Our granddaughters have not been able to count on being able to complete homework assignments and we’ve had issues with virtual medical visits as well as sending emails out. They promised our speed would be 20 and it is only 1.5. Everyone in the area has this problem. If you complain to centurylink they won’t do anything. Impossible for kids to get their online school done or to work from home. It would be nice to have an option that actually delivers what was promised.Member of the public

Updating the neighborhood infrastructure and providing access to the fiber at the entrance to our neighborhood would greatly increase re-sale value for our homes and provide a much needed boost to the efficiency of residents that work from home, such as myself. Please approve funding of this initiative!Member of the public

3/12/21 14:15UnknownForce BroadbandAs we live in the foothills near Monument, CO and are not serviced by Comcast or any other internet service, we have very poor internet connectivity. We have tried dial up and other internet services with less than adequate upload and download speeds. We are not in the line of sight of the Force Broadband towers and the only solution seems to be a fiber cable to be able to connect with Force. In order to get online in this modern society to pay bills, get news and weather coverage, entertainment, security links, and basic internet communication, we require a better broadband system.

Today, 3/13/21 at about 2:15pm I had 14.6 down and 3.9 up. Not bad. I wish it were always that good. My husband and I are entrepreneurs working from home. There are days we can't both be on a Zoom call with a strong connection. I'm unwilling to lead webinars, something that would help my business grow, because of the unreliable nature of our connection. We need a reliable, affordable connection. I do not understand why people north of us (Kings Deer) have fiber and people south of us (Flying Horse) have fiber, and we do not. Currently our only option is Century Link which sometimes gives us their maximum 12 mbps. It is poor service at best! It takes forever to get things done and connections are constantly being interrupted. Please allow Force Broadband to expand to my residence. Our service is inadequate and also affects the value of our home as people do not want to live in a “left behind” area like ours. It would very much impact our lives in a positive way to have proper internet service in our area.Member of the public

We have been able to obtain faster connectivity wirelessly but this has not been as reliable. I am a radiologist and I have 2 high school students who now attend school online due to Covid. Slow/less than reliable internet service limits our ability to work and attend school from home. Having very reliable hard wire access of 100 MBps would be very helpful to us for both work and school. Thank you for your time.Member of the public

We are very much in need of a better internet service. Currently working from home, internet is very spotty and slow, I get kicked off a lot. It would be great to have a reliable service. I have been down several times, unable to work, bank or pay bills. Streaming movies is ok, usually only one tv, laptop at a time. I’ve been paying 15Mbps, and only receive 10Mbps. I pay over $80 a month. After COVID-19, I was able to work remotely but, I ended up losing my job. I didn’t have the internet speed to keep up with my work, plus my connection kept dropping. I have wanted fiber optics, for years, because I moved here from NY. I never thought I would be a possibility out here. But now that there is, it would be amazing with getting a job, kids the school In a rural area a grant like this, is most beneficial, for families & children. We have lived in this area for 5 years struggling with the equivalent to dial up internet making it challenging to meet the expectation of work and my children’s education. This was amplified when COVID restrictions hit and my children were completely on line. We have had to get unlimited data on our phones to accommodate which has been a higher financial burden. Please allow us to have internet that accommodates our needs and our children’s needs.Member of the public

We have been anxiously waiting for an upgrade in our internet service. Even though we are right in the middle of this valley, we have really slow service. I currently have 3Mbps internet. I did a test on my speed today and this is the results: Ping 27ms, Download 9.6 Mbps, Upload 0.7Mbps. I called a few months ago to see what could be done and they tried to give me faster service but this is the best they could do for me. Our biggest issue is trying to connect our TV and other devices to the internet. We frequently have to restart movies from the internet. I hope that we are able to get fast and dependable service soon.Member of the public

Currently my household uses Rise Broadband. We pay for 25/5 and on average get service of 12/2. I am a nurse and 98% of my job I am able to do from home. Having a reliable internet connection is vital for my family. Every day I need to use a VPN and weekly I host Zoom meetings. During the pandemic, it has been even more important that I stay connected to the team that are taking care of patients and provide them safety and updated data. Please approve the grant for East Mesa Grant Zone so that I can have a more stable and faster connection. This would mean less dropped connections and interrupted meetings. Ultimately leading to information that will provide better patient care here locally.Member of the public

