Men’s and Women’s Locker rooms
2013 / 2010 ADAThe rooms listed in the “Sub-Location” column were not signed appropriately.

The restrooms and locker rooms listed had signage that did not include the International Symbol of Accessibility (ISA). 2010 ADA 216.8 requires restrooms and locker rooms be identifiable and identified as accessible with ISA signage.
In order to come into compliance, the restrooms and locker rooms included in the “Sub-Location” column should be signed appropriately to comply with 28 C.F.R. §35.163(a). Signs added must comply with 2010 ADA Standards, which are the current standards.

These restrooms and lockers rooms are required to be made compliant, and be marked with the International Symbol of Accessibility per 2010 ADA 216.8 and should comply with 703.5 and 703.7.2.1.

Signs that are added must include braille to comply with the 2010 ADA 703.3, and the height to the tactile characters must be a minimum of 48” above the ground and a maximum of 60” above the ground to comply with 2010 ADA 703.4.1.
The District will add signs to the restrooms listed in the "Sub-Location" column. Signs added will include braille, and ISA. Signs will comply with 2010 ADA Standards. Facilities Director, John SmithAugust2022

Locker Rooms9Name High SchoolMen’s and Women’s Locker Rooms2013 / 2010 ADAThese locker rooms were constructed under 2010 ADA Standards, but were not fully compliant under those Standards.

In both locker rooms, the changing bench was too shallow at 9.25” deep. 2010 ADA 903.3 requires benches have a depth of 20-24”.

In both locker rooms, the spray unit in the shower was mounted too high at 52.5” above the ground. 2010 ADA 608.5.1 requires spray units be mounted no higher than 48”.

In the Men’s locker room, the shower seat was too high at 20.75” above the ground. 2010 ADA 610.3 requires shower seats be 17-19” above the finish floor.
These locker rooms were not fully compliant under 2010 ADA Standards.

In both locker rooms, there should be a bench provided that is a minimum of 42” long, 20”-24” deep and 17”-19” high and provides back support to comply with 2010 ADA 903.3- 903.5.

In both locker rooms, the shower spray unit should be modified so that it is mounted no higher than 48” above the ground to comply with 2010 ADA 608.5.1.

The shower seat in the Men’s locker room should be modified so that it is between 17-19” above the finish floor to comply with 2010 ADA 610.3.
The District will modify these locker rooms to include:

A changing bench in each locker room that is a minimum of 42" long, 20-24" deep, 17"- 19" high and provides back support to comply with 2010 ADA Standards.

The shower spray unit in each accessible shower will be modified so that it is mounted no higher than 48" to comply with 2010 ADA Standards.

The shower seat in the Men's locker room will be modified so that it is within 17" - 19" above the floor to comply with 2010 ADA. 		Facilities Director, John SmithAugust2022

The drinking fountain did not provide a high/low option. 2010 ADA 211.2-3 requires no fewer than 2 drinking fountains in a high/low format be provided.
The drinking fountain should provide a high/low option to provide accessible options for individuals with disabilities. Auditorium11Name High SchoolAuditorium2013 / 2010 ADA

1962 / Program Access
 This auditorium was renovated under 2010 ADA Standards, but was not fully compliant under those Standards. Structural components of the auditorium such as the ramps in the aisles were not renovated and were not accessible for an individual with a disability.

An assistive listening system (ALS) was provided, however there was no signage notifying patrons of its existence. 2010 ADA 703.2.4 requires an ALS to be identified by the ISA for Hearing Loss complying with 2010 ADA Figure 703.7.2.4.

The wheelchair seating was not accessible due to the length and slope of the ramps (see finding #12). Per 34 CFR 104.21 and 28 CFR 35.150 elements must be readily accessible and usable.
To come into compliance, the School should ensure that access to programs and activities that occur in the auditorium is provided as required by federal guidance (34 C.F.R. § 104.21 and 28 C.F.R. § 35.150). The auditorium should be modified to comply with 2010 ADA Standards, which are the current standards.

There should be signage indicating the availability of an assistive listening system per 2010 ADA 703.7.2.4.

