Directions: Insert the total Instructional minutes per day and total instructional minutes per week into gray boxes below. Ranges of minutes will autocalculate. After calculating the time away from peers for your specific student (either per day or per week), plug that number into the ranges to determine Federal Setting.

If Counting minutes PER DAYTo determine a student's federal setting in Minnesota when they are on a shortened school day, you calculate the percentage of special education pull-out time against the student's actual active instructional day(the modified shortened schedule length), rather than the district's standard full-time operational day.

Find the denominator: Use the total number of educational minutes in the student's actual shortened daily schedule (from their first class to their last class on site, minus lunch).

Find the numerator: Total the number of minutes per day the student is pulled out of the general education environment to receive special education services.

Divide: Divide the special education minutes by the shortened total daily minutes to get the percentage. Match that percentage to the standard Minnesota Department of Education tiers:
