29-Sep-2016OCHA/R2PInternally Displaced22Luhansk48.9538.49SeverodonetskAccomodationOCHA reported about IDPs living in the Students dormitory in Severodonetsk since 2014. There was neither agreement signed with them in regards of the accommodation at the Dormitory nor Order from the Ministry of Education insisting that those IDPs should live in that place. According to the Ukrainian legislation the adults cannot live with children - students in the same premises of the Dormitory, so they have to find accommodation elsewhere. People started seeking for accommodation by themselves and Vostok SOS will help in case they need it. Some of IDPs already found a place to live, but they need support from humanitarian organizations and authorities. In general, each HH has a person with disability/ children/ pensioner/ unemployed. 3 HHs informed that they found an accommodation and are ready to replace, but they need support with cash and NFI. Some of IDPs will find accommodation by themselves, but they might have needs. The main issue is that no one of mentioned in the list wants to relocate to other settlements. There were options to move to Rubizhne or Dnipro but IDPs refused. Reason - they used to live in SVD and do not want to change the location. Those who have agreed to move/ found a residence will be living in Sieviero anyway. They all are still in the Dormitory and called Vostok SOS asking of mattresses. 20-Sep-2016NRCInternally Displaced15049.17637.536YatskovkaWinterizationCurrently, IDPs are very concerned about the cold weather and the lack of opportunities to pay for heating of summer houses in which they live. This problem is caused by the fact that IDPs don't have access to the subsidies for the summer houses, due to the fact that these buildings don't make part of the housing in the procedure prescribed by law. Because of the absence of access to subsidies, IDPs are not able to pay utility bills. Today, the basic needs of IDPs in Yatskovka are coal, wood for heating of summer houses (cottages) in the winter. If IDPs do not receive humanitarian aid (firewood and charcoal), they will have to return home on NGCA for the autumn-winter period, as on GCA they will not be able to pay for utilities. Also, if IDPs return home, they will stop benefit from social benefits, as the duration of their stay in NGCA will exceed 90 days. If IDPs will return home on NGCA and the duration of their stay there will exceed 90 days, the authorities of the Ministry of Labour and Social Protection of Population will suspend all social payments, which received IDPs residing in the village Yatskovka of Liman district, Donetsk region.PIN, ICRC, UNHCR, ADRA, SaveTheChildren3-Oct-2016ClosedDRC provided assistance within the guise of their Child Protection program. Case has also been referred through Protection Cluster to HCR again.
