Eligibility Factors
Answers to all of the following must be "Yes or N/A" in order to be considered:

1) The project is a watershed-based plan project Category 2 - New WBP, or Category 3 - Update to Existing WBP as defined in Section II OR The project is a watershed implementation project (Restoration and/or Protection) as defined in Section II.

2) Watershed implementation projects that do not address post-wildfire NPS impacts must identify an existing WBP or equivalent WBP that addresses priorities related to the project.

3) The project meets the minimum required 35% non-federal match based on total project cost. Match can be cash and/or in-kind.

4) Project must include an activity(ies) targeted at nonpoint source Education and Outreach.

5) The project does not directly implement a discharge permit requirement(s), including implementation of discharge permit application requirements or an enforcement action (specific guidance about urban stormwater runoff is in Attachment I under "Nonpoint Source Funding Opportunities" on www.npscolorado.com).

6) If the project addresses Animal Feeding Operations, a current Comprehensive Nutrient Management Plan (CNMP) must be in place; a commitment to implementing the CNMP must be demonstrated; and there must be a direct relationship to water quality.

7) The application is no longer than 15 pages (excluding section 1.0 and appendices) for watershed planning projects and 20 pages (excluding section 1.0 and appendices) for watershed implementation projects.

8) A complete application packet is submitted containing the required, applicable attachments: NPS Program Watershed-Based Plan Project Application (Attachment A) OR NPS Program Watershed Implementation Project Application (Attachment B); NPS Program Project Budget Spreadsheet (Attachment C); and Financial Risk Assessment (Attachment D). See RFA Announcement Section VI.A. for more information.

9) The application is submitted and received no later than December 5, 2025.
