First of all, fisherman will be forced to discard many unnecessary hog fish secondary to the increased size, especially in more shallow waters where some commercial boats harvest. This in turn will decrease the overall population of the hog fish. Secondly, the increase will likely cause a decrease in the amount harvested therefore hurting consumers who purchase hog fish regularly. 14" is a good number.
16" is too much, there will be a large amount of by catch from fisherman, because the majority of hogfish die after being caught on hook and line, that are released.
Please consider 14" as a new size limit.

I have been a recreational/commercial diver fisherman on Florida's West coast for going on 38 years now. I have never seen as many hogfish as I have seen in the last 5 years. Hogfish are neither overfished nor are they under too much fishing pressure. I like the idea of a small size increase (14") in order for the species to get another breeding cycle but anything more than that is un-necessary and will hurt fisherman unnecessarily.

Considering they are not overfished I can't support that just for state consistency. Especially with all the closures and restrictions on troubled stocks. Snook size limits are different in parts of Florida, redfish and trout bag limits are too. Hogfish should be as well.
My recommendation would be go with the reef fish AP recommendation of 14 inches.

I fully support a new hogfish size limit of 14 inches.
I feel this size is scientifically supported by the research of Dr. Angela Collins who has shown that Gulf Coast Hogfish in less than 100 feet of water make their sexual transition to male at around 350 mm (13.77 inches).

Hogfish in the Gulf of Mexico are neither over fished nor undergoing overfishing. Therefore, there is no reason to make the dramatic size limit increase to 16 inches. I believe going to a 16 inch limit would reduce the shallow water hogfish harvest by as much as 80 %

I also know that hogfish caught on hook and line in water deeper than about 35 feet will expel their air bladder out of their anus unlike grouper that expel their airbladder orally. I think this makes hogfish suffer a high discard mortality. Raising the size limit to 16 inches would mean that most of the hogfish caught on hook and line between the size of 14 and 16 inches would simply be wasted.

More research on dead discard mortality is needed before size limits are raised beyond the size of most commonly caught fish.

Third, I do not think it is right to make rules for such a huge part of the gulf since by your reports Hogfish are not in any danger of overfishing here in the eastern Gulg.
Lastly, I believe if you must increase size limits on these fish that you should do so in smaller increments instead of a 4 inch increase right away. We did this with Amberjack and so far it has been a disaster in this area.
I do not think these fish are in any danger whatsoever and I strongly urge the council to take different action.

If harvest needs to be lowered it needs to come off of where it makes a real difference and that is off commercial fisherman IFQ. I have mated for commercial fisherman and I understand they need to make a living, but there are plenty high yield fish that don't have IFQ like mangrove snapper which get a good price per pound. Also if you are so concerned about them making a living then stop allowing more and more people to become commercial fishermen. Recreational fisherman contribute more to conservation then commercial, but we all know that if you limit commercial fishermen's catch, then you can't tax that fish 3 times by the time it gets to the consumer like what you do now. You are now proposing limits on hogfish which are not being over harvested, except maybe by commercial fishermen who spear like me. We need recreational fishermen as they buy boats, equipment etc at a much higher rate per pound of fish caught than commercial fishermen do. Think about that ratio. Due to lack of hurricanes and mild winters there are plenty of Hogfish off the west shore of Florida in the Gulf of Mexico. I have been diving since 1976 and there are presently more hogfish in the areas that I dive Sarasota to Crystal River. If you raise the limits above 14", the ,many line fisherman that have targeted hogfish, due to the many other closures, these "undersized" have a very low survivability due to the anal expansion of their air blatter. If you increase the size, your actions will just cause more fish to be "waisted".

I am a diver and take my 5 year old son hog/snapper/grunt fishing and we stay in the shallower water for this fishing 80ft or less, we don't catch many fish over 16" and we would be putting most of our catch back in the water if the size is moved to 16". That will take the fun out of going as my son loves to eat what we catch when we get back. I agree a 12" hogfish is to small normally only keep them if they are 13 inches or bigger so a 14" size would be a good size for our area here on the west cost. An increase to a 16" hogfish is an invalidated and unnecessary limitation that would impact both the rec and commercial anglers, as well as local economic activity.

I support an increase to a 14" min fork hogfish, even though the stock is not suffering. It would increase the overall stock size over time.