My family has been waiting for reliable internet for a few years now. I just made it through 3 1/2 years of online school to finish up a degree. It was nothing less than painful every time the internet would go out for hours when I had a deadline. The speed is lacking as well. We are on the back side of a hill, and Elevate has reached surrounding areas, so we are constantly hoping it will come by our home on 5850 road soon. When service goes out, I spend at least 45 minutes to an hour and a half with multiple people trying to get the internet up again. The service is horrible. We depend on the internet for cell reception as well. When it goes down, I have to stand next to one window where we still have a little luck getting a call through. I also work from home now doing accounting. When I have a payroll to run, this can get very frustrating when the internet is not reliable. I have heard good things about Elevate, and I truly hope we can get it at our home soon. We depend on the internet for so many things, and I am sure the surrounding neighbors and businesses would agree. Having one option at this present time is not good. Please consider this area for a grant.Member of the public

A previous provider advertises "Unlilimted high-speed internet". 25mbps download/3mbps upload, and 1mbpsupload/download when you've used the GB package that you've paid for, is (to myself), neither high-speed nor unlimited. With our current provider, our connection drops 2-3 times/week, if not 2-3 times/day. Speed is around 25mbps download/5mbps upload.
While searching for at-home employment, the employers require at least a 100mbps connection, which we currently have no access to.
We have 3 adults in our household, and no less than 10 connected devices. This impacts connectivity, and connection speed.
Having access to 1gbps speeds would be a godsend.		Member of the public

1/21/21 21:19W-2021-04South Park Telephone - Burland Subdivision Phase IAs someone within the service area who works in the telecom industry (RingCentral) and works from home I need solid, reliable internet with extremely low latency. There are three people using the internet at my home, and while I am currently able to get service from Neteo, wireless service is not the ideal solution for VoIP and video chat. We also game regularly, and have run into issues with latency there as well.

I am very much for both this, and the larger service area being approached by South Park Telephone. While I may be lucky enough to have fairly reliable wireless connection, many of my neighbors struggle to get online at all.		Member of the public

Our home, 193 Long Ridge Drive in Burland Ranchettes, has issues with trees blocking line of site to the towers on Mt. Bailey. CenturyLink is on our road, but my house does not have a hook up, and will not provide construction to connect me. Rise Broadband will only install if my neighbors cut their beautiful trees, which I would not dare ask them to. Neteo is currently providing us access, but it bounces off an antenna from our neighbors house WITH THE NEIGHBORS PERMISSION. Additionally, because the access is bouncing off an antenna, the speed is significantly slower. If my neighbors were to move, I would not have any internet at my home.Member of the public

Century Link will not even consider adding any new internet connections in the Burland Ranchetettes area. Thus we are stuck with satellite internet providers. We had Viasat for a few years, but found Hughes net was a little less exorbitant and a little faster. At least it was. Ever since the pandemic, though it has been totally unreliable when trying to upload large files. I work from home and currently have to go to the library to upload videos that I create for my company. Often times I cannot even attach a 2mb file to my email much less send a large video file to a shared drive. I cannot even imagine the nightmare of trying to do distance learning up here!Member of the public

3/16/21 19:20W-2021-04South Park Telephone - Burland Subdivision Phase II am in full support of the broadband application by South Park Telephone to build out a fiber network and then offer broadband service into the Burland area of Bailey. I agree with all the pricing for connecting and the monthly service fee. I am impressed by South Park Telephone level of communications with me and the plan they came up with for this project. I look forward to having high speed internet service from South Park Telephone in the future.

I use internet for my work, tele-medicine, Staying connected with elderly family members, online learning, self-development, entertainment, research topics, and get educated on current events. I need something faster and more reliable than I have now. I currently have Neteo which seems to go down at random times or goes down for network maintenance a lot. I used to Century Link for my broadband and that was worthless. It promised 1.5 MB but I would be less than 150KB.		Member of the public

In being the contact person for the residents for our broadband project, many circumstances, including the isolation required during the current pandemic, have enforced our need for better communication. Remote learning for students, remote working for many workers and ordering supplies online have re-enforced our need for better internet access. However, there are many on-going needs not affected by the current health crisis. I heard from several residents who are disabled veterans who could teleconference with their health care providers, but due to lack of a functioning internet, must drive over 50 miles each way, or find someone to take them, just to TALK to their doctors at the VA. The same is true of many of our widowed seniors living alone. We owe our veterans better than this. We owe our COMMUNITY better than this. This is only one example, though one of the the more heart-wrenching, of the calls I received. Many dealt with the need for remote learning and working. Many were needs not related to, or only enhanced by the pandemic, such as our veterans and seniors. Attending Zoom meetings for our remote workers, our members of the Chamber of Commerce, our HOA, our non-profits, our students or even communicating with family members at this time is not possible for most residents. Even cell phone service, which would be a less desirable alternative, is spotty at best. I do not have cell service at my own home. What happens if you have an emergency and do not have a land line? My land line is over $70/month and cell phone access even higher. We have many seniors who simply cannot afford the luxury of insuring their safety by having a landline and seniors are a high percentage of our population, both in our large subdivision and the county as a whole.
PLEASE support our grant to make our area safer and part of the world as a whole.		Member of the public

