COMPREHENSIVE NEEDS ASSESSMENT (CNA)

Federal and State educational regulations mandate LEAs to conduct yearly a Comprehensive Needs Assessment to guide the use of federal funds. The Comprehensive Needs Assessment is the first step in developing districtwide programs and request these funds. In Polk County Public Schools, the CNA process is embedded with a Cycle of Continuous Improvement, that includes the monitoring, evaluation and realignment of all project components.

During the planning phase, there are three main tasks to complete: 1) identify your CNA team members and stakeholder groups, 2) become familiar with the deadlines to complete the CNA, and 3) plan the methodology to complete the CNA at your school site.

TIP: Examples of data sources include demographic information, progress monitoring, student portfolios, performance reports, attendance reports, graduation rates, early warning indicators, staff evaluations, retention/recruitment reports, parent surveys, climate surveys, teacher/parent conference notes/reports, etc.

Looking at the data collected and reflecting on any additional information you have assessed, what insights stand out? Identify how the data outcomes compare to the expectations. What is the gap between what was expected and the actual results? Provide a thorough explanation.

Section 3. IDENTIFY NEEDS

Based on the data analysis, identify the most immediate needs to be addressed. A need is defined as the gap or discrepancy between a current state of performance and the desired state of performance. In other words, it is the difference between the expectations and the actual outcomes. This essentially describes what has to be improved in a program or activity to make it better, to meet goals or reach intended outcomes.
When thinking about the needs,
avoid employing solution statements: "Our employees need more PD to address student needs", and think rather about a need statement: "There has been a decrease in students achieving proficiency levels in ELA summative assessments".
Once you have identified all the needs, prioritize them by the level of importance (high-moderate-low), and identify high-priority needs below.
