We are on the back side of a hill, and Elevate has reached surrounding areas, so we are constantly hoping it will come by our home on 5850 road soon. When service goes out, I spend at least 45 minutes to an hour and a half with multiple people trying to get the internet up again. The service is horrible. We depend on the internet for cell reception as well. When it goes down, I have to stand next to one window where we still have a little luck getting a call through. I also work from home now doing accounting. When I have a payroll to run, this can get very frustrating when the internet is not reliable. I have heard good things about Elevate, and I truly hope we can get it at our home soon. We depend on the internet for so many things, and I am sure the surrounding neighbors and businesses would agree. Having one option at this present time is not good. In being the contact person for the residents for our broadband project, many circumstances, including the isolation required during the current pandemic, have enforced our need for better communication. Remote learning for students, remote working for many workers and ordering supplies online have re-enforced our need for better internet access. However, there are many on-going needs not affected by the current health crisis. I heard from several residents who are disabled veterans who could teleconference with their health care providers, but due to lack of a functioning internet, must drive over 50 miles each way, or find someone to take them, just to TALK to their doctors at the VA. The same is true of many of our widowed seniors living alone. We owe our veterans better than this. We owe our COMMUNITY better than this. This is only one example, though one of the the more heart-wrenching, of the calls I received. Many dealt with the need for remote learning and working. Many were needs not related to, or only enhanced by the pandemic, such as our veterans and seniors. Attending Zoom meetings for our remote workers, our members of the Chamber of Commerce, our HOA, our non-profits, our students or even communicating with family members at this time is not possible for most residents. Even cell phone service, which would be a less desirable alternative, is spotty at best. I do not have cell service at my own home. What happens if you have an emergency and do not have a land line? My land line is over $70/month and cell phone access even higher. We have many seniors who simply cannot afford the luxury of insuring their safety by having a landline and seniors are a high percentage of our population, both in our large subdivision and the county as a whole. I am definitely not getting a good value for my money with the current internet provided. I am also very concerned about 5G and do not want any of that near me if I can help it, which is another reason the fiberoptic cable would be awesome. We have several satellite companies available, however most of them do not have a tower accessible in my area, plus there is a huge lag time when doing zooms or online training. I live in the country so my options are very minimal as I have stated, so this would really be a blessing and greatly appreciated. My husband and I are retired and moved to the Montrose, CO area 16 years ago. We live approximately 5 miles south of the city limits (Uncompahgre Grant Zone) and have struggled to acquire decent internet service since moving here. When we heard DMEA/Elevate planned to provide a fiber optic solution to our internet issues, we quickly pre-registered. Unfortunately, that was several years ago and their network build-out has not yet included our area. We are currently paying $51/month for an internet speed of 10Mbps/3Mbps. As you can see from the attached speed test, the actual speed we get is much less. We have tried other local internet services, with no improvement. Century Link internet offers 10Mbps/1Mbps for our area, with no guarantee those speeds will be achieved. Reliability is also an issue for us. Several times a year, our internet goes down completely – for a few minutes or a few hours or a few days. We use the internet for online banking, access to credit card and insurance statements/info, access to investments, online shopping, online doctor visits, filing taxes, reading news, playing online games, and staying in touch with friends and family. Speed and reliability are very important to us, especially because so much of our financial activity is conducted via the internet. The area south of Montrose has grown tremendously since we came here in 2005. New businesses have opened and higher-end homes and subdivisions have been built (and are continuing to be built) within the Uncompahgre Grant Zone. To support this grant request, we have submitted multiple support letters from our neighbors and from local school and business owners. We have also spent a great deal of time collecting and documenting speed tests all over the neighborhood – many times in significant lower or lack of connection speed with the self reported data delivered to OIT. As you are well aware, the lack of true broadband internet access can provide a disadvantage to rural communities. The ability to access basic needed information requries good access to the web. Capabilites for telecommuting, continued education and healthcare are becoming more and more of the norm in today’s world, amplified by the current pandemic. Many of our residents have been placed ina position of working remotely or not having employment and our children are struggling to participate in extended learning programs to keep up with their studies. Our current internet access for most of the neighborhood is so poor that it is impacting the future opportunities for our youngest generation. We hope that you will consider our grant for funding to help our community move forward. The grant request for our neighborhood provides the largest deployment in the grant process servicing approximately 1,200 homes and several business locations. This will provide high speed Internet to more homes and residents that most of the other applications combined, so funding this grant can go a long way to supporting the initiatives from the Governor to bring this technology to as many rural homes as possible. As you begin the process of reviewing the applications for broadband in our communities, I ask that you consider the offerings that can provide a scaleable solution for high speed access now and for the future. I know that many of the service providers are capable of delivering the minimum requirements for broadband to some of our neighborhood, but based on all the time I have spent working with our neighbors to help roll out this initiative, I can tell you that the consistent performance and the ability to expand beyond the minimum speed expectations are at best questionable.