The School should consider that the wheelchair seating in the auditorium is not accessible and the ramps in the auditorium may not be accessible to all individuals with disabilities. The School should ensure that a plan is in place to assess the impacts on persons with mobility concerns on a regular basis; identify if there is a need to provide access to programs through an alternative method, and implementation of that plan. Alternative methods may include: moving activities to an alternate location, such as the main gymnasium, providing alternate access to wheelchair seating, or, providing flat wheelchair seating in the back of the auditorium. Additionally, the School should publicize the availability of services through means other than traversing the existing ramps.

If the School elects to make modifications to the existing auditorium in order to provide accessible seating, modifications must comply with 2010 ADA and comply with the following:
- Ramp segments should have level landings at the top and bottom of each ramp segment per 2010 ADA 405.7 or every 30’ maximum (405.6).
- Ramps should have slopes no steeper than 8.33% per 2010 ADA 405.2.
- Ramps should have handrails to promote safety and security per 2010 ADA 505.
Accessible seating must comply with 2010 ADA 221.2.1 and 802.1.1 which prohibits changes in level in wheelchair spaces.
The District will add signage indicating the availability of an ALS to comply with 2010 ADA Standards.

The District has elected to modify the ramp on the North side of the auditorium next to the wall. The ramp will comply with 2010 ADA Standards. Specifics are addressed in finding #12 below. Ramps12Name High SchoolAuditorium – North Center Aisle

Auditorium – South Center Aisle
1962 / Program AccessPer 34 C.F.R. § 104.21 and 28 C.F.R. § 35.150, access must be provided, which would include auditorium seating.

The ramps that were in the outside aisles of the auditorium were not measured as they were being used to store extra tables and chairs that had been removed from classrooms for social distancing. These ramps did not have handrails.

The North Center Aisle ramp was too long at 51’ without a level landing. Additionally, the South Center Aisle was too long at 44’10” without a level landing. Level landings provide an area for individuals with disabilities to stop and rest between efforts.

Both ramps lacked handrails which promote safety and stability.

Federal guidance states that the School’s programs should be accessible to and usable by individuals with disabilities in the most integrated setting appropriate, but does not require that all elements constructed prior to 1977 be made accessible (34 C.F.R. § 104.21, 104.22(a)&(e) & 28 C.F.R. § 35.150). Achieving compliance may include modifying one or both ramps, to comply with 2010 ADA, clearing the ramps that are against the outside walls and making one or both of them compliant with 2010 ADA, or providing accessible seating that does not require use of the ramps.

If the School elects to make one or more of these ramps compliant, the following modifications should be done:

Ramps should be modified to have a rise of 30” or less. Alternatively, the ramps can be modified to have a level landing between runs with less than a 30” rise between runs to comply with 2010 ADA 405.6.

Additionally, the ramps should each have a handrail that is within the aisle width for the center aisles and on the side walls for the ramps in the outer aisles per 2010 ADA 505.2. Each handrail should extend horizontally above the landing for 12” minimum beyond the top and bottom of the ramp runs. Each handrail should be 34”-38” above the ramp surface to comply with 2010 ADA 405.8 and 505. Clear floor space must also be considered allowing a clear width of 36” per 2010 ADA 405.5.

The District has elected to modify the ramp on the North side of the auditorium next to the wall to comply with 2010 ASA Guidance. The ramp will be modified to have a rise of 30" or less and/or have a level landing between ramp runs. Parking Lots13Name High SchoolNorth Parking Lot2019 / 2010 ADAThis parking lot was modified under 2010 ADA Standards, but was not fully compliant with those Standards.

The parking lot did not have any designated van accessible spaces. 2010 ADA 208.2.4 requires one van accessible space per six accessible spaces or fraction thereof.

The accessible spaces did not have any vertical signage. 2010 ADA 502.6 requires each space to have vertical signage to be 60" minimum from the ground to the bottom of the sign.
This parking lot should be modified to comply with 2010 ADA Standards.

For a parking lot with a capacity of 68 spaces, three accessible spaces are required (2010 ADA Table 208.2). Of those three spaces, one must be van accessible to comply with 2010 ADA 502.2.

