24 | Why is 1/1/04 the cutoff above? Two reasons. First, no repository exists for the justices' pre-2004 disclosures. Under federal law, the Court may destroy FDRs after six years, and that apparently happened. We obtained a few 2000-2003 disclosures from former SCOTUS reporters, and we've posted them online or sent them to Free Law Project for them to post, but most remain missing. Second, this article, concerning gifts received in 2003 and prior, came out in 2004 and is seen as the turning point in reporting on justices' gifts. | ||||||||
