An issue was found with fp16 backends in combination with networks trained using mask_legal_moves. Because the network has no incentive to give low values for illegal moves it was possible for it to output values large enough that softmax would normalize legal moves to actual 0. This showed up most obviously on fp16 due to the limited range of exponents, but could theoretically affect all cases. Therefore mask_legal_moves has been disabled for now. Before it is turned back on we will need to add support to the engine backends to mask legal moves in their own softmax calculations. (60022 first net with mask_legal_moves disabled.)
