Introduction and Use

This is a supporting document containing the Food Chemicals of Concern (FCOC) List for the Chemicals of Concern (CoC) metric methodology applied within the Understanding Packaging (UP) Scorecard. The chemicals of concern within this list are prioritized and grouped into three tiers, where Tier 1 presents a shortlist of priority chemicals of concern to avoid, based on broad stakeholder agreement, and Tiers 2 and 3 present more extensive sets of chemicals that should not be used in the manufacture of food contact materials. The inclusion of substances on this list is based on research and information provided by leading NGOs and industry associations including Environmental Defense Fund (EDF), the Food Safety Alliance for Packaging (FSAP), and the Food Packaging Forum (FPF). To reflect the best science available, this document will be periodically updated in future versions of the scorecard.

Informed by authoritative bodies (e.g. ECHA, UNEP/WHO), a chemical of concern is a chemical substance that has one or more of the following hazard properties:
- Carcinogenic, mutagenic, toxic to reproduction (CMR)
- Endocrine disruption
- Persistent, bioaccumulative and toxic (PBT)
- Very persistent and very bioaccumulative (vPvB)

Table 1 on the "All Tiers" sheet shows the criteria for each tier with links to the original origin lists used. Table 2 on the "All Tiers" sheet provides the full list of substances and their assigned tier. To filter the table online, select cells B10:E667 on the "All Tiers" sheet and go to Data -> Filter Views -> Create New Filter. Alternatively, download a copy of the document and apply a filter in your desktop spreadsheet software. Lists of the chemicals just within each of the three tiers are also provided separately on the three other sheets within this document ("Tier 1", "Tier 2", and "Tier 3").

Note: This is a beta version of the tool. Future versions of the UP Scorecard with new features and additional improvements will be published on www.UPscorecard.org. Your thoughts and suggestions for future updates of the tool are appreciated. Please fill out this survey.
