MPC: Cyprus is implementing the Markets in Crypto-Assets (MiCA) regulation, which became fully effective across the EU on December 30, 2024. While the regulation is now in force, Cyprus, like other EU member states, is in the process of adapting its existing regulatory framework to align with MiCA's requirements. In June 2025, CySEC formally adopted ESMA’s MiCA-based guidelines on crypto-asset transfer services, reverse solicitation, and portfolio management. From 1 January 2025, all CASPs operating in Cyprus must hold a CySEC-issued MiCA license

At the time of writing (July 2025), Greece has not yet adopted a specific national law transposing or supplementing MiCA. However, as a directly applicable EU Regulation, MiCA entered into force across all EU Member States, including Greece, without requiring formal national transposition.

The Hellenic Capital Market Commission (HCMC) is expected to issue relevant secondary measures or guidance regarding the supervisory framework, license processing, and fee structures for Crypto-Asset Service Providers (CASPs), in line with MiCA’s phased implementation timeline. Until such implementing provisions are issued, Greece operates under the directly applicable MiCA framework and existing AML-based licensing schemes for virtual asset service providers (VASPs).
MiCA entered into force at the EU level on 29 June 2023, following its publication in the Official Journal of the European Union (OJ L 150/40, 9.6.2023).
Its provisions became applicable on a staggered basis, with the majority of articles (including those concerning CASPs) becoming fully applicable on 30 December 2024, pursuant to Article 149 of the Regulation. This date marks its effective enforceability across Greece and other EU jurisdictions.
Regulation (EU) 2023/1114 comprises 166 pages in its Official Journal version (OJ L 150). This includes all 149 articles, 6 annexes, and detailed legal provisions on crypto-assets, licensing, governance, stablecoins, and market integrity.

As of July 2025, no MiCA-based licenses have been issued by the Hellenic Capital Market Commission (HCMC). Existing VASPs continue to operate under Law 4734/2020 and AML/ATF supervision, pending full adaptation of national supervisory procedures to MiCA requirements. Public data on MiCA licensing is expected after the first filings are processed post-December 2024.
Greece has not yet published a dedicated licensing fee schedule for CASPs under MiCA. However, under the pre-existing AML regime, the application processing fee for registration with the HCMC stands at €1,500.
