This data was created by Portland State University and the Northwest Environmental Justice Center. The data was clipped to the federal 468 environment and energy programs identified by the authors (see Tab 3), and processed from https://www.usaspending.gov/ for fiscal years 2008 through April 6, 2025 (see Tab 2). All use of this data should be cited per the suggested citation below.

The authors recommend looking at FY 2010 data onward. USA Spending data for FY 2008 and FY 2009 seem more incomplete.

DATA DEFINITIONS
The column headers in tab 2 represent the grant or loan recipient type name from USA Spending ("Recipient_Type") and a broader grouping of recipient types assigned by the authors ("Recipient_Group"). The Recipient types and groupings are listed below with the letter codes from USA Spending.

The spending data for each fiscal year begins with "TotalFedAction_EnergyEnv_2008", which is the total federal obligations for a state in FY 2008 across the 468 energy and environment programs listed in tab 3. The next column "TotalFedAction_2008" is the total of ALL federal grants and loans for a state in FY 2008. The federal fiscal year runs from October 1 to September 30. No per capita information is provided, since Congressional Districts are delineated to have similar populations within a state.

For each fiscal year, the spending data is also presented in constant 2024 dollars "TotalFedAction_EnergyEnv_2008_2024$" and "TotalFedAction_2008_2024$". The spending dollars were adjusted using the GDP implicit price deflator (https://www.bea.gov/data/prices-inflation/gdp-price-deflator).
