Activities are expected to achieve
TRL 3-4 by the end of the project

Project results are expected to contribute to all of the following expected outcomes:
- Increase availability of disruptive emerging synthetic renewable fuel technologies.
- Accelerate the readiness of cost-effective and highly performing future technologies of synthetic renewable fuels for all economy sectors.
- Reinforce the European scientific basis and European technology export potential for synthetic renewable fuel technologies.

The focus should be on the high source to product conversion efficiency, process energy efficiency and carbon emission neutrality from the overall production. Overall, proposals are expected to improve competitiveness and minimize GHG emissions in the production process. The new technologies should also address uses in fuel cells for all transport modes for electricity generation from renewable fuels used as renewable energy carriers with high conversion efficiency and low pollution, with an assessment of the sustainability and the GHG emissions which should be made based on a Life Cycle Analysis.

Sustainable micro-algae as feedstock for innovative, added-value applications

Note: This is more a synergic call that intersects with other sectors, as hydrogen can be produced also starting from microalgae. The call does not specify the final product of the technology chain, hence the potential application to clean hydrogen production.

Expected Outcome:
In line with the objectives of the Bioeconomy Strategy and the Zero Pollution Action Plan, successful proposals will facilitate the deployment of industrial systems based on sustainable bio-based feedstock. These systems will also contribute to new EU strategy for a Sustainable Blue Economy implementation and address the EC Communication Towards a Strong and Sustainable EU Algae Sector by demonstrating improved environmental performances, maximum resource- and energy-efficiency, and optimal cascading use of bio-based feedstock, aiming for ‘zero waste’ and ‘zero-pollution’ operations.

Project results should contribute to the following expected outcomes:

- Implementation of (environmentally and economically) sustainable micro-algae-based biorefinery processes.
- Availability of a broader range of micro-algae-based products meeting market requirements.
- Social acceptance of circular bio-based solutions and products.
- Decreased energy, water, nutrients and in general resource requirements for micro-algae production and processing with respect to state-of-art.
- Improved environmental impact with respect to fossil- and/or bio-based state-of-the-art counterparts (if existing).

Bio-based dedicated platform chemicals via cost-effective, sustainable and resource-efficient conversion of biomass

Scope:
Overall, bio-based platform chemicals, according to their chemical structure, can be classified as dedicated, drop-ins or smart drop-ins. There is often medium/high TRL maturity when it comes to the production of bio-based dedicated chemicals. However, cost competitiveness and the sustainability of production can often be hindering factors for further upscaling and uptake of dedicated bio-based platform chemicals.

Project results should contribute to the following expected outcomes:

- Sustainable, large-scale production of bio-based platform chemicals with dedicated chemical structures and availability of a broader range of bio-based chemicals meeting market and technical performance requirements, hence also facilitating the market uptake of bio-based solutions.
- Improved circularity and resource efficiency of bio-based value chains via practical application of circular bioeconomy, encompassing the resource- and energy-efficient, cascading use of sustainably-sourced biomass.
- Significantly improved sustainability, strategic autonomy, resilience and competitiveness of the European chemical industry and with cascading impact in other downstream sectors.
- Reduce the fossil feedstock dependence of chemicals production and/or minimising biomass imports dependencies of the bio-based industries.
- Significant improvement of environmental and safety performance across the value chain against specified fossil and/or bio-based benchmarks.
- New skilled job opportunities and investments in the bio-based sectors.

Expected Outcome:
This topic aims to enable Projects of Common Interest (PCIs) and Projects of Mutual Interest (PMIs) to be implemented within the framework of the deployment of trans-European networks in the energy sector. In particular, the call shall contribute to supporting energy infrastructure PCIs and PMIs that have significant socio-economic benefits and ensure greater solidarity among Member States, but which do not receive adequate financing from the market.

This topic refers to projects for works contributing to the implementation of a PCI or a PMI. Works in the meaning of CEF-Energy include the purchase, supply and deployment of components, systems and services including software, the development, construction and installation activities relating to the eligible infrastructure items of a given PCI or PMI, the acceptance of installations and the launching of a project.

LIFE Clean Energy Transition – Standard Action Project
LIFE-2024-CET-SAP
Objective:
This topic aims to complement the main Coordination and Support Actions (CSAs) under the LIFE Clean Energy Transition work-programme 2024, with a Call for LIFE Standard Action Projects (SAPs), co-financing action in the area of the clean energy transition with up to 60% of the eligible costs specifically addressed to support bottom-up actions by key actors of the EU energy transition.

The focus of the actions under this Call should address one of the following areas:
- Support local and regional authorities in establishing new energy agencies to support the delivery of the clean energy transition on the ground, including synergies with other areas addressed by the LIFE Programme and contributing to a carbon neutral future;
- Support energy service companies (ESCOs) in piloting and rolling-out ambitious investment and financial solutions for deep energy renovation of buildings, such as EnPC or similar contractual arrangements.
- Support financial institutions, brokers, insurers and other actors involved in the energy financing areas, as well as public-private partnerships, in developing and marketing financial products and solutions to finance investments in energy efficiency and integrated renewables.
- Support EU manufacturers of net-zero energy technologies to roll-out innovative techniques, including activities such as the identification of needs for regulatory updates where relevant (e.g. regulatory sandboxes), along with fostering collaboration with all actors in the value-chains to increase the market uptake and large-scale deployment of their clean energy solutions in line with the Green Deal Industrial Plan and the Net-Zero Industry Act.

