11. City Council direct the Deputy City Manager, Corporate Services, as part of the due diligence process to transfer Toronto Community Housing's real estate development functions to CreateTO and/or the City, to:

a. assess options for the organizational structure of the different functions outlined below to ensure on-going coordination between these functions and consistent service to tenants during revitalization projects:

- development (e.g. planning, design, construction management, etc.);
- commercial business and leasing;
- tenant and community services (including tenant engagement);
- relocation and return; and
- asset management (including contract management and facilities management for on-going capital maintenance work);

b. consult with a range of stakeholders involved in past or current revitalization projects to ensure an appropriate understanding of the implications of the transfer, including but not limited to tenants and community working groups in revitalization communities, local Councillors, development partners, and City and Toronto Community Housing staff; and

c. include updates on Parts 11.a. and b. above in the report back by the end of 2019.

16. City Council direct the Executive Director, Housing Secretariat to work with the President and Chief Executive Officer, Toronto Community Housing Corporation and the Chief Executive Officer, CreateTO to meet with the current long term leaseholder of 45 Canyon Road, to explore all opportunities and options, including consideration of the transfer of land and/or air rights, to intensify the site with rental housing which will include consideration of providing an element of seniors housing [and/or affordable housing] on the property at 45 Canyon Road and report back to the Executive Committee by the fourth quarter of 2019.

Cycling networkLate/In progressIE6.113. City Council authorize the General Manager, Transportation Services to initiate the near-term studies of the Major City-Wide Cycling Routes as outlined in the report (June 13, 2019) from the General Manager, Transportation Services and mapped in Attachment 2 to the report (June 13, 2019) from the General Manager, Transportation Services, and to bring forward the findings of these studies and recommendations regarding future implementation at the appropriate time.

6. City Council request the General Manager, Transportation Services to report back to the Infrastructure and Environment Committee in the second quarter of 2020, in order to inform the Danforth Avenue Planning and Complete Streets Study, on options for the following cycling infrastructure Study components:

a. detailed design of a pilot project for eastbound and westbound cycle tracks on Danforth Avenue East from Coxwell Avenue to Dawes Road;
b. installation of bike counters to demonstrate trends in daily cycling volumes; and
c. additional consultation with local stakeholders including Councillors, Business Improvement Areas, and residents’ groups.


8. City Council request the General Manager, Transportation Services to report back by the last quarter of 2021, regarding implementation progress of the Cycling Network Plan, including updates on outcomes such as the number of kilometres of cycling infrastructure installed, network coverage - the proportion of people in close proximity to the cycling network, and the impact on safety and cycling mode share.

16. City Council request the General Manager, Transportation Services, to provide a budget impact assessment of completing the City portion of the cycling network as envisioned in Eglinton Connects, and report through the 2020 Budget process.

18. City Council request the General Manager, Transportation Services to consider including Jane Street, south of Highway 401 to Bloor Street West, as a study planned for a Major City Cycling Route as part of the next report back on the implementation progress of the Cycling Network Plan.

19. City Council request the General Manager, Transportation Services to consider the feasibility and timing of a pedestrian and cycling bridge at Bentworth Avenue over the rail line, in order to connect the Baycrest Park/Yorkdale area to North Park, and, as part of the report proposed for late 2021, to update the Infrastructure and Environment Committee on the implementation progress of the Cycling Network Plan.

20. City Council direct the General Manager, Transportation Services to propose a design work plan on a pedestrian and cycling overpass of the Toronto-Barrie railway corridor and report back to the Infrastructure and Environment Committee by the second quarter of 2020 with preliminary findings on feasibility and high level costing.

21. City Council request the General Manager, Transportation Services to report to the Infrastructure and Environment Committee before the end of the 2019 on creating off-road cycling super highways along the rail lines that traverse Toronto, from the north to the south, and from the east to the west.

24. City Council direct the General Manager, Transportation Services to initiate formal discussions with both the Catholic and Public Toronto District School Boards and neighbouring landowners and to coordinate with the Toronto Transit Commission to formalize a strategy to bring forward the important cycling and pedestrian connection referenced in Parts 2 and 3 above, and report back by the end of 2019.

31. City Council direct the Director, Environment and Energy to model carbon dioxide emission reduction equivalents achieved through the City's Cycling Network Plan and report back to the Infrastructure and Environment Committee as part of TransformTO reporting.

City Council direct the General Manager, Parks, Forestry and Recreation, in consultation with the Chief Planner and Executive Director, City Planning and the Chief Executive Officer, Toronto and Region Conservation Authority (TRCA), and external experts, to develop an ecological integrity monitoring and reporting framework, including an implementation and budgetary framework, for Toronto's natural areas ravines through the Ecosystem Services Working Group and reporting back by the fourth quarter of 2020. This work will build on metrics from existing City and TRCA programs and data for monitoring change in the condition of natural areas and ravines.

8. City Council request the General Manager, Parks, Forestry and Recreation, the Chief Planner and Executive Director, City Planning, and the General Manager, Toronto Water, to report back to the Infrastructure and Environment Committee through the Ravine Strategy Implementation Report in November 2019, regarding the review of opportunities and priority sites for restoration in ravines and any associated budget requests.

