9 | Purpose of the Transfer Post: | ||||||||||||||||||||||||||
10 | Per CFR 7 Part 250, ODE, as the distributing agency, must ensure that USDA Foods ordered in WBSCM by the Recipient Agencies are ordered and distributed in a timely manner, and only in amounts that may be utilized efficiently and without waste. | ||||||||||||||||||||||||||
11 | ODE created the Transfer Post to help transfer USDA Foods Direct Delivery items between Recipient Agencies while these products are still stored in the State warehouse and have not yet been shipped to the Recipient Agency delivery sites. | ||||||||||||||||||||||||||
12 | The USDA Foods products posted on the Transfer Post consitute opportunities for Recipient Agencies to adjust their WBSCM orders quantities before they are received at their sites: | ||||||||||||||||||||||||||
13 | . RAs posting items that cannot be used will see a decrease in their requisition quantities in WBSCM; | ||||||||||||||||||||||||||
14 | . RAs picking-up additional products by claiming posted items will see an increase their RA's requisition quantities in WBSCM; | ||||||||||||||||||||||||||
15 | Items posted are considered fully transferred when ODE approves and transfers them to other RAs in WBSCM, and ALPINE Warehouse Contractor has adjusted the RA's inventory in the Alpine Contractor's Web-Ordering system. Priority is given to RAs that have unspent entitlement balances. ODE will sometimes post surplus items here as well and it will be designated as 'ODE Surplus'. | ||||||||||||||||||||||||||
16 | ODE will check this form and initiate transfers in WBSCM at least once per week. Once the form is checked by ODE, inventory will be displayed in Alpine web-ordering system within 1-3 business days. | ||||||||||||||||||||||||||

25 | . Post only USDA foods currently stored in the state warehouse that have not been delivered to the RA and not been placed on order in the Alpine system. If you have items that have already been delivered to your sites and you cannot use them, do not post them on the Transfer Post but contact ODE to see if it is possible to transfer those to another RA depending on state availability and additional shipping costs. | ||||||||||||||||||||||||||
26 | . Do not change another RA's posting. Scroll down until you see the next available posting template. | ||||||||||||||||||||||||||
27 | . Once posted items are transferred in WBSCM, the service fees will also transfer to the RA that claimed the item. However, additional storage fees will not transfer. | ||||||||||||||||||||||||||
28 | . Do not post items that you already received as a 'transfer' from previously redistributed surplus or items claimed on the Transfer Post as we cannot transfer them again in WBSCM. Transferred items show up as 'Applied' in the WBSCM Requisition Status Report. | ||||||||||||||||||||||||||
29 | . Do not post USDA short shelf life items (USDA Cheese # 100003, 100018, 100036, 110396) as they are refrigerated items shipped to the RAs as soon as received in the State warehouse. | ||||||||||||||||||||||||||

32 | Claiming a USDA Food product item: | ||||||||||||||||||||||||||
33 | . All entries are first come, first serve. Once the state transfers the food in WBSCM and notifies Alpine warehouse, the RA will need to release the item for the next available delivery week from Alpine warehouse web-ordering when the product shows as available. | ||||||||||||||||||||||||||
34 | . RAs agree to incur standard shipping charges for the items claimed. | ||||||||||||||||||||||||||
35 | . The warehouse 60-days dwell time will start re-counting from the date it is entered in the Alpine warehouse system. | ||||||||||||||||||||||||||
36 | . Claimed items are considered fully transferred in WBSCM when approved by ODE and the State Use columns are checked and dated. | ||||||||||||||||||||||||||
37 | . Do not change the quantity claimed once ODE has approved and the State Use column is checked. In case of error, contact ode.usdafoods@ode.oregon.gov asap | ||||||||||||||||||||||||||