Vertical signage should be added to the accessible parking spaces that includes the ISA and is mounted at 60” minimum above the ground measured to the bottom of the sign per 2010 ADA 502.6.
The District will designate the southern most accessible space as Van accessible. Since the parking lot has 3 accessible spaces, and the southern most space meets the slope, width and access aisle requirements for a van accessible space, the district will sign it as "van accessible"to comply with 2010 ADA Standards.

Parking Lots14Name High SchoolEast Parking Lot2019 / 2010 ADAThis parking lot was modified under 2010 ADA Standards, but was not fully compliant with those Standards. Per 34 C.F.R. §104.21 and 28 C.F.R. 150, access must be provided, which would include accessible parking.

There were multiple spaces and access aisles that could not be measured due to snow and ice buildup. Additionally, there were cars (with and without ISA plaques) parked in the area preventing the maintenance staff from clearing the spaces for review. The spaces and access aisles that were not measured are the following: Western most space on the North end of the parking area, the four accessible spaces (including one designated van accessible space) on the South end of the parking area, and the two access aisles on the South end of the parking area. 2010 ADA 302.1 requires accessible parking be stable and slip resistant, Additionally, C.F.R. §104.21and C.F.R. §35.151(a) require the facility be readily accessible to and usable by individuals with disabilities.

Lastly, there were eight accessible parking spaces, but only one was designated van accessible: 2010 ADA 208.2.4 requires one for every six accessible spaces, or fraction of six, must be designated as van accessible.
This parking lot should be compliant with C.F.R. 35.151(a) which requires the facility be readily accessible to and usable by individuals with disabilities. Additionally, this parking lot should be compliant with 2010 ADA Standards.

In order to come into compliance with 2010 ADA 302.1 and C.F.R. §35.151(a), the District should develop a process to ensure the accessible parking spaces are cleared of snow and ice for use during school activities. Additionally, accessible parking should be limited to individuals who have the appropriate permissions to use them.

The District should ensure that the accessible spaces and access aisles that were not measured (western most space on the North end of the parking area, and the four accessible spaces including one van accessible space on the South end of the parking area, as well as the two adjoining access aisles) are compliant with 2010 ADA 502 which requires a flat surface (less than 2.1% slope) with spaces at least 8’wide and access aisles at least 5’ wide. Van accessible space(s) should comply with the guidance listed below.

Lastly, there should be a second van accessible space added that is 11’ wide with an adjacent access aisle that is 5’ wide to comply with 2010 ADA 502.2 & 502.3. The van accessible space should also be identified with signage as “van accessible” per 2010 ADA 502.6.
The District has developed a process to ensure that accessible parking is cleared of snow and ice for use during school activities. The process includes: (insert District's process here..) Keeping the area clear is a safety priority. The maintenance team has been informed of this process and will be retrained at the beginning of the snow season yearly to maintain the process year after year.

The District will ensure that all spaces in the East parking lot that were not measured at the time of review (western most space on the North end of the parking area, and the four accessible spaces including one van accessible space on the South end of the parking area, as well as the two adjoining access aisles) are compliant with 2010 ADA and include two designated van accessible spaces with appropriate signage compliant with 2010 ADA Standards. Elevators15Name High SchoolElevator 2 - near C1112013 / 2010 ADAThis elevator was constructed under 2010 ADA Standards, but was not fully compliant with those Standards.

The elevator did not have an audible signal indicating twice for down. In addition to alerting an individual to the direction of the elevator car, this may make it difficult for a visually impaired person to know that the elevator has arrived and the door is open. 2010 ADA 407.2.2.3 requires audible signals to sound once for the up direction and twice for the down direction, or have verbal annunciators that indicate the direction of elevator car travel. Additionally, 2010 ADA 407.4.8.2.1 requires an audible signal which sounds as the car passes or is stopping at a floor served by the elevator.
This elevator should be modified to comply with 2010 ADA Standards.

The elevator should be modified to include an audible signal to indicate the down direction and signal that the elevator is arriving at the floor to comply with 2010 ADA 407.2.2.3 and 407.4.8.2.1
