The image quality of scanned PDF files typically is inferior to the image quality of PDF files that are converted directly from Excel. Because public users only have access to the PDF files of the annual report, reports that are scanned rather than converted directly from the Excel file may be rejected at Staff's discretion. This does not apply to the Oath & Verification page. Instructions for converting an Excel file to a PDF file in Office 2007 are at right.

• From the Excel file, click the “Office Button”
• Hover over "Save as" until the option for "PDF or XPS" appears
• Click "PDF or XPS"
• Change the file name if necessary (Adding "PDF" to the name is helpful.)
• Select the option to save the file as a PDF
• Select "Standard" where asked to "Optimize for:"
• Click "Options"
• Under “Page Range” select “All”
• Under “Publish What” select “Entire Workbook”
• Click “OK”
• Click “Publish"

Report for the calendar year ended December 31, 2025Commission Rule Chapter 3, Section 32. Annual Reports. Every public utility operating within the State of Wyoming, whether engaged in intrastate or interstate business or both, shall file with the Commission on or before May 1st of each year an annual report for the preceding calendar year in the form prescribed by and available from the Commission. The Wyoming portion should be shown separately in the annual report.

1. A completed annual report, including a copy of the notarized Oath and Verification page, shall be filed with the Wyoming Public Service Commission on or before May 1 following the year end to which this report applies.
2. Each inquiry contained in this report must be definitely answered.
3. Any material sought to be kept confidential must be mailed to the Wyoming Public Service Commission with a written request that the material be treated as confidential under Commission Rule Chapter 2, Section 30, Confidentiality of Information. All confidential information must be clearly labeled as such and printed on yellow paper.
4. Please contact the Wyoming Public Service Commission office at (307) 777-7427 if there are any questions concerning the content of this annual report.
5. Please provide Wyoming and Total Company numbers in the annual report. If Wyoming numbers equal Total Company numbers, please indicate such by including the numbers in both columns.