Developing support mechanisms for Energy Communities
LIFE-2024-CET-ENERCOM
This topic aims to foster the collaboration between local/regional authorities and energy communities.

Proposals should focus on one of the two actions below:
A. Set up energy communities led by or supported by relevant public authorities aimed at supporting the achievement of local and regional energy policy objectives and actively and democratically engage citizens in investments and decision-making.
B. Develop support services for energy communities (e.g. One-Stop-Shops or other facilitation structures) supplying technical support to energy community projects by reducing the complexity of the process, simplifying decision making and stimulating the execution of projects. As a result of their work, these services should lead to local energy community investment pipelines. The design of the services is to be justified in each proposal taking into account the local context and existing support mechanisms.

Just Transition Mechanism
The Just Transition Mechanism (JTM) is part of the European Green Deal Investment Plan, to make sure that no one and no region is left behind in the transition to a climate-neutral economy. It provides support to the most negatively affected regions, and helps them to alleviate the socio-economic costs of the transition.

The JRC is the main hub of the Commission providing independent, evidence-based science and knowledge, in support of EU policies to positively impact society. The JRC offers access to its non-nuclear facilities to researchers and scientists from EU Member States and countries associated to the EU Research Programme Horizon Europe.

FCTEST, Fuel cells and electrolyser testing facilities
2019-1-MD-FCTEST
The Fuel cells and electrolyser testing facilities (FCTEST) laboratory is situated at the Joint Research Centre of Petten (The Netherlands). It was established to support developments in Regulation, Codes and Standards through the validation of testing procedures and measurement methodologies for the performance assessment of fuel cells.

The facility allows testing of low and high temperature polymer electrolyte membrane (PEM) fuel cell stacks, components and entire systems for up to 100 kW electrical power in stationary and transport applications. In addition, electrolyser cells and high temperature solid oxide cells and stacks can be tested in fuel cell and electrolyser mode.

Conditions:
Access to the research infrastructure is granted on the basis of Access Units. For FCTEST, the Access Unit corresponds to a ' Equipment day' made available for the experimental activities, and corresponds to a minimum of 8 hours of testing per day for any of the equipment listed at the call link.

Who can benefit:
The JRC opens its laboratories and facilities to people working in academia and research organisations, SMEs, and more in general to the public and private sector.

GasTeF, Gas Tank Testing Facility
2019-1-MD-GASTEF
The Gas Tank Testing Facility (GASTEF) is located at the Joint Research Centre of Petten (The Netherlands). It is dedicated to perform safety and performance evaluation of full-scale high pressure tanks used to store hydrogen (H2) or natural gas (CH4).

Conditions:
Access to the research infrastructure is granted on the basis of Access Units. For GASTEF, the Access Unit corresponds to ' Weeks', which correspond to the time necessary to the preparation and execution of a testing campaign to full-fill the objectives of the project. For example a typical H2-cycle test of 1000 cycles takes approx. 5 weeks plus leak tests. Permeation tests of at least 500 hours, will take a minimum of 4 weeks. Experimental campaigns on tanks refuelling might take from one to several weeks depending on the number of conditions to be tested.

The European Clean Hydrogen Alliance was set up in July 2020 to support the large-scale deployment of clean hydrogen technologies by 2030. It brings together renewable and low-carbon hydrogen production, demand in industry, mobility and other sectors, and hydrogen transmission and distribution. Its members come from industry, public authorities, civil society, and other stakeholders.

Project pipeline of the European Clean Hydrogen AllianceTo facilitate investments in clean hydrogen, the European Clean Hydrogen Alliance has prepared a pipeline of viable investment projects.
The project pipeline provides an overview of hydrogen projects, helps create integrated European hydrogen value chains, and profiles projects, in particular with investors.
The pipeline now includes over 840 projects from all parts of the value chain, including:
- hydrogen production
- transmission and distribution
- applications in industry, transport, energy systems, and buildings

Nature of the contract: services

The Clean Hydrogen JU is planning to launch a tender to set-up and run a ‘Hydrogen Valleys Facility’ aiming at accelerating the number of hydrogen valleys in Europe. The facility will include project development assistance to support Hydrogen Valleys at different level of maturity. Whilst the focus will be on European countries, such project development assistance may be extended to third countries, in line with the Commission policy priorities.

Based on their prosperity, all regions and Member States will concentrate the support on a more competitive and smarter Europe (Policy Objective – PO 1), as well as greener, low-carbon transitioning towards a net zero carbon economy and resilient Europe (PO2), through the mechanism known as 'thematic concentration'.

Operations under the ERDF
are expected to contribute with 30% of the overall finance to climate objectives.
To check with national designated managing authority, that provides information on the programme, selects projects and monitors implementation.

All regions and Member States (MSs) will concentrate at least 30% of their allocation to PO 2 and:
- More developed regions or MSs will dedicate at least 85% of their allocation to PO1 and PO2;
- Transition regions or MSs at least 40% to PO1;
- Less developed regions or MSs at least 25% to PO1.
All regions and Member States will also concentrate at least 8% of their allocation to urban development that will be delivered through local development partnerships with different tools.
