Arizona Department of Water Resources (ADWR) developed the Strategic Vision for Water Supply Sustainability in response to a long-term imbalance identified between available supplies and projected water demands over the next 100 years of up to 3 million acre-feet. The Strategic Vision identifies possible strategies and projects to pursue to reduce this imbalance. The Strategic Vision creates the framework for analysis of potential strategies and provides context for maximizing them to address the needs of multiple water uses across the State.

ADWR organized the State into twenty-two solution oriented “Planning Areas”. These Planning Areas have been identified based on possible short-term and long-term strategies available to meet the projected water supply imbalances

Buckeye Water Logged AreaHydrographysymbolizedADWRADWR, Buckeye Waterlogged Area, Buckeye Irrigation CompanyThis shapefile is the polygon depicting the Buckeye waterlogged area. As much as 30,000 acre-feet of groundwater per year is pumped by Buckeye Irrigation Company from dewatering wells located in the Buckeye Waterlogged Area to allow crops to be grown.Without this pumping, the groundwater table would rise to within a few feet of the ground surface, fields would not drain, and traditional crops could not be grown. Water pumped from the dewatering wells is currently discharged and not used for beneficial purposes because it is high in total dissolved solid (TDS) concentrations and unsuitable for potable uses or landscape irrigation. The treatment of high TDS water wastes about 25% of the water and produces a brine concentrate which must be disposed of. Future technological advances are expected to provide a cost effective method to reduce TDS while also reducing water waste and brine disposal challenges (one brine disposal option could include irrigation of a variety of turfgrass which can tolerate TDS concentrations up to 15,000 parts per million). If the high TDS dewatering water can be treated at a reasonable cost it could provide an additional water source to reduce the use of groundwater and CAP water. The CSIF (CAP/SRP Interconnection Facility) connects the CAP canal with SRP's water delivery system, enabling CAP water to be wheeled though SRP infrastructure for treatment, delivery, recharge, and exchange. For groundwater recharging efforts, the CSIF allows CAP water to be delivered to recharge facilities via SRP infrastructure. The CSIF is located on the Hayden-Rhodes aqueduct of the CAP canal at the Granite Reef Dam. The interconnection facility provides the physical ability for the diversion of CAP water into the SRP water delivery system.

The SCIF (SRP-CAP Interconnect Facility) is a proposed project to connect SRP's South Canal with the CAP canal at Granite Reef Dam by adding a pumping station and an underground pipeline located next to the existing interconnection facility, the CSIF. When built, the SCIF will allow for direct and indirect delivery of New Conservation Space (NCS) water to CAP customers through CAP systems, and will allow for CAP long-term storage credit (LTSC) water to be stored in SRP boundaries, recovered by SRP wells, and delivered to CAP customers through the CAP canal.

The canals are the transmission system for water deliveries from Granite Reef dam to the City Water Treatment Plants and to laterals which provide irrigation water to individual customers. The canals feature is used for engineering models, accounting for plant assets, and maps.

The nine canals that make up the Valley's canal system were developed over the past 100 years. Each canal has a unique history and service area. In addition to the main canals, the Valley is home to 924 miles of 'laterals,' ditches that take water from the large canals to various delivery points in irrigated areas. Water is routed into and through these laterals by a series of turnout gates. Residential irrigation customers take their water entitlement at regularly scheduled intervals throughout the year by opening valves that release water onto their property for specific time periods. Most laterals north of the Salt River in urban areas are underground. Many of the laterals that take water from canals in agricultural areas south of the river are open ditches.

Salt River Project (SRP) manages several dams and reservoirs on the Salt and Verde rivers, as well as the East Clear Creek, that produce water and hydroelectricity. SRP operates, maintains and manages these dams and reservoirs on behalf of the Bureau of Reclamation and to provide water and power. Other agencies also have various levels of involvement associated with the reservoirs. The U.S. Forest Service oversees a variety of recreation sites and marinas located adjacent to or near the reservoirs. The Arizona Game and Fish Department manages the wildlife, and county sheriff's offices helps protect these facilities.

From the report: Except for depths based on bedrock penetrations reported in bore holes, determination of depth to bedrock is based on interpretation of geophysical data, and solutions for bedrock depth are in general poorly constrained. The definition of 'bedrock' is subject to interpretation. These contours should be considered qualitative. Horizontal accuracy of depth to bedrock contours cannot be rigorously quantified, but is estimated to be in the range of +/- 1-3 km. Depth estimates are poorly constrained and should be considered highly uncertain, in the range of +/- 20-30 percent, except in the vicinity of wells penetrating bedrock. The State of Arizona has more than 100,000 known miles of surface water drainages at medium resolution in the National Hydrography Dataset. These surface waters are divided into segments, known individually as a reach. A reach is a section of a stream or river along which similar hydrologic conditions exist. These hydrologic conditions are described as flow regimes in statute as follows:


Perennial means a surface water or portion of surface water that flows continuously through the year.

Intermittent means a surface water or portion of surface water that flows continuously only at certain times of the year and more than in direct response to precipitation, such as when it receives water from a spring, elevated groundwater table or another surface source, such as melting snowpack.

Ephemeral means a surface water or portion of surface water that flows or pools only in direct response to precipitation.

