Regarding the cumulative shortfall the council said: Yes - the level of the shortfall difficult to quantify at this stage, we are still in the Covid recovery phase and the impact on budgets, even in the current year, will not be known until later in the year. Going forward, over 22/23 – 23/24, we have a new Scottish Government which has made commitments on Health and Education, so until the next financial settlement the impact on other local government budgets won’t be clear.

Regarding the cumulative shortfall for 23/24 the council gave this response: Again, this is a slightly difficult area because I would imagine most councils’ financial forecasts became fairly redundant around this time last year. Officers prepared a briefing for members that anticipated various scenarios, dependent on a range of government funding positions and pay awards – however, this had to be done prior to knowing the Treasury allocation to the Scottish Government and the Scottish Government allocation to local government.
Taking the central scenario, which was thought to be the most likely, the estimated budget gap was 38.2m in 22/23 and 38m in 23/24. However, for context, it also predicted a 36.3m shortfall in 21/22 – which, as noted above, reduced significantly by the date of the budget setting.
