Karen Environment SB 489Energy Transition ActIn committee (Senate Conservation Committee)NoThis bill would substantially increase the renwable portfolio standards of electric utilities and would securitize (i.e. provide a guarantee by ratepayers to lenders to PNM) the shutdown and replacement of the coal-fired power plant in the Four Corners region. Despite a number of drawbacks, including restraints on the PRC's ratemaking authority and regulatory oversight, this bill is supported by almost every environmental organization in N.M. as essential to combatting climate change. There are amendments being proposed by PRC commissioners, and we will be monitoring this process. Please stay tuned.

Rich Voters RightsHJR 6Allow Runoff Elections for State Elections. Constitutional AmendmentReported out of HSEIC as Do Pass.NoHouse JudiciaryNM Constitution currently does not permit run-offs in statewide elections (Gov., AG, SOS, etc.). This amendment, which if passed by the legislature, would go to the voters. It would allow run-offs in those elections, and that presumably would lead to (and be necessary for) the possibility of ranked choice voting in those elections.
56
Rich Voting RIghtsSB 416Redistricting ActHeld up in Senate Rules CommitteeNoPlease call Sen. Linda Lopez, committee chair, if you think you have any influence with her, and ask her to schedule a hearing. This bill would provide for a bipartisan commission to initiate any redistricting plan according to rules that require that the districts be compact, reasonably regular in shape, and not favor any particular party or incumbent.
