Climate change"The challenge of global warming should stand front and centre of our national concerns." His manifesto describes climate change as one of four "giant evils" facing the 21st century world."I am determined to put the big 2020 challenges at the heart of my leadership campaign, which means action over climate change - the biggest threat to our planet and the biggest challenge to the future of mankind.""We can overcome the challenge of climate change and build a sustainable future – but not if we leave power in the hands of corporations only interested in short-term profit. We need democratic government acting in the long-term interests of people, not husky-hugging photo opportunities.""Whilst my head tells me climate change is one of the biggest challenges we face, my heart hasn’t felt as passionate about the issue as giving every child the best shot at life, or transforming the way we look after older people."
5
UN climate talks"In what is a crucial year for international climate change negotiations, the UK should be showing much greater leadership""We must campaign for the Government to show leadership, with EU partners to set clear global goals on climate change and then to lead from the front at the Paris 2015 global talks. The Prime Minister should commit to attending the talks to show his commitment to the issue.""As the Paris Summit approaches, this Conservative government’s approach must be challenged.""[At] international summits like Copenhagen...debate rages about the contribution (blame, guilt, responsibility) of developed versus developing countries, and the need for an ever more confusing array of targets and deadlines to reduce carbon emissions."
6
Renewable energy"[This year] we have seen a withdrawal of support for renewable energy – which is where our future lies." Wants the UK to develop "the most ambitious renewables strategy in the world"."Scrapping support for wind and solar only makes sense to Tory backbenchers. They are likely to be the cheapest ways to make progress by 2030 and yet for Party political reasons the Government is choosing to turn its back on the technology.""We should boost support for renewable energy - setting out a road map to a million climate jobs and new green high-tech manufacturing hubs in all parts of Britain.""For our country and for future generations, we need a Labour leader who can win and form a government that is truly committed to clean energy."
7
The EU"I am proudly pro-European. Being in the EU has clear economic and strategic benefits""When we are dealing with a global climate change threat...and when we need to work together more than ever, is it really radical to...prevaricate over membership of the EU...I say no. We should stay in the EU""I want to be working in co-operation with our neighbours on issues that cannot be managed within our borders, such as tackling climate change.""I want to see climate change tackled, but we won’t do that if we risk withdrawing from the European Union. We need to display a strong leading role in that."
8
Tory climate policy"The Tories are disgracefully complacent in the face of a clear need for decisive action [on climate change]."“[Climate change] is a serious threat to our world and to social progress and the Tories are taking us backwards. They don't believe in global leadership on climate change and their new minister [Amber Rudd, the Energy and Climate Change Secretary] has bought into conspiracy theories that action to stop climate change can be ‘cover for anti-growth, anti-capitalist, proto-socialism’. This sort of nonsense will be the norm if Labour keeps losing elections and condemns future generations to a Tory future. David Cameron’s ‘hug-a-husky but scrap a wind farm’ hypocrisy is setting us back years.”"Despite claiming to lead the 'greenest government ever', David Cameron’s Conservatives have reverted to protecting the entrenched short-term interests of the minority that have benefited through the unsustainable exploitation of the Earth’s resources and people.""The Committee on Climate Change says that meeting our legally binding 2050 target on emissions will require largely decarbonising electricity by 2030. But the Tories have killed off any prospect of even setting a target to do so."
9
Transport"When Sir Howard Davies publishes his report next month...on where new airport capacity should be, we should act. Of course, it is essential that we meet our obligations on climate change, minimise local and environmental impacts...But, as long as those things can be done, we must grasp the nettle and get on with the job.""I think we shouldn't just talk about the trains and planes and the boys' toys...Actually in a modern economy it's about childcare.""Investment in public transport will both reduce fares and reduce car use, as well as halting the rise of asthma and other preventable air pollution diseases, potentially saving the NHS £18 billion in treated illness caused by air pollution.""Many thousands of jobs right across the country depend on Britain maintaining an international hub airport that keeps pace with the rest of the world. With my leadership, Labour will be a party of jobs and work – so I will back the [airport] commission's decision."
