35 tribal citizens (population), 7 tribal citizens (indicator) will increase their language fluency by 20% (target).10-12 participants will become a part of the community workforce thereby increasing their personal income with skills acquired by this workfoce development project.