We have very limited options for internet in our area. We currently pay $75+ for speeds as low as 15 mpbs. Our internet has been very limited with constant drops, interference and disconnections. This makes it almost impossible to work from home. In addition to this we are currently homeschooling a junior high and elementary student. With these internet problems is has been almost impossible. During the spring and summer of 2020 we also had a college student return home from campus because of covid and needed to finish his classes online. This was very challenging to have all of us from home trying to use poor internet.
Our property backs up to HWY 550 and recently Elevate ran the fiber cable on the power poles right behind our house. We are eagerly waiting for Elevate Fiber to provide us with better, more consistent high speed internet at our house so that we can more efficiently use the resources for our home school children. I pay 65.99 monthly for that access. It becomes a serious issue when our internet phone can no longer be used because the internet is down. Sometimes calls are interrupted during the call which is extremely frustrating. We have a TracFone which we use only during such times. No cell phone. We have been looking forward to Elevate since we first heard about it. Our mbps is 15.41 for download and 4.14 upload. Not too slow, but certainly could be faster. We hope you will consider giving this grant to Elevate so the entire county can have a more efficient and faster internet serviceMember of the public

I am currently paying for 10 Mbps download and rarely get over 7, usually about 5. I am paying for 5 Mbps upload and only have about 2. I have repeatedly complained to my provider, but it doesn't get any better. The slow and intermittent service causes my problems when trying to participate in a zoom meeting; large time gaps where I miss the information to do my job. The current internet service also causes problems with buffering while I'm trying to watch TV. Service is often just off for hours while I make many calls trying to get them to figure out the problem and fix it. I am definitely not getting a good value for my money with the current internet provided. I wholly support DMEA/Elevate getting a grant application for my area (about 5 miles south of town, just off Hwy 550 and a couple of blocks north of Uncompahgre Road) so that I can have access to fiberoptic service. Before I moved to Montrose, I had access to fiberoptic service and know what a benefit it will be for me. Please approve their application.Member of the public

In addition, we can experience several dropouts during the day. These dropouts interfere with meetings that we are participating in for various groups and organizations in Montrose. We also receive our TV over the internet and experience signal dropouts several times a day. We originally had a lower MBPS service option through our provider but it was inadequate for our TV and meeting requirements. We upgraded to our current level of service in Sept. 2020 at double the cost which is $50 per month. We've considered other providers and even had another provider come and look at our options. We strongly support this application which will result in a much improved internet function for our newly built residence in the proposed service zone. My wife and I maintain separate out-of-state business commitments that require reliable web-based communications. In addition, I serve on the board of directors of a large foundation and of a county board of health which require frequent communications. And, during this period of COVID-19 social isolation, when our grandchildren are with us, their school ZOOM meetings also need web access of a predictable quality.

I have full confidence in the product offered by DMEA. ELEVATE once available to our area, will offer what is needed to perform all these tasks.

We look forward to years of pleasant and active retirement in the Montrose area.

My work flow is constantly disrupted and internet based phone calls are constantly breaking up because of the slow internet service. I have called my internet provider multiple times but usually nothing changes. And have also looked into using someone else. They tell me 25 mbps is the best i can expect. I expect more for the $80/month I am paying. I paid much less and had 100 mbps before I moved to this location. So I hope you approve this application and do so quickly. I work from home and the ONLY internet service I can get here is through Century Link which is my phone provider and it is only 1.5 GB. Because I work from home I do a lot of Zoom presentation and also have a lot of live training webinars and much of the time I get buffering because my speed is soooooooo slow. Sometimes I cannot even get connected. This is incredibly frustrating especially when the pandemic started and so many of my neighbors were on line, my speed was so slow I could hardly work. PLEASE, PLEASE PLEASE award this grant as I have been waiting for Elevate for 2-3 years and I am very desperate! I am also very concerned about 5G and do not want any of that near me if I can help it, which is another reason the fiberoptic cable would be awesome.

