2014 descriptionNational government budget at a high level (e.g. spending by sector, department etc). This category is about *budgets* which are government *plans* for expenditure (not actual expenditure in the past).Records of actual (past) national government spending at a detailed transactional level; at the level of month to month government expenditure on specific items (usually this means individual records of spending amounts under $1m or even under $100k). (Note: Just a database of contracts awarded or similar is *not* considered sufficient. A dataset that provides national level information on land ownership. This will usually be held by a land registration agency, and usually relies on the existence of a national land registration database.A detailed digital map of the country provided by a national mapping agency with key features such as official administrative borders, roads and other important infrastructure. Please look for maps of at least a scale of 1:250,000 or better (1cm = 2.5km).

2015 desciprtionNational government budget at a high level. This category is looking at budgets, or the planned government expenditure for the upcoming year, and not the actual expenditure. To satisfy this category, the following minimum criteria must be met:
- Planned budget divided by government department and sub-department
- Updated once a year.
- The budget should include descriptions regarding the different budget sections.
Records of actual (past) national government spending at a detailed transactional level; A database of contracts awarded or similar will *not* considered sufficient. This data category refers to detailed ongoing data on *actual* expenditure. Data sumbitted in this category should meet the following minimum criteria:
- Individual record of transactions.
- Date of the transactions
- Government office which had the transaction
- Name of vendor
- amount of the transaction
- Update on a monthly basis
All tenders and awards of the national/federal government aggregated by office. Monitoring tenders can help new groups to paticpate in tenders and increase government compliance. Data sumbitted in this category must be aggregated by office, updated at least monthly & satisfy the following minimum criteria:

Tenders:
- tenders name
- tender description
- tender status

Awards:
- Award title
- Award description
- value of the award
- suppliers name

List of registered (limited liability) companies. The submissions in this data category does not need to include detailed financial data such as balance sheet etc. To satisfy this category, the following minimum criteria must be met:
- Name of comapny
- Unique identifrer of the company
- Company address
- Updated at least once a month
This data category requires results by constituency / district for all major national electoral contests. To satisfy this category, the following minimum criteria must be met:
- Result for all major electoral contests
- Number of registered votes
- Number of invalid votes
- Number of spoiled ballots
- All data should be reported at the level of the polling station
Data, measured at the water source, on the quality of water is essential for both the delivery of services and the prevention of diseases. In order to satisfy the minimun requirements for this category, data should be available on level of the following chemicals by water source and be updated at least weekly:

- fecal coliform
- arsenic
- fluoride levels
- nitrates
- TDS (Total dissolved solids)
Geo location of public hospitals and health facilities with openning hours and infectious diseases rate, updated at least once a year. Data submitted in this category must include the following:
- Location of public hospitals and clinics.
- Data on infectious diseases rates in a country.
Cadaster showing land ownership data on a map and include all metadata on the land. Cadaster data submmitted in this category must include the following charateristics:
- Land boarders
- Land owners name
- Land size
- national level
- updated yearly
This data category requires a high level national map. To satisfy this category, the following minimum criteria must be met:
- Scale of 1:250,000 (1cm = 2.5km).
- Markings of national roads
- National boarders
- Marking of streams, riveres, lakes, mountains.
- Updated at least once a year.
Key national statistics such as demographic and economic indicators (GDP, unemployment, population, etc). To satisfy this category, the following minimum criteria must be met:
- GDP for the whole country updated at least quarterly
- Unemployment statistics updated at least monthly
- Population updated at least once a year
5 days forecast of tempature, precipitation and wind as well as recorded data for temperature, wind and parcipitation for the past year. In order to satisfy the minimun requirements for this category, data submitted should meet the following criteria:
- 5 days forecast of tempeture updated daily
- 5 days forecast of wind updated daily
- 5 days forecast of precipitation updated daily
- Histroical temperature data for the past year

- If applicable, all relelvant amendments to the law
- Date of last amendments
- Data should be updated at least on quartertly

If a postcode/zipcode system does not exist in the country, please submit a dataset of administrative borders. Data submitted in this category must statisfy the following minimun conditions

What is the difference between the descriptions?Adding descriptions to budget is curcial in order to understand where the budget is actually going. Having just sections title can be confusing and not clear to the public. Detailed information about the transactions. no diffrenceAdding information from NDI - polling staion level which allows for better monitoring of the elections.Adding roads and important places. The current description is too vague. Last year it was a bit ambigious and people included national census and other indicators. Here we are specifying the specific indicators. Specified data on timely (quarterly since parliament does not work all year around). Added amendment data. Specified the pullotants that need to be monitored. Timely is at least once a week, but a good datasets will check those pollutants daily.
