General Comments: Always be sure contract dates are still effective when using awards made by others. Make sure what you are wanting to buy resides within the contract. Not all items/services available from suppliers are awarded in contracts. Always ask the contract holder/supplier to reference the contract number that is used to generate pricing for a quote. Some consortium groups require a form of membership application before you use the contracts they have awarded, but these applications do not bind you to use of those contracts. Be sure to investigate the bid process used for the contract you are looking at. Not all purchasing consortium groups are the same in terms of satifying the true intent of the competitive bid process. Some groups offer wholesale contract awards that might be convenient for the end user, and technically meet the competitve bid requirements of our ordinances, but due diligence reveals awards are made by merely responding, rather than being awarded due to a head to head comparison.

Recommendation and Conclusion: All of these contracts should be used as a tool out of your toolbox of available resources. They should not be used exclusively as a means to make the procurement process easier. New groups and new contracts are always changing and so monitoring the available tools in the market place is necessary. Economies of scale can make decision making easy for things like office supply contracts. When possible, compare contract pricing to your own bid results, and use best pricing.