We have several satellite companies available, however most of them do not have a tower accessible in my area, plus there is a huge lag time when doing zooms or online training. I live in the country so my options are very minimal as I have stated, so this would really be a blessing and greatly appreciated.

My husband and I are retired and moved to the Montrose, CO area 16 years ago. We live approximately 5 miles south of the city limits (Uncompahgre Grant Zone) and have struggled to acquire decent internet service since moving here. When we heard DMEA/Elevate planned to provide a fiber optic solution to our internet issues, we quickly pre-registered. Unfortunately, that was several years ago and their network build-out has not yet included our area.

We are currently paying $51/month for an internet speed of 10Mbps/3Mbps. As you can see from the attached speed test, the actual speed we get is much less. We have tried other local internet services, with no improvement. Century Link internet offers 10Mbps/1Mbps for our area, with no guarantee those speeds will be achieved.

Reliability is also an issue for us. Several times a year, our internet goes down completely – for a few minutes or a few hours or a few days.

We use the internet for online banking, access to credit card and insurance statements/info, access to investments, online shopping, online doctor visits, filing taxes, reading news, playing online games, and staying in touch with friends and family. Speed and reliability are very important to us, especially because so much of our financial activity is conducted via the internet.

The area south of Montrose has grown tremendously since we came here in 2005. New businesses have opened and higher-end homes and subdivisions have been built (and are continuing to be built) within the Uncompahgre Grant Zone.

Please approve the Delta Montrose Electric Association – Uncompahgre grant application W-2021-05 and help us finally have access to faster, more reliable, reasonably-priced internet service.

3/11/21 13:48W-2021-06Plains Communication Services LLCRebeltec Communications LLC currently offers services to both the Stratton and Bethune communities with broadband packages meeting and exceeding the FCC's 25Mbps downstream and 3Mbps upstream benchmark. We have offered these broadband packages for several years now and have regularly reported to both the FCC through Form 477 and to the Colorado Broadband Mapping Program detailing service offerings in these areas.
Funding this fiber project to the towns of Bethune and Stratton, in my opinion, may not be the best use of DORA funds. Those funds may be better utilized by being distributed to communities, that by definition, are truly unserved or underserved. According to the State and FCC’s Broadband Map, as well as knowing the other incumbent providers in these two communities that we serve, there are multiple internet providers that are already providing advertised broadband speeds of at least 25Mbps/3Mbps or higher such as Viaero Wireless (Cellular), Centurylink (DSL) and Rebeltec Communications (Fixed Wireless), as well as several satellite providers. With constant continual advancements in this industry; satellite, cellular and fixed wireless are capable of providing speeds well above the FCC's definition of broadband. This Grant applicants current advertised pricing in neighboring areas, for service packages that meet the FCC's 25Mbps downstream and 3Mbps upstream benchmark, are very comparable to existing incumbent providers pricing for services that also meet or exceed the FCC's benchmark, in the Stratton and Bethune communities. I am someone who works from home using the internet and has another two people in the home who stream regularly. Fiber to the Home would be the best solution to meet our internet needs. While today I am able to get adequate internet from Neteo via wireless, many of my neighbors struggle to get any connection at all. This is a "bedroom" community where a high percentage of the people commute to jobs in Denver. The only homes in this area that are capable of download speeds of over 20MPS are either very close to a CenturyLink point of presence or are served by satellite systems, which have a lag that prevents operation of corporate VPN systems. These systems are critical to those who need to work from home on days the roads are closed because of weather or rock slides, or to those forced to work from home for many months due to COVID closures.

In addition, good internet is essential to the rising trend of telehealth and the increasing number of families doing on-line schooling. This grant will enable over 1,000 homes to receive acceptable internet coverage not just today, but for years into the future using fiber technology. Although this may be one of the largest applications you have considered, I urge you to approve it in order to assist thousands of people join the internet age.		Member of the public

Our home, 193 Long Ridge Drive in Burland Ranchettes, has issues with trees blocking line of site to the towers on Mt. Bailey. CenturyLink is on our road, but my house does not have a hook up, and will not provide construction to connect me. Rise Broadband will only install if my neighbors cut their beautiful trees, which I would not dare ask them to. Neteo is currently providing us access, but it bounces off an antenna from our neighbors house WITH THE NEIGHBORS PERMISSION. Additionally, because the access is bouncing off an antenna, the speed is significantly slower. If my neighbors were to move, I would not have any internet at my home.Member of the public