9. City Council request the General Manager, Parks, Forestry and Recreation to report back to the Infrastructure and Environment Committee with a strategy to align the Biodiversity Strategy, the Ravine Strategy and the Toronto and Region Conservation Authority Trail Strategy in the second quarter of 2020.

b. work with Social Development, Finance and Administration and People and Equity to help develop a recruitment strategy focusing on Neighbourhood Improvement Areas; and
c. report to the Economic and Community Development Committee with an update in the second quarter of 2020.

16. City Council direct the General Manager, Parks, Forestry and Recreation, the Executive Director, Municipal Licensing and Standards and the City Solicitor, in consultation with applicable agencies and divisions, to report to the Infrastructure and Environment Committee by the third quarter of 2020 on the opportunity and actions necessary to seek increased fines related to all offences pertaining to littering and dumping of refuse in ravines.

17. City Council direct the General Manager, Parks, Forestry and Recreation, in consultation with the Chief Planner and Executive Director, City Planning, the General Manager, Toronto Water and the Toronto and Region Conservation Authority, to report to the Infrastructure and Environment Committee every three years on the advancement of the Ravine Strategy's actions using appropriate metrics beginning in the first quarter of 2021.

a. consultation with the Toronto Transit Comission, Transportation Services and City Planning to determine whether a closure will adversely impact any current or future public uses of a right-of-way, including those affecting pedestrians, motorists, transit users, and cyclists; and
b. a percentage of the additional Gross Floor Area achieved by the developer, as a result of City right-of-way use for construction, to be provided for public amenities, such affordable housing, childcare, or seniors services.

2. City Council direct the General Manager, Transportation Services to report to the Infrastructure and Environment Committee by the third quarter of 2020 on options for enhanced enforcement measures against companies making unnecessary lane closures, fencing-off parking spots and using active lanes as parking zones.

Ranked ballots and governance changesLate/In progressGV5.11. City Council direct the City Manager and the City Clerk to identify further opportunities for delegation to Community Council so that City Council can focus on City-wide priorities and that these opportunities be presented to Council by the end of the fourth quarter of 2020.

2. City Council request the City Manager, in consultation with the Clerk, to report to the Executive Committee by the second quarter of 2020, with a work plan to improve public engagement with Toronto’s government through:

a. expanded role of Community Councils beyond decision making, including assuming responsibility for select processes, consultation and other forms of direct interaction with citizens;
b. increasing opportunities and success factors for public engagement with Council and Committees through plain-language one-page summaries to new staff reports, new technology and open data, more meeting locations and times, other best practices and specific measures to address barriers faced by underrepresented or equity-seeking groups;
c. appropriate supports for neighbourhoods and neighbourhood organizations to access and interface with government; and
d. options for Participatory budgeting or other locally-based processes.

3. City Council request the City Clerk to report on any changes required to permit the electronic submission of petitions in advance of Council meetings.

5. City Council initiate the process to pass a by-law allowing for a ranked ballot election in 2022 by directing the appropriate City officials to undertake the steps set out in Ontario Regulation 310/16, namely:

a. preparing the required information about costs, voting procedure, technology and impacts on election administration for consideration by City Council and the public as described in s. 5 and s. 9 of the Regulation, and including existing sample ballots from other jurisdictions such as London, Ontario, San Francisco, California and other best practice ranked ballot municipalities;
b. scheduling multiple open houses and conducting a thorough public consultation (in excess of the required single open house) in accordance with s. 10 of the Regulation; and
c. subsequent to Council consideration of Parts 5.a and b., the City Clerk bring the proposed by-law to a public meeting required by s. 11(1) of the Regulation.

6. City Council request that the steps in Part 5 above be completed before the end of the third quarter of 2020 to permit the Clerk the maximum amount of time to prepare for a ranked ballot election.

7. City Council direct that the Executive Committee hear the public comments at the public hearing required under the Regulation.

9. City Council request the City Clerk, in consultation with the City Manager, to report to the Executive Committee with a work plan and on the resources required to adequately consult and fully investigate Toronto's ability to change election vote counting for the purpose of increasing voter participation and increasing candidacy.


10. City Council request that the City Clerk to review and report back to the Executive Committee, on moving to a New York City Campaign Finance Authority model of financing Toronto Municipal Elections, such review to include:

a. an outline of the components of the model including pre-election day accountability and disclosures, grant campaign financing, nomination procedures to take part in grant financing, etc.;
b. a review of the impacts of the New York City model on post-election compliance challenges and legal challenges; and
c. a detailed estimate of the cost of a 26 member Council election under this model.

11. City Council request the Speaker to help make City Council meetings more efficient by:

a. maintaining a strict definition of ‘urgent business';
b. ensuring that more information on motions without notice is provided to Members before they are introduced, and that they adequately describe the reason for urgency; and
c. sequencing notices of motion later in the Council Agenda to ensure the most urgent business is considered first.

12. City Council direct the City Manager to report to the Executive Committee on the feasibility of conducting an annual, rolling review of local agencies, boards, corporations, and commissions to ensure that each organization's operations are aligned with the City's strategic priorities and report the outcomes of these reviews to the Executive Committee.

13. City Council request the City Manager to report to the Executive Committee on the feasibility of conducting, at the start of each term of Council, a large-scale public consultation on the City's long-term service priorities and financial direction to ensure Council's strategic direction for the four-year term is aligned with and understood by the community it serves.
