27	Construction documents			- Post Referendum design and construction schedule is a concept based on the following assumptions:
28	Trade package bidding & Preperations			- Referendum is a capital question with the goal of completing the majority of work within four years of a successful referendum.
29	Contruction			- Concepts for each school are sufficiently developed to begin schematic design immediately after a successful referendum.