The data can be used for small scale (1:24,000 and smaller) analysis and cartographic products.This data set is known as Surface Management Agency (SMA) and was originally derived from the LAND data set produced by the Arizona State Land Dept., Arizona Land Resource Information System (ALRIS). The LAND data set was first started in 1984 and updated in the spring 1988 by the State Land Department Forestry Division and ALRIS. The original PLSS data is from the Department of Transportation (ADOT) and was digitized at 1:100,000 scale. The data was then projected into ARC/INFO format and edited using the procedures from the ASLD 'Land Status Map Digitizing Procedure' guide. The data set covers the entire State of Arizona and includes surface management, the original plss, and county and state boundaries. Changes in federal agencies are done through the Bureau of Land Management (BLM). BLM incorporates the federal land changes such as the BLM, Forest Service, Bureau of Reclamation, Fish & Wildlife Service, National Park Service, etc. BLM and State of Arizona surface management is updated approximately every six months in a cooperative effort with the Arizona State Land Department (ASLDIn 2011, the BLM contracted with Premier Data Services to conflate the SMA with the latest and more accurate PLSS know as the Cadastral National Spatial Data Infrastructure (CadNSDI) which is the most accurate PLSS available. This procedure has greatly improved the locational accuracy of the SMA. The purpose of this report is to support governmental entities undertaking planning decisions by providing information on mineral resources and active mining operations that are essential to infrastructure development. For the purpose of this directory, an active mine is defined as a mine in continuous operation, either in production or under full-time development for production. It is acknowledged that the there are additional mines not listed that are in an exploration, evaluation, or part-time development phase. Other mines where production is intermittent are not listed. The directory is compiled from a much larger database from the Arizona State Mine Inspector’s Office. Staff and budget restrictions prevent the Arizona Geological Survey from visiting the operations listed. The locations were checked using available aerial imagery to confirm location information and mining activity, with two caveats: 1) resolution of imagery varies across the state to some degree, making it difficult to recognize activity; and 2) some areas lack recent imagery, leading to the impression of no recent operations. This work fulfills amended sections 9-461.05, 11-804, and 27-106 of the Arizona Revised Statutes, having went into effect on August 13, 2019 following Governor Ducey signing H.B. 2453 into law on May 13, 2019.

The data can be used for small scale (1:24,000 and smaller) analysis and cartographic products.This data set is known as Surface Management Agency (SMA) and was originally derived from the LAND data set produced by the Arizona State Land Dept., Arizona Land Resource Information System (ALRIS). The LAND data set was first started in 1984 and updated in the spring 1988 by the State Land Department Forestry Division and ALRIS. The original PLSS data is from the Department of Transportation (ADOT) and was digitized at 1:100,000 scale. The data was then projected into ARC/INFO format and edited using the procedures from the ASLD 'Land Status Map Digitizing Procedure' guide. The data set covers the entire State of Arizona and includes surface management, the original plss, and county and state boundaries. Changes in federal agencies are done through the Bureau of Land Management (BLM). BLM incorporates the federal land changes such as the BLM, Forest Service, Bureau of Reclamation, Fish & Wildlife Service, National Park Service, etc. BLM and State of Arizona surface management is updated approximately every six months in a cooperative effort with the Arizona State Land Department (ASLDIn 2011, the BLM contracted with Premier Data Services to conflate the SMA with the latest and more accurate PLSS know as the Cadastral National Spatial Data Infrastructure (CadNSDI) which is the most accurate PLSS available. This procedure has greatly improved the locational accuracy of the SMA. For purposes of simplicity, the BLM has also reduced the complexity of the data set by removing all data except for the surface management information.Arizona State Land Department, Arizona Land Resources Information System (ALRIS), the Bureau of Land Management (BLM) Arizona State Office, and Premier Data Services.SRP makes no representation as to the accuracy of this data nor as to its fitness for a particular purpose. The criteria a USF must meet in order to be permitted include:
1. The project must be hydrologically feasible
2. The applicant must demonstrate financial and technical capability
3. The applicant must agree in writing to obtain any required floodplain use permit from the county flood control district before beginning any construction activities
4. The project may not cause unreasonable harm to land or other water users within the area of impact
5. The project will continue to be monitored to ensure storage does not cause the migration of poor quality water.
A Managed Underground Storage Facility Permit allows for water to be discharged to a naturally water-transmissive area such as a streambed that allows the water to percolate into the aquifer without the assistance of a constructed device. All surface flows entering and exiting a managed underground storage facility must be measured at the facility boundaries in a manner consistent with the Department’s measuring device rules (R12-15-905 & 906 ).

Background: ADWR has three groundwater well data sets for the state of Arizona. The first is the entire database, the 'Wells 55 Registry', which contains all wells registered in the state. The database was created in 1980 to store registration information submitted by well owners and drillers. It contains 200604 well records. The second data set is the Groundwater Well Site Inventory (GWSI), which is a statewide database that contains well locations, construction, and water level measurements for wells that have actually been located and sampled in the field originally by the USGS and since 1990 by ADWR. The GWSI database contains 44239 well records. Of those, 23150 have a 'Wells 55 Registry ID'.