10
Green economy"I want the action we take to be a major drive for the green industry to thrive, create jobs and earn export revenue for the UK."
Cooper promises a "a wholesale review to ensure economic growth does not increase carbon emissions", according to the Independent. It says she will also "encouraging local action to decarbonise in cities and towns"."My over-arching commitment will be for Britain to take the lead in developing the clean energy economy of the future.""As Labour leader I will challenge George Osborne’s myth that we need to choose between the economy and the environment."
11
Fracking"Under my leadership, Labour will call for a moratorium on fracking until we have much clearer evidence on its environmental impact. If it is ever to be allowed, it should be local people and communities, not Whitehall, who have the final saywho should have final sign-off.""If shale gas can be developed safely, then it could contribute to our security of supply by displacing imported gas in our energy mix.""Fracking will accelerate climate change, carries significant pollution risks and deepen our dependency on polluting fossil fuels as well prevent forfeit 'investment’ in the clean energy sources we need.""I support fracking so long as we make sure there is a robust regulatory framework. We need to do that alongside big issues like carbon capture and storage and renewables."
12
Coal“The natural landscape of the Leigh and Wigan area is slowly recovering after centuries of coal mining and heavy industrialisation. What green areas we have are therefore precious to us and need to be respected."f"What is more radical? False promises to the South Wales mining communities you will re-open the now capped and flooded pits or investing in the green technology including clean coal technology of the future. Britain’s last deep mined pit Kellingley pit is still open in my constituency. I’ve fought hard to keep it open...promoting clean coal technology and calling for state aid.""Maybe there will be a case for what is actually very high quality coal, particularly in South Wales, being mined again. But if there’s to be substantial coal fire generation it’s got to be clean burn technology, it’s got to have carbon filters on it, it’s got to be carbon neutral.""NETPark [the North East Technology Park]...is creating incredible jobs in high technology areas overlooking former pits. That’s what you do, you back those jobs. You don’t say you are going to spend billions on re-opening pits."
13
14
Energy efficiency“The reduction of carbon emissions and greenhouse gases is important for the environment and helps people lead a healthy life. Saving energy also means cost savings in the long term that trusts can spend on improving patient care.”"I believe we should treat energy efficiency as a National Infrastructure priority rather than an afterthought. It generates jobs, keeps homes warm and helps us meet our climate targets. Yet again, this Government has done the opposite. ""A radical commitment to energy efficiency policies would both create jobs and save lives. It can be driven, in part by regulation and taxation, but also by energy market reform""We need to give councils and communities much greater responsibility for public transport [and] energy efficiency"
15
Decarbonisation "That’s why I voted for a target to cut the carbon from our electricity by 2030 – it would help stabilise the climate and provide much needed jobs, as well as keeping bills as low as possible in the long-term.""Climate change will have a serious impact on the economy as well as on the planet. The Stern review found that the cost of inaction could be the equivalent of 20 per cent. of GDP. That is why we are working internationally and nationally to cut carbon emissions and why we welcome the steps forward made at the G8 summit."Supports "a bold target of carbon-free electricity by 2030""I want to see a different approach, including a commitment to build 200,000 homes a year nationally by 2020, and long-term targets to decarbonise our power sector by 2030."
16
Green jobs"The green economy supports almost a million jobs already and it is helping to stop dangerous climate change. But green companies and their supply chains will only make long-term investments in Leigh and the North West if there’s a clear pathway for renewable energy in the future.""Five wasted years have seen Carbon Capture and Storage fall far behind schedule – hitting future jobs in this vital technology of the future. If done properly, by 2030, Carbon Capture and Storage could create up to 30,000 jobs.""Investment in a green future could re-establish a manufacturing base of the future, rebalance our economy and create a million high-skilled jobs. ""We need a future of hope for all our young people - so they have the skills, networks, chances and choices they need to get the jobs of the future, and so Britain becomes a world leader in clean energy and tackling climate change."
