PAGASA-WD (Weather Division)YYProvision of Tropical Cyclone advisories, bulletins and warnings
What is advisory (when is it issued)? General information issued during the presence of tropical cyclone (TC) outside the Philippine Area of Responsibility (PAR)-{will affect the PAR within 3 days}, low pressure area (LPA) and monsoon-{within the PAR w/c may cause floodings in the affected areas}.
What is Bulletin (when is it issued)? Information regarding the presence of tropical cyclone inside PAR in terms of intensity, speed and direction as well as the associated hazards-{every 5am,11am,5pm & 11pm, in some cases such as abrupt change in movement, intensity, current position}.
What is Warning (when is it issued)? Information given if there are signals raised in affected areas, issued same as bulletins

PAGASA-HMD (Hydrometeorology Division)YYWhat are the roles / responsibilities? •To provide hydromet products and services to promote the people’s safety and well-being, and contribute to national development. • Maintain network of equipment pertaining to observation and forecasting of flood and related conditions affecting national safety, welfare and economy;
• Maintain effective linkages with scientific organizations here and abroad and promote exchange of scientific information and cooperation among personnel engaged in atmospheric, geophysical, astronomical and space studies.

What is advisory (when is it issued)? one of the four categries of Flood Bulletin. It states the present hydrological situation and alerts the people in a basin to the possibility of a deteriorating condition, e.g., a gradual and continuous rise in the water level. For HMD operations, it is issued for non-telemetered basins (GFA). Issued twice a day.
What is Bulletin (when is it issued)? is the “general title” for all forecasts issued. They are subdivided into four categories namely, Outlook, Advisory, Flood Warning & Critical Flood Warning . They are intended to appraise the people in the threatened area of the present situation and of the expected development. It suggests the appropriate actions the community may have to take to prevent or mitigate the disastrous effects of a flood. In HMD, bulletins are used for “telemetered river basins”. Twice a day, with intermediate issuances in between, and as the situation warrants.
What is Warning (when is it issued)? is the general term given for flood bulletins and flood information. Under Flood Bulletins, Flood Warning is one of its categories. It is issued as a supplemental and periodical information to the inhabitants in the flood warning zone. It is issued after flood has occurred.
Who receives the warnings (public and focal points)? (who are the focal points?) NDRRMC, LGUs, Office of the President, Media, General Public.

PAGASA-NCR PRSD (National Capital Region - Pagasa Regional Services Division)YYProvide 12-hr local weather forecast and thunderstorm/heavy rainfall advisory/warning if severe storm is likely to occur within 1 to 2 hrs.
What is advisory (when is it issued)? Thunderstorm/heavy rainfall advisory is issued when severe local storm is imminent in the specific locality within 1 to 2 hours..
What is Bulletin (when is it issued)? We don't issue bulletin but we only give 6am/6pm regional (local) weather forecast.
What is Warning (when is it issued)? Heavy rainfall warning is issued when the specific areas is under red warning level. It indicates that the concern agencies and local communities are now on alert and do necessary action
Who receives the warnings (public and focal points)? (who are the focal points?) the focal point is the the NDRRMC/OCD, the regional NDRRMC, MMDA, MEDIA, CENTRAL DEPED, REGIONAL DEPED, LGU, NGO, DPWH

NTC (National Telecommunications Commission)YYReceive warnings from PAGASA, PHIVOLCS, NDRRMC, forward to TELCOS for them to relay the warnings to their subscribers.
Do you issue local area alerts to public and authorites on telecom breakdown or repairs (or interuption to services)? Because it Emergency Services are depending on Telecoms for voice and data they may need to know in advance that the services are unavailable for a period of time in the given area.

PHIVOLCS Philippines Volcanology and Seismolog)YYProvide accurate and timely earthquake, tsunami and volcano information, advisories and warning to stakeholders.
What are your warning priority levels (i.e. Level 1 - 5) & colour codes?

PHIVOLCS has developed Volcano Alert Levels (Alert Level 1-5), Tsunami Advisories (Tsunami wave height < 1 meter), Tsunami Warning (Tsunami wave height >= 1 meter). Destructive earthquakes are those with reported intensities of VI and above and which will require damage assessment and rescue operations. Signicant earthquakes are those with felt intensities, occur near active volcanones or those that occur near closely monitored active faults which may potentially generate large earthquakes with devastating impacts (e.g. Valley Fault System in Metro Manila).

Who receives the warnings (public and focal points)? (who are the focal points?) i.e. list the actual stakeholders. The main stakehoder of PHIVOLCS information is the Office of Civil Defense of the National Disaster Risk Reduction and Management Council, which cascades the information to the national and local government.

How do they receive (i.e. what modes) - TV, Radio, Twitter, Facebook? PHIVOLCS' advisory and warning products are received mainly through fax, email and SMS by the Office of Civil Defense of NDRRMC. However, these are also published at the PHIVOLCS official website and posted at selected social media networks (Twitter and Facebook). For selected local government with tsunami early warning systems, tsunami information is pushed to their monitoring systems.

OCD also serves as the Executive Arm and Secretariat of the National Disaster Risk Reduction and Management Council (NDRRMC). In the discharge of its functions, the NDRRMC utilizes the services of the OCD especially the NDRRM Operations Center (NDRRMOC).

Dissemination of alert/warning/bulletins and other information are done using all available means of communications such as fascimile, short messaging system, electronic mail,phone call, radio, social media, and the official website. The NDRRMOC also have a satellite-based communication capabilities on voice, text messaging, fascimile, and internet access that can be used when commercial telecommunications and power services are cut-off and damaged by a disaster.
