Analysis: What will the plans mean for frontline services and patients?Analysis: What will the plans mean for frontline services and patients?
6
Predicted size of the 'do nothing' deficit in 2020/2021As part of the STP process, the footprints were asked to calculate a counter-factual ‘do-nothing’ financial deficit for 2020/2021. Not all of the footprints have been able to do this. Some have given a different deficit prediction; some have provided no estimate at all. Unless otherwise stated the number represents the 2020/2021 ‘do-nothing’ deficit for the health and social care sectors combined. These numbers are naturally evolving and will likely have changed by the time the plans are finalised. It is also not always clear precisely what has been calculated. Some areas state that they are including their share of the national specialised commissioning deficit whilst some don't mention it.
7
Projected size of the 'do nothing' deficit based on relative population for those areas without a 2020/2021 'do nothing' predictionFor those STP footprints where a 'do nothing' deficit was not available we have calculated a projected 'do nothing' deficit based on the population size of the footprint. The calculations for this can be seen in the tab "Projected whole country deficit".
8
Checkpoint submission slide deckA record of the ‘checkpoint submission’ produced by STPs. These were produced for NHS England in April 2016, with an update in June/July 2016. 35 are publically available; hyperlinks are provided.
9
Long written planA record of any longer written plans produced by the footprints. We have located six of these (excluding the leaked material from West Yorkshire); all are hyperlinked.
10
Other relevant documentsA number of other relevant documents were found during the analysis, eg briefings to Health and Wellbeing boards or CCGs. These are often documents on the governance of STPs and not relevant to this audit. Where relevant information has been found they have been included as hyperlinks.