17
Energy firms"We [Labour] have outlined several policies that would help people right now including forcing energy companies to offer elderly people the lowest rate available""Tell me what you think is more radical: spending billions of pounds we haven’t got switching control of some power stations from a group of white middle aged men in an energy company to a group of white middle aged men in Whitehall as Jeremy [Corbyn] wants, or extending Sure Start""I would personally wish that the Big Six were under public ownership, or public control in some form, but I don’t want to take into public ownership every last local facility because it’s just not efficient.""One way to cut energy bills would be to require the 'Big Six' to pool their energy centrally. Any company could then buy and supply energy from this pool. This would allow new businesses into the market, increase competition and drive down costs for the 80 per cent of people who currently pay too much for their bills."
18
Investment"I will set a target of 3 per cent GDP investment in research and development...[which] would help us face the potentially devastating challenge of climate change and energy insecurity.""We need a National Investment Bank, with the power to borrow to boost our green economy, supporting the green jobs, homes and infrastructure of the future.""What I was specifically talking about was [Germany's] long-term private sector investment in renewables, which they’ve got, which is what I support."
19
Energy subsidies"We must take major action on incentives for the new technology crucial to a low-carbon future.""As leader I will conduct a root and branch review of energy market subsidies; moving away from the notion of everlasting hand-outs; instead, using public support as ‘transition funding’ that transforms Britain’s energy infrastructure.""Shutting down the Renewables Obligation a year earlier than planned – and cutting subsidies for onshore wind projects in the process – was only a popular move if you were asking the opinions of a vocal group of backbench Tory MPs."
20
Climate scepticsOn his climate-denying brother, Piers Corbyn: “We talk quite a lot. Don’t always agree. It’s a family, you know.”"Without this [public] support, we risk letting countries that don’t want to change the way they make and use energy off the hook, and we leave the door open to the climate change deniers."
21
Climategate"[O]f course we need to debate the high standards we should expect from our scientists, as well as expose the real reasons why some (usually rightwing) commentators use a few bad scientific apples to question the entire evidence base for climate change."
22
Public engagement"The more we exclude our people, the weaker we are. The more we involve them, the stronger we will be. So to win, our party must draw on its greatest strength: its people.""Greater understanding of climate change, and how tackling it could directly benefit our lives, is crucial to building public support and pressure for further action."
23
Fossil fuels"It can't be the right signal for the future, we cannot keep going after fossil fuels at a time when government is cutting the subsidies for renewables.""We must take action now to keep fossil fuels in the ground – end dirty energy handouts, ban fracking and set a target date to end new fossil fuel extraction, and begin to phase out high polluting coal power stations with support for workers to re-train."
24
Energy poverty"Energy bills are a big worry for some households and anything that can provide greater transparency and help people take control of their costs and reduce waste is welcome.""It is a national scandal that each year people are suffering and dying from cold-related illnesses due to living in a cold home they could not afford to heat...This is not acceptable and we must therefore pledge to both reduce carbon emissions and bring down the cost of living.""Labour will build up to two hundred thousand decent houses a year, freeze energy bills so they can only go down and not up, and ensure older people in poverty can cut their bills further with energy efficiency improvements."
25
Zero carbon homes"Scrapping the zero carbon homes standard which I introduced as housing minister could stifle growing industries in insulation and energy efficiency technologies and cost significant numbers of jobs in the long term.""Zero carbon homes must become the norm, not the exception."
26
Adaptation"Flood defences should not be cut, flood plains should be protected, and the non-permeable paving of permeable spaces must looked into it."
27
Nuclear"New nuclear power will mean the continued production of dangerous nuclear waste and an increased risk from radioactive accident and nuclear proliferation."