If a diver chooses to shoot a hogfish with a powerhead, then let them have that choice. I've never heard of anyone that has needed to yet, but it hurts nothing in allowing it, and the catch is still the same.

A defined separation of rules and management between the Monroe county Florida keys, and west coast gulf stock needs to take place. There is no reason, scientifically or otherwise to include all fisherys under one umbrella for management, different rules need to apply for different areas.

The West coast Gulf requires an actual accurate stock assesment that can prove the factual numbers and not just base it off scientific algorithms.

Anecdotally speaking, the area south of Naples is substantially overfished for hogfish. However, things are trending that direction on the west coast as well. Furthermore, from a consumer standpoint, you simply do not derive sufficient subs finance from a 12" hogfish to justify the kill. I strongly support moving the minimum size limit to at least 15 inches and would further support 16 inches for consistency. Also a period ban during the spawning season I believe would have a huge impact on overall stocks. It is a shame to see how many egg-bearing females are shot during the spring months. Evening taking one month out of mid spawning season would allow for a substantial number of additional eggs to be laid.Private Recreational Angler, Other

I have generally always avoided shooting hogfish 15 inches or less because the yield of meat is so small. Unfortunately, I see many spearfishers that catch their limit of 12 or 13 inch hogfish. The increased size limit will promote the conservation of the species for years to come giving them a better chance to reproduce and providing more spearfishers with opportunities. In addition, as recreational and commercial effort continues to intensify this only increases the amount of 12" hogfish that are extracted from the population if no size amendment is passed. To eliminate my harvest of hogfish in one the richest areas hogfish population is ridiculous . I harvest over 100 lbs of hogfish regularly in a 4 hour period on a regular basis.
Just west of Key West is a thriving fishery , virtually unfished . It does have a large population of hogfish of the Gulf species ,
and we have told biologists and councils this for years , and yet they ignore our input and continue to search for fish on unproductive bottom .
I have requested a hogfish endorsement to be combined with research on this matter .
To prove that these Gulf fish are located in the area , which the biologists seem to be in denial about.
Recently when I ask FWCC biologists if they wanted inspect my catch of over 100 lbs of hogfish , the bio and her assistant actually ask if I had gone to the Tortugas to harvest them .
When they saw me leave the dock after I spoke to them hours before on the same dock . 4 hours later !
This merely highlights the lack of knowledge of the area and seems to indicate they haven't got a concept about how far it is from Key West.
After I informed them I was less than a mile away from Key West , the biologist , Mellissa Reyes ? spelling ?;
said that information would make it easier to find my spots , not once but repeated that statement 3 times .
To say the least , this did not set well with me and they were not allowed to inspect my fish .
The arrogant attitude and brash exhibition did nothing to make me provide research input for FWCC.
I am now 60 , the 40 years of experience in the area is extensive from diving full time during those years has given me valuable knowledge . It is unfortunate that your researchers lack basic knowledge of even when they spawn ; my 8 year old daughter knows , but your biologists lack experience and people skills .
The methodology used in assessing recreational fish harvest is appallingly inaccurate and at best a speculative guess , it certainly is not science on any level .
From personal discussion with these people I have determined that rather than letting data create a conclusion , they come to a conclusion first , then set out to prove ; the very opposite that science is supposed to work .
In 10 years when you find that there in no increase in the size of hogfish you will throw your hands up and say there must be something wrong , remember this letter citing your inaccurate data collection .
You have robbed me of a significant portion of my income by moving the demarcation line northward to the source of the redtide near Ft Myers , based on improper data and a political agenda .
The harvest of hogfish being allowed during mini season, when the greatest amount of environmental degradation and violations occur , is beyond logical comprehension . More undersize fish are killed and discarded during this time than any other. The new regulations will only make it worse.
This is not the first time Keys fishermen have suffered from poor legislation , the grouper IFQ system , creating a new genre of "fish barons" has also damaged our incomes and ability to fish.
Here is something you need to be aware of ;
if you ever spoke out against the IFQ system in public comment , the fish barons will "black ball" you , and leasing , buying IFQ from them is impossible . Squash the small operator, put them out of business all while the "fish barons " get rich . The vote on IFQ shares being based on landings was biased and unfair ;dual permit holders here on the demarcation line in the Keys had our landings split between the 2 areas.
A re evaluation of data collection and an examination of the system is needed.