I appreciate your time and dedication to helping deploy broadband Internet to our communities. For many of us in the Burland community, we struggle with the ability to connect to the Internet with a reasonable level of service to allow the needed connectivity to support today’s world. Like several others in our neighborhood, I currently particiapte in our local efforts to help bring this broadband solution to our community by partnering with the folks at South Park Telephone (SPT). To support this grant request, we have submitted multiple support letters from our neighbors and from local school and business owners. We have also spent a great deal of time collecting and documenting speed tests all over the neighborhood – many times in significant lower or lack of connection speed with the self reported data delivered to OIT.
As you are well aware, the lack of true broadband internet access can provide a disadvantage to rural communities. The ability to access basic needed information requries good access to the web. Capabilites for telecommuting, continued education and healthcare are becoming more and more of the norm in today’s world, amplified by the current pandemic. Many of our residents have been placed ina position of working remotely or not having employment and our children are struggling to participate in extended learning programs to keep up with their studies. Our current internet access for most of the neighborhood is so poor that it is impacting the future opportunities for our youngest generation. We hope that you will consider our grant for funding to help our community move forward. The grant request for our neighborhood provides the largest deployment in the grant process servicing approximately 1,200 homes and several business locations. This will provide high speed Internet to more homes and residents that most of the other applications combined, so funding this grant can go a long way to supporting the initiatives from the Governor to bring this technology to as many rural homes as possible.
As you begin the process of reviewing the applications for broadband in our communities, I ask that you consider the offerings that can provide a scaleable solution for high speed access now and for the future. I know that many of the service providers are capable of delivering the minimum requirements for broadband to some of our neighborhood, but based on all the time I have spent working with our neighbors to help roll out this initiative, I can tell you that the consistent performance and the ability to expand beyond the minimum speed expectations are at best questionable.
Thank you for allowing me the opportunity to share my thoughts in support of this grant proposal. SPT has been a very supportive partner in helping bring this solution to our neighborhood and we hope that you will find us a worthy recipient for the grant monies that are part of our proposal.

So many people and children are using the internet for work, school, Doctor visits, entertainment and we need better internet. It also could help with less traffic on the US 285 Hwy, especially in the winter with our mountain roads becoming icy and dangerous. Not to mention the summer months when traffic is the worst. You can be sitting in traffic for hours for people wanting to go camping. I use internet for my work, tele-medicine, Staying connected with elderly family members, online learning, self-development, entertainment, research topics, and get educated on current events. I need something faster and more reliable than I have now. I currently have Neteo which seems to go down at random times or goes down for network maintenance a lot. When my family is here and it seems during the pandemic we have significant slow downs. We stream NETFLIX etc and use the internet quite a bit. People are turning more and more to streaming services and cutting the cords, so to speak. We have AT&T as our cell carrier and we have to use WiFi calling as a supplement down here because we do not get great service. While I don’t want to put anyone out of business, it would be nice to have more choices for better internet services. As more people are moving to our area, building, remodeling etc., I feel that it is even more crucial to get the ball rolling as soon as possible. Please consider DMEA for this grant. Elevate has been promising to deploy fiber for many years but our area is so rural it unlikely to ever happen. We are located just 12 miles from downtown Montrose and I am sure there are hundreds of homes in this area in the same situation.

I work remotely as a Software Engineer and my position is dependent on a strong & reliable WiFi connection. My only current internet option costs me over $100/month for speeds that are typically less than 25 Mbps/3 Mbps and are not reliable as I regularly lose my signal during video meetings along with any sort of inclement weather. I also have to rent an office at a shared working space for times when my internet goes down or the signal is too weak to participate on video calls. Having access to reliable fiber internet would be an absolute game-changer for me as it would alleviate my only challenge/concern living in this beautiful area - strong reliable internet.Member of the public

Also, my physician wife finds it difficult to send documents and communicate with patients via her computer based electronic system (prefers to not allow her patients to see her personal cell phone number). A grant to allow for reliable internet service from this outstanding local utility would be a godsend for this area which is close to town but not yet far enough to be totally rural. We have two teenagers trying to do online school from home, and our current internet provider is cell-based (Rise Broadband) and we have frequent outages, problems with speed, long wait time for repairs to the cell tower. In addition to being very unreliable, our service is not affordable compared to what communities like Glenwood, Carbondale, and Montrose have. This makes it very difficult for our children to keep up their schoolwork and assignments without falling behind or getting bad grades. While we love having internet for fun things, like streaming videos or chatting with friends, it is imperative that we have something reliable and affordable for educating our children during a pandemic!
